It was January of 1980 when 21-year-old Helene Pruszynski was kidnapped, raped and murdered in Douglas County, Colorado. Her body was found in a field, but police never identified a suspect. Pruszynski’s murder became a cold case.“We consider a case that does not have any viable leads after one to two years a cold case,” cold case detective Shannon Jensen said.However, Jensen says the case was never forgotten. Detectives continued to re-open it for 40 years. Then, with the help of new DNA technology, the suspect was identified in December of last year as James Curtis Clanton. He will be sentenced on April 10, based on the first-degree murder laws in 1980. Pruszynski’s sister – the only immediate family still living – finally received the closure she had waited decades for.“She had told us that she thought that this may never be solved, and she had somewhat given up on her hope. And she couldn’t believe that after all these years we were able to identify and arrest a suspect in her sister’s murder,” Detective Jensen said.One key element to solving the case was DNA from people related to Clanton.Detective Jensen actively searched a public database called GEDmatch, which is used as a way for people to learn more about their family history. She came across Rob Diehl, who turned out to be Clanton's fourth cousin. When Detective Jensen reached out, he says he went through a wide range of emotions.However, Diehl says it didn’t take long for him to realize he wanted to help, especially when he discovered how serious the crime was. He says because Clanton was such a distant cousin, they never knew each other.“You just think… it’s been cold for decades and so long that if there’s no evidence now, this isn’t going to be solved for the family or to bring somebody to justice,” Diehl said.So Diehl gave Detective Jensen access to his family tree and his DNA. Those both are critical elements in a newly utilized DNA technology called genetic genealogy.“Traditional genealogy is using public records to document a person’s family tree and their ancestors. Genetic genealogy is when you’re using DNA to help with that process,” Chief Genetic Genealogist CeCe Moore said.CeCe Moore is the Chief Genetic Genealogist at Parabon Nanolabs. Parabon assisted with Ms. Pruszynski’s case, and the tech company has helped law enforcement across the nation identify more than 100 criminals the past two years."For us, significant amounts of DNA could be less than one percent, which is really a breakthrough because previously with law enforcement cases, you needed to have an exact match, or a very close family member,” Moore said. In Pruszynski’s case, law enforcement in 1980 collected plenty of DNA evidence, and stored it properly making it possible for detectives today to upload a DNA profile to find her killer. In fact, Detective Jensen says she’s currently in the process of solving two more cold cases. “This technology has given detectives like myself another tool to add to our toolbox. It’s given new life to cases that we once thought might have been unsolvable,” Detective Jensen said.Not only is this technology finding those responsible for crimes, but it’s also ruling out the innocent.“If genetic genealogy is used earlier in the process, it can really help avoid hundreds or even thousands of innocent people who are looked at as persons of interest in these cases,” Moore said.Moore says 30 million people have uploaded their DNA to genetic websites the past decade. However, in order for law enforcement to gain access to it, you would need to upload your DNA to a public database like GEDmatch, and ‘opt in’ for law enforcement to see your profile.“If you have done a DNA kit, or you’re thinking about doing a DNA kit on ancestry or 23andMe or My Heritage, download that raw DNA data file and upload it to GEDMatch because everyone can be a crime solver,” Detective Jensen said.  3926

Kaylie Kempsell takes photos of babies for a living. “They’re really my passion. Newborns are what drives me,” Kempsell said.As a former NICU nurse, Kaylie knows the best practices when handling a newborn. She’s a pro in more ways than one. However, with more amateur photographers taking on newborn photography, Kempsell says everyone involved needs to be aware of the potential risks a baby can face.“There are a lot of things that go into newborn photography that the average person may not realize,” Kempsell said.According to NICU Neonatologist Dr. Susan Hwang with Children’s Hospital Colorado, it’s important to make sure the infant is breathing comfortably.“They are at risk of blocking off their airway if they happen to drop their heads and/or if there’s something placed in front of their nose or mouth from which they’re unable to shift their head position to allow them to get enough air during that photo session,” Dr. Hwang said.You’ll also want to make sure the baby’s body temperature is well regulated. If the baby is wrapped in too many blankets, it could get too warm.“Similarly, a baby shouldn’t be too cold, so if the air conditioning is ramped up during your photo session, the baby should have an additional layer.”And then of course, if the baby is on a surface above the ground, he or she should be watched at all times. Especially since babies can easily startle.“Often times in newborn photography, you notice that babies are on baskets or tables or are surrounded by other objects. You have to make sure the baby is secure and is not going to roll off,” Dr. Hwang said.Kempsell says she also makes sure there aren’t any tripping hazards, and if she’s using a prop, she thinks through potential hazards like splinters or lead paint. What many may not realize is that a lot of the unique poses newborn photographers achieve are done with photoshop.“During one photo we have an assistant holding the baby above their head like this on the top, and during another photo we have somebody holding the baby underneath their chin, usually by their wrists,” Kempsell said.In addition to her experience in the Neonatal Intensive Care Unit, Kempsell has a certification for newborn photography safety. However, no overarching organization requires it.“So anybody can pick up a camera and start taking newborn photos and start charging for them,” Kempsell said.That’s why it’s good to look for photographers who have gone through some training.Stephanie Robin is the co-creator of APNPI. The organization started offering training courses for newborn photographers in 2017. “Our initiative is to educate photographers primarily in safely handling newborns,” Robin said.The safety course covers newborn physiology, newborn reflexes, safe environments for studio setting and how to handle birth injuries or pre-existing diagnoses. She thought to create the educational tool after noticing as a newborn photographer herself that babies could be placed in dangerous scenarios.“They’re human beings, and they’re actually in their most vulnerable state,” Robin said.To become an active member of the organization, you have to pass the course and the exam that follows. However, Robin notes it’s really only the complex poses to be concerned about. KANSAS CITY, Mo. — The city of Lawrence, Kansas, on Tuesday took a step toward lowering the penalties for first- and second-time marijuana possession to .The city commission changed an ordinance on the penalty during a packed meeting. A second reading and vote is still necessary before the ordinance is officially changed. “This is not legalizing marijuana,” Lawrence Mayor Lisa Larsen said. “What I want to do with this is to bring some reasonable and equitable justice to this, that’s what this is about for me.”Currently, the minimum fine for first-time marijuana possession is 0, plus in court costs. The person also has to undergo a court evaluation, which is an additional cost. If the proposed ordinance is passed, the new fine would only apply to people 18 years and older who are arrested with less than 32 grams of marijuana for their first or second time. It would also eliminate mandated court evaluations and leave it to the discretion of a judge. A third arrest would still be considered a felony with significant penalties, which is why City Commissioner Stuart Boley voted no Tuesday. “I think we are lulling people into a false confidence that they can do this with impunity when they are still facing a felony charge on the third time, so I can’t support lowering the fine,” Boley said. Even if the fine is lowered, the arrest would still go on a person’s record as a misdemeanor charge. The ordinance proposal came about after a concerned citizen asked the commission to review and change the policy. “When you make the fine a dollar, basically you’re saying we’re decriminalizing marijuana. Lawrence has always been a leader in those type of liberal, progressive changes,” said David Wilkinson, who supports the change. 1765
