BEIJING, Oct. 14 (Xinhua) -- China shut down 1,355 small coal mines with a total production capacity of 125.19 million tonnes by the end of September as part of efforts to restructure its mining industry, the National Energy Administration (NEA) said Thursday.The latest figures indicate that the NEA had surpassed its annual target of eliminating 121.67 million tonnes of outdated production capacity this year.According to the NEA, 1,539 small and dangerous coal mines with 121.67 million tonnes of outdated capacity had to be closed in China this year to meet the country's requirement for preventing deadly accidents and reducing carbon dioxide emissions and pollution.The energy watchdog also said it would strengthen inspection on small coal mines for the rest of the year and ensure that the mining restructuring plan be completed as scheduled this year.China has long relied on coal to fuel its rapid economic growth. About three-fourths of its electricity is generated from coal-fired power stations, according to the NEA.

TIANJIN, Sept. 13 (Xinhua) -- Coca Cola, the world's largest beverage maker, will begin operations at its largest bottling plant in China, a 900-million-yuan (132-million-US dollar) investment in Luohe City of central China's Henan province, by the end of October this year."We are very positive and committed to our growth here in China," said Glenn Jordan, president of Coca Cola Pacific Region, during an exclusive interview with Xinhua while attending the fourth Summer Davos forum held in north China's port city of Tianjin, on Monday.The soft-drink giant already operates 39 plants in China. It opened three new plants in Jiangxi Province, Hubei Province and Xinjiang Uygur Autonomous Region last year. Also, it now has two factories under construction, including the largest one in Henan and the other in Inner Mongolia Autonomous Region.Statistics from the company showed its investment in the new plant in Hubei Province has reached 600 million yuan, while the cost of the two-phase project in Jiangxi Province added up to 250 million yuan.Jordan said these are all parts of Coca Cola's three-year, 2-billion-US dollar investment plan in China announced last March, and the project is now "well on track" in terms of infrastructure, marketing and product development.Jordan believes the expansion was good for both sides. "On average, we are hiring around 10 people per day in the Coca Cola system and putting almost 1,000 coolers per day in the market."The investment package also includes a 90-million-US dollar innovation and research center in Shanghai. One new beverage created at the center last November was Minute Maid Pulpy Super Milky, which combines fruit juice, milk powder, whey protein and coconut bits to create a creamy fruit-flavored dairy drink."The Shanghai research center has been very productive and very rewarding," Jordan said, "We have already taken some of its innovations and technologies to other parts of Asia and to the world's markets."As for the business environment in China, Jordan believes the country is moving in a better direction, as it has continuously improved its business operating rules and regulations."We have been here for more than 30 years, during which China has changed rapidly. China has to adapt and evolve its strategies, and we can look back to our track record and find our way to the current changes," he said."We are very confident about the future of China and the future of our business here," he said, "In the case of the beverage sector, I don't think there is really something in China hurting us or that is not conducive to good business."

