CHERRY VALLEY, Calif. (KGTV) -- The Apple Fire in Riverside County has almost doubled in the last day. As of 5:00 p.m. Sunday, it has grown to 20,516 acres, with 0% containment. Mandatory evacuations are in place for more than 7,000 people. Authorities believe this may have been caused by arson.This weekend, multiple San Diego fire agencies are helping fight the Apple Fire. Experts say our local agencies are equipped to support the fight in Riverside and any incidents at home.The conditions are almost too perfect for the raging Apple Fire."Fuel, weather, and topography - All three of those things come together in that part of the state," CAL FIRE San Diego Fire Captain, Issac Sanchez said.The Apple Fire is burning just north of the city of Beaumont in Riverside County. Sanchez says the flames are relentless, and crews on the ground need all the help they can get."Any agency, regardless of their size, cannot handle anything of this nature, in size and complexity," Sanchez said.Overnight, the fire erupted into the San Bernadino National Forest, which officially made it a federal incident. But multiple local crews from San Diego County are now at ground zero to help."It's not just a CAL FIRE show. It's not just a US Forest Service show," Sanchez said. "Everybody is on deck. Everybody is contributing. Everybody is engaged right now."Some of the local crews assisting in Riverside County include San Diego Fire-Rescue, Poway Fire Department, Coronado Fire Department, and the North County Fire District.Early Sunday afternoon, maintenance crews were doing final checks for CAL FIRE San Diego's air fleet, stationed at the Ramona Airport. These are valuable assets on stand-by to help attack the flames from above.ABC 10News learned that just before 3 pm Sunday, one of CAL FIRE San Diego's small tactical planes out of Ramona were dispatched for emergency assistance. It is now guiding large air tankers above the Apple Fire.But with so many local resources being taken out of the mix, many wonder if we are prepared if something like the Apple Fire erupts now in San Diego county."We never will give more than what we can afford to give," Sanchez answered.Sanchez says allocating resources is carefully calculated. CARLSBAD, Calif. (KGTV) - Tuesday night a teen was seen on camera stealing a decoration right off a home's walkway.The Klus family moved to Bressi Ranch three months ago, from Boston, and were thrilled to become part of the neighborhood tradition."I'm totally blown away I had no idea it was this extensive and this creative and it's incredible the scenes of it come up with the kids are loving it," Visitor Amanda Alcorn said."When we moved here the kids were super excited super pumped to be included in the decorating," Nora Klus said. She has a daughter in 5th grade and a son in 2nd grade.They transformed their entry into Skele-topia, a night at the movies.Wednesday morning she noticed something was wrong. She looked at the footage on her Ring Neighbors App from the night before, "I saw a few, it looked like teenagers, and then the last one in the group just snatched our little decoration.""My son was crushed, he was like why would anyone do that?" She said.The same question posed in other neighborhoods where similar thefts, like a beloved cat decoration in Carmel Mountain, and pumpkin smashing happened all over the county.Klus flipped her theft into a teachable moment, "We talked about stealing and, you know, what they would do if they were with friends who want to steal something.""You just hate that someone would sort of diminished from that, take away from all the time and money put into it," Alcorn said.Both Alcorn and Klus hoping the thief has a change of heart. "I hope that we can kinda just move forward and maybe that little person who took that will return it to us," Klus said.Klus put up a sign right next to where the decoration was replaced, reading, "Smile, you're on camera" hoping to deter potential thieves. 1801

California is still counting ballots more than three weeks after Election Day.The slow counting process has been underscored by a series of House races in California carrying on for days past November 6. Now, the only remaining uncalled US House race is in California's 21st Congressional District.There, Republican Rep. David Valadao trails Democratic challenger TJ Cox by 506 votes -- or about half a percentage point -- with votes still being counted. If Cox holds on to win, it would give Democrats a net pickup of 40 House seats this year.So why is the process so slow?California officials say the effort is built with a series of safeguards, many of which don't exist in other states. The bottom line: California's vote-counting process is built to take a long time."The philosophy here is, while it