KUNMING, Aug. 22 (Xinhua) -- Chinese local officials were ordered to carry out pre-emptive evacuations to avoid heavy casualties in geological disasters after a series of mudslides left nearly 2,000 people dead or missing in less than two weeks.In a work conference held in southwest China's Yunnan Province, Minister of Land and Resources Xu Shaoshi ordered local officials not to hesitate in forcing residents in disasters-threatened zones to move."As long as there is a sign of geological disasters looming, officials should take it seriously and carry out the evacuations," Xu said. BEIJING, Aug. 11 (Xinhua) -- China's central government has urged more efforts to be made to ensure this year's grain output, a government statement said Wednesday.A string of policies have been rolled out to support autumn grain production, said the State Council, China's cabinet, in the statement released after an executive meeting chaired by Premier Wen Jiabao Wednesday.Autumn grain production is key for China to meet its annual output target as it accounts for 70 percent of the total production.The Ministry of Finance will allocate 1.1 billion yuan (162.4 million U.S. Dollars) to subsidize purchases of fertilizer and pest control, the statement said.Wen urged efforts to restore production in disaster-hit regions at the meeting, after large swathes of farmland have been affected by floods in recent months.Wen also stressed the application of technology and weather forecasting at the meeting.China's summer grain output declined 0.3 percent year on year to 123.1 million tonnes this year, the first fall in seven years, according to the National Bureau of Statistics.

HAIKOU, Aug. 23 (Xinhua) -- China is bracing for a strong tropical storm named "Mindelle", which is expected to skim the southernmost island province of Hainan between Monday midnight and Tuesday morning.At 8 a.m. Monday, a tropical low pressure system across the South China Sea intensified into the fifth tropical storm of the year, after being upgraded to a strong tropical storm eight hours later.The storm, by the name of "Mindellu", which means dandelion in Korean, is expected to approach the Beibu Gulf off the southern Guangxi Zhuang Autonomous Region after skipping Hainan, the Hainan provincial meteorological bureau said.Local authorities in Hainan have halted railway, shipping services and tourism programs and called fishing boats to return to ports as they braced for the storm.Both cargo and passenger shipping services were halted at 5 p.m., according to the ban issued by the provincial maritime affairs bureau.Also, passenger and cargo train services through Qiongzhou strait between the mainland and Hainan were halted at 5 p.m.Meanwhile, more than 26,000 fishing boats have returned to their ports.Tourism activities, such as diving and water-motorbike-driving in Sanya, the famous tourist city in southern Hannan, have also been halted as residents prepared for the storm.The Hainan provincial government said they would spare no efforts in protecting the safety of fishermen and tourists, as well as strengthening the monitoring of reservoirs.

It was the only bridge on a about 4-km section of the river.An initial probe shows the dilapidated bridge collapsed after fallen tree trunks became stuck under it, blocking the passage of the raging flood waters, Luoyang officials said.Officials said they were continuing the investigation and vowed to severely punish those who were to blame.The flood has damaged a local tap water plant, cutting drinking water supply to the county's residents. Transport to the county was also disrupted by the flood with some bridges and roads damaged.