BEIJING, Sept. 27 (Xinhua) -- Russian President Dmitry Medvedev Monday signed a series of political and commercial deals on his second state visit to China, a sign of closer strategic ties between the two world powers.Medvedev held talks with his Chinese counterpart Hu Jintao Monday in Beijing. They celebrated the completion of a long-awaited China-Russia oil pipeline, the largest bilateral project between the two countries.The 999-km pipeline runs from Angarsk in Russia to Daqing in northeast China. It is part of a bilateral loan-for-oil deal that was reached in 2009. Under it, China makes a 25-billion-U.S.-dollar long-term loan to Russia while Russia supplies China with 300 million tonnes of oil through pipelines from 2011 until 2030."The smooth completion of the pipeline project is a model for the two countries' mutually beneficial win-win cooperation and a milestone for China-Russia energy cooperation," said Hu at the completion ceremony.The two countries also signed 15 deals on cooperation covering coal, gas supply, energy efficiency, renewable energy, nuclear power, power grids and banking.Medvedev arrived in northeast China's port city of Dalian Sunday to start his state visit. BEIJING, Oct. 16 (Xinhua) -- When the 18 farmers in east China's Anhui Province, their bellies rumbling, stamped red fingerprints on the land-contracting agreement three decades ago, they never expected they might be making history."We had no other choice," said 70-year-old Yan Lixue. Prior to World Food Day this Saturday, he recalled the bitterness and successes from those past days.The elderly man used to be head of the production team at Xiaogang Village in Fengyang County.At that time, Fengyang was dubbed the "hometown of beggars", and was infamous for its poverty. It was the hometown of Zhu Yuanzhang, the first emperor (1368-98) of the Ming Dynasty. Ironically, Zhu, started as an insurrectionary army leader, though he used to be a beggar, too. The local opera in Fengyang was said to be sung for begging, at the beginning.With stubble on his square chin, Yan said his only memory of those days was hunger."At that time, we ate from the 'big cooking pot'," he recalled. The "big cooking pot" referred to the public kitchen. Establishment of the Peoples' Commune was made official state policy in 1958. In the Commune, everything was shared and people were encouraged to eat in the commune's kitchen. At first he begged in nearby Huaiyuan County, and then roamed further to the richer Jiangsu and Zhejiang provinces.He then refused to lead the production team any more. "The young people mostly went out to beg and few were left to work on the field."In fact, they were not allowed to beg all year long. "We took turns going out. To advance the international disarmament, arms control and non-proliferation process, joint and unremitting efforts are called for on the part of the entire international community," Wang said.He said that China welcomes the recent signing of a new bilateral nuclear disarmament treaty between the United States and the Russian Federation, and wishes to see the early ratification of the treaty."In the meantime, we hope that they, as countries with largest nuclear arsenals and special and primary responsibility for nuclear disarmament, will continue to make drastic and substantive reductions in their nuclear arsenals, so as to create the necessary conditions for the ultimate realization of complete and thorough nuclear disarmament," he said."When conditions are ripe, other nuclear-weapon states should also join the multilateral negotiations on nuclear disarmament," he added.On issues concerning nuclear non-proliferation, Wang urged the international community to work to safeguard the international nuclear non-proliferation regime and strengthen the safeguards function of the International Atomic Energy Agency."It is essential that all states strictly fulfill their non- proliferation obligations and strengthen their export control systems," he said. "Practices of utilizationism and double standards should be discarded."The ambassador stressed that China wishes to see peaceful solution to regional nuclear issues through dialogues and negotiations, and hopes that the six-party talks on the nuclear issue on the Korean Peninsula could be resumed and the dialogue between Iran and E3+3 -- the United States, Russia, Britain, China, France and Germany -- could be restarted at an early date.REVITALIZING DISARMAMENT TALKSWang highlighted the importance of revitalizing the work of the Conference on Disarmament (CD) so as to take forward multilateral disarmament negotiations."We are of the view that CD's position and role are irreplaceable," he said.In this regard, Wang stressed the three essential principles in advancing the work of CD -- enhance CD's authority and position; respect CD's rules of procedure, particularly its consensus rule; and treat the legitimate security concerns of each member state as equal and address them in an earnest manner."China, for its part, has all along been active and supportive of CD's work," he said."In the meantime, it is also imperative that CD reactivate its substantive work on such core issues as the prevention of an arms race in outer space, nuclear disarmament and security assurances for non-nuclear-weapon states," he added.SAFEGUARDING GLOBAL COMMON SPACEThe ambassador also called for the "active pursuit of a preventive diplomacy in safeguarding a global common space," including outer space and cyber space."Outer space is the common wealth of mankind, and the peaceful use and exploration of outer space is in the interest of the whole human-being," he said, urging the early conclusion of a new legal instrument on the prevention of weaponization in outer space.Cyber space constitutes a new dimension of multilateral arms control diplomacy, Wang said."States should exercise effective administration over cyber space and maintain its security, and avoid it from becoming a new battlefield and a tool of interfering in other countries' internal affairs," he said.China hopes that the international community will work on the basis of a first UN report on the issue of information security to "explore effective ways of combating cyber threats and preserving the sound international cyber order," Wang added.