may take a little bit longer to finish counting ballots in California, the policies are in place to ensure that all votes can be properly processed and added to the tally -- and I guess better said, that all voices can be heard in the political process," California Secretary of State Alex Padilla said in a phone interview Wednesday.The state's laws give its voters, about two-thirds of whom cast their ballots by mail, more time to send in their ballots. As long as they are postmarked by Election Day and arrive at county elections offices by Friday -- three days after the election -- they're counted.California also requires counties to give voters time to fix any issues with their ballots -- such as a missing signature -- and requires counties to contact those voters to inform them of any problems.When voters mail ballots to the wrong county, those counties are required to send them to the right one.The state allows same-day voter registration. It also allows those whose names do not appear on voter rolls due to clerical errors -- as Los Angeles County had in June, when a printing error left 118,000 names of registered voters off the rolls for the primary -- to cast provisional ballots that must then be checked out.Then, there's the reality that the state with the nation's largest population and 58 counties, with varying staffing levels, simply have more ballots to count.About 7.4 million ballots were counted on election night. (KGTV) - On a given evening, the streets of Carlsbad Village are filled with people walking, biking, and driving across the train tracks that bisect the city.The number of trains passing through has also been steadily increasing.“There are projections that say in the next 10 years train traffic is going to double through this region,” said Jason Haber, who works for the City of Carlsbad.Carlsbad Village is one of the last remaining stretches of train tracks along the San Diego Coast that has not been double-tracked to accommodate the growth in train volume. But there are plans to change that.The option being pushed by the city is to trench the tracks through the downtown area. That would also address the other pressing issue on the tracks: safety.In the last 5 years, the North County Transit District says 11 people have died from being struck by a train in the city.Last September, Jason Holsinger was killed where the tracks cross Grand Avenue when he rode his bike passed a lowered crossing arm.Near Tamarack Avenue, Josh Foster was killed last February while walking along the tracks. The Medical Examiner determined he had marijuana in his system but ruled it an accident.One of the most high profile deaths occurred in 2014 when 22-year-old Patrick Terrin was struck by a train while crossing at Grand Avenue after a night of drinking.The family sued the City of Carlsbad and BNSF railways claiming there were inadequate safety measures at the crossing for pedestrians. However, they lost the case when a judge determined the city and BNSF were not liable.If a plan to trench the tracks is given the green light, the vehicle and pedestrian crossings would go over the tracks.Two alternatives are currently being looked at, a shorter and longer version.The North County Transit District oversees the tracks in the area and would end up making the end decision. It’s unclear where the money would come from at this point. Depending on the alternative chosen, the project could cost between 300-400 million dollars. Construction could take several years. 2093

CAPE CORAL, Fla. -- Police arrested a Cape Coral man Sunday morning for taking target practice in his apartment after adjoining neighbors found bullet holes in their bedroom.61-year-old Ivan Bakh is charged with Shooting Into a Dwelling, and Reckless Discharge of Firearm in Public/Private Place.According to Cape Coral Police, neighbors reported being woken up by a loud bang and found a large hole in their headboard, right over their heads.Further investigation also found bullet holes into the opposite wall and in the far wall of the adjacent living room.Police contacted the next door neighbor, Bakh, in the apartment building located in the 3400 block of Skyline Boulevard.  Officers located the room opposite the neighbor's bedroom, which contained a large thick book against the wall with a red circle drawn on it.  The book appeared to be used as a target, and had been penetrated by three rounds.A 9mm casing was located in the hallway between the bathroom and the bedroom of Bakh's residence. Also located inside the home was a safe containing a 9mm Glock. The rounds located inside the magazine of the Glock handgun were a match to the 9mm spent casing located on the ground inside the residence. Bakh was arrested and transported to the Lee County Jail. 1305
