BEIJING, Nov. 20 (Xinhua) -- China Petroleum and Chemical Corporation (Sinopec), China's largest oil refiner, said Friday it has suspended diesel exports to relieve shortages in the domestic market.Sinopec also said it is seeking to import 200,000 tonnes of diesel.PetroChina Co., China's largest oil producer, plans to import 200,000 tonnes of diesel. Some 35,000 tonnes of it has already arrived.Insiders said China's diesel output in the first nine months soared, prompting the two oil giants to expand exports.Sinopec attributed recent hikes in the domestic price of diesel to hoarding, seasonal factors, transport factors and energy-saving measures."The fundamental reason for the diesel shortage is the industry monopoly. Oil refiners are not keen to increase production because profit margins in the sector are relatively low," said Qi Fang, director of the Hebei Provincial Petroleum Industry Chamber of Commerce."The two oil giants operate on a planned-economy basis, resulting in an unbalanced supply-and-demand situation. Supply and demand can easily outstrip each other as government planning cannot keep pace with changes in the market," Qi said.Statistics from the General Administration of Customs show China exported 360,000 tonnes of diesel in October - only slightly lower than the 368,100 tonnes it exported in September - even as diesel shortages worsened.Diesel imports in October rose to 400,000 tonnes, up from 250,000 tonnes in September.

UNITED NATIONS, Nov. 16 (Xinhua) -- China's UN Ambassador Li Baodong on Tuesday expressed hope for a "peaceful, free, transparent and fair" referendum to be held in south Sudan early next year."The south Sudan referendum is a key step in the implementation of the Comprehensive Peace Agreement (CPA), but it is not an end in itself," Li told a high-level meeting of the UN Security Council here."We hope that the referendum will be held in a peaceful, free, transparent and fair manner in accordance with the CPA and reflect the will of the Sudanese people, and that the outcome of the referendum will be respected by all parties."The ambassador urged the northern and southern Sudan to "try their utmost to expedite the preparations for the referendum," and called on the international community to create favorable conditions for the referendum, "but not to prejudge its outcome.""Neither party must take unilateral actions," he stressed. " Whatever the outcome of the referendum, it is necessary to ensure the overall peace and stability of Sudan and the whole region."The Chinese envoy also expressed concern about "the serious lacking behind of the political process" in Darfur, which poses the "most prominent challenge" for the settlement of the question of Darfur.He urged those Darfur parties that have yet to join the political process to do so immediately and without conditions.Li announced that the Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur.
GUANGZHOU, Dec. 15 (Xinhua) -- China will increasingly promote the use of clean energy, since the country's energy needs are expected to increase by an equivalent of 2 billion tonnes of coal in the next decade, said Dai Yande, an official of the National Development and Reform Commission Tuesday during the 2010 Asia Energy Forum in Guangzhou City."China will use the lever of price to increase the demand for new energy," Dai said, "We will increase the share of non-fossil fuels in energy consumption to 15 percent by 2020.""We will increase the installed capacity of nuclear power to 80 million kilowatts and hydroelectric power to 400 million kilowatts by the end of 2020," Dai added.Further, China's major export hub Guangdong Province will invest 10 billion yuan (1.5 billion U.
