(KGTV) — An East County restaurant hit hard by the pandemic has been hit by thieves, twice in a three-day span.Like so many other restaurants, the pandemic has not been kind to Hacienda Casa Blanca Mexican Restaurant and Cantina in El Cajon."Definitely not easy. It's been crazy with new changes every day," said co-owner Cindy Gomez.Gomez says the restaurant has received a federal PPP loan, but revenues are down about 30% to 40% since March."From the first day, we've been trying to keep our staff working .. Haven't had to lay off anyone," said Gomez.Gomez says they had to spend extra when COVID-19 restrictions led them to set up for dining in the parking lot. That extra money spent vanished overnight during a weekend a few weeks ago. Two large canopies and two umbrellas were stolen.A few days later, there was another theft. This time, an umbrella, table, chairs, and a plant disappeared."Take a lot to get angry, but I got angry. Then it went to total frustration," said Gomez.Eventually, the items from the second theft were recovered outside a nearby building. Gomez says her surveillance footage was deleted over, but she saw the video and believes both thefts may have involved transients."In the first theft, two men with shopping carts rolled into the parking lot, dismantled the canopies threw them into their carts, and rolled away," said Gomez.The restaurant does store most of its outdoor set up inside, but what was left out, was targeted. 1486

(KGTV) - At age 73, Brian Duncan is following his own advice: if you think you can do it, you probably can.When Duncan got out of the Navy in 1967 he wanted to become a police officer. At the time, however, he says departments wanted big, tall men with 20/20 vision. He didn't fit the mold and moved on to a career in the court system.Twelve years ago, the itch came back, and Duncan joined the El Cajon Police Department's Retired Senior Volunteer Patrol, also known as the RSVP program.Now he's taking his service even further, working to become a reserve police officer.If he lands a job, Duncan will be a sworn police officer able to make arrests and carry firearms. The only difference is he'll always have to work alongside a regular police officer.Duncan says his age is not a barrier and he's doing this to make a difference in the community."I've proven I can get through the academy, so I can do it. If I didn't think I could do it or would jeopardize someone's safety, I wouldn't do it," said Duncan.Reserve officers work voluntarily and are not paid.On Friday Duncan graduates from Grossmont College's 32nd Police Academy and already has an application out for a job. 1210
EL CAJON (KGTV) -- A motorcyclist who crashed into a parked truck on a residential street in Fletcher Hills has died, El Cajon police said Tuesday.Shortly after the crash, some off-duty nurses rushed to help the critically injured motorcyclist, identified Wednesday as 36-year-old Julian Garcia, allowing emergency crews to rush him to the hospital.Jennifer Lepari said she heard a “loud boom” on Valley Lake Drive near Valley Mill Road around 8:30 p.m. Monday. “It almost shook the house. It was really, really loud,” she said.Lepari and her husband Jerome are both nurses. Jerome quickly used his belt as a tourniquet on the rider’s leg to staunch the bleeding while Jennifer applied pressure and spoke with dispatchers, according to neighbors.“With the amount of blood he lost and the time it took [for emergency crews to arrive], even the cops said [the rider] wouldn’t have lasted if [Jerome] hadn’t done that,” Lepari said.El Cajon police say the motorcyclist struck a parked work truck on Valley Mill Road for unknown reasons. Investigators believe speed may have been a factor but the crash is still under investigation, Lt. Randy Soulard said.A third off-duty nurse who lives around the block also tended to the badly injured rider, neighbors said.“It was awesome to see the people with that sort of medical experience jump in and not hesitate,” said a neighbor named Lisa.Once police arrived, an officer applied a second tourniquet to the rider’s leg, Lt.
