SAN DIEGO (KGTV) – Mayor Kevin Faulconer says changes are coming to the city's police department, as demands for police reform are made in cities around the nation.Faulconer says San Diego Police will develop a new de-escalation policy based on community feedback and best practices to reduce the number of use-of-force incidents. Maresa Talbert, Co-chair of San Diegans for Justice, says training could give officers a variety of tools."It can be as easy as a voice command. It can be something as simple as creating some space to really kind of calm down the situation where you're not face-to-face or where you're not arm-to-arm or touching," Talbert said.San Diego's police, like many departments around the nation, have faced increased scrutiny for use-of-force policies amid demonstrations against police brutality. In response, SDPD has banned the use of the carotid restraint technique among officers. Jack Schaeffer, President of the San Diego Police Officers Association, says the department's use-of-force policy, which includes de-escalation tactics, is regularly updated.City leaders have also responded. The Office on Race & Equity was recently created to tackle racial equity issues and City Council President Georgette Gomez has requested leaders consider a proposed ballot measure to expand police oversight this month."We heard the comments from the community. SAN DIEGO (KGTV) - Interstate 15 Express Lane signs are being changed from white to green, with other improvements, at a cost of .5 million, the San Diego County Association of Governments said Thursday.A research effort determined that the existing signs could be difficult for drivers to read, and that information about toll rates and permission to use the lanes was unclear, according to SANDAG."There's quite a bit of confusion on the motorists part, trying to understand, can I actually get in there as a carpool or not?" said Ray Traynor, SANDAG's director of operations. "Having a system that's clear to the end users is vitally important so that the lanes operate effectively."A spokesman for Caltrans says research showed a green sign with white text was more difficult to read, with the amount of information on the sign. The I-15 Express Lanes stretch for 20 miles between SR-78 in Escondido and SR-163 in Kearny Mesa. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. SAN DIEGO (KGTV) — It's already been one year since the San Diego Zoo Safari Park saw the first southern white rhino born through artificial insemination arrive at its park.Edward turned one-year-old on July 28, celebrating with a party at the San Diego Zoo Safari Park’s Nikita Kahn Rhino Rescue Center with his mother Victoria, 8-month-old female calf Future, and her mother Amani."Even though he doesn’t know it’s his birthday, it is very special to see Edward – a healthy, robust rhino - running around, enjoying his special treats," said Barbara Durrant, director of Reproductive Sciences at San Diego Zoo Global. "We aren’t just celebrating his birthday but also are celebrating the significance of his birth."Edward was born last year after hormone-induced ovulation and artificial insemination with frozen semen from southern white rhino Maoto on March 22, 2018. Victoria gave birth 16 months later. Edward's birth was the zoo's first successful attempt to birth a southern white rhino via artificial insemination and a critical step toward recovering its distant cousin, the northern white rhino. SAN DIEGO (KGTV) — Last week, whale watchers caught the glimpse of a lifetime, a beluga whale swimming through San Diego's waters.The rare sighting was captured about seven miles off the coast on Friday. Beluga whales are native to Arctic waters and while they do swim south during the summer months, San Diego is still considered a long way off for the animal. Gone Whale Watching owner Domenic Biagini captured the amazing find via drone video. "Imagine if you were going outside to take your dog for a walk and you saw a polar bear," Biagini said. "It doesn't make any sense at all. I saw it with my own eyes and I'm still not sure I believe it."RELATED: Drone captures video of blue whale swimming up to boat off San Diego coastHe said he was contacted by his colleagues Lisa LaPointe and Chris Faist, who first alerted him to the discovery. He told his passengers they were going to meet up to help investigate, not knowing what to expect.But once they located the animal, "I knew immediately that it was a beluga whale, which is insane," Biagini said.The whale is thousands of miles away from its typical habitat range. But it's unclear how it ended up this far south from the Arctic.Biagini says it doesn't appear to have been in captivity because of its shyness to boats and yellow diatom patches that signal it lives in extremely cold waters.RELATED: For the first time, San Diego Zoo Safari Park sees echidna 'puggle' hatchHe says the furthest south a beluga whale has traveled along the west coast is unofficially northern Washington state. According to the San Diego Surfriders, the last known official southernmost sighting was in 2018, when a wayward beluga whale was spotted in the United Kingdom's River Thames in 2018.The National Oceanic and Atmospheric Administration is currently monitoring the whale's health and welfare as it's in the area. Biagini said it appeared the whale was in generally good health and has been eating. He adds that it appeared to be an older adult male by the curling of its pectoral fins."Pretty monumental moment not just for San Diego, but for whale watching in general," Biagini says.Friday's discovery comes as Biagini says this summer is ripe for more rare viewing opportunities of blue whales off San Diego's coast. Thanks to an abundance of krill and pristine conditions, blue whales are already being spotted nearby. Blue whale sightings usually come in spurts, according to Biagini, while grey whales are more reliable, making this season even more of a treat. 2524
