A growing number of Hispanics along the Texas-Mexico border with birth records showing they were born in the United States are being denied American passports, held in immigration detention centers, and entered into deportation proceedings, immigration attorneys and individuals affected told the Washington Post.According to the Post report, the issue stems from a government allegation that from the 1950s through the 1990s, midwives and physicians working along the border issued American birth certificates to babies born in Mexico, which some birth attendants have admitted to in court.The State Department, the Post said, denies changing its "policy or practice regarding the adjudication of passport applications." A horse and donkey rescue shelter in Glennwood, IA is feeling the pain of the cold winter months.Genea Stoops, the owner of Hooves and Paws Rescue says they've been hit with a shortage of space and increase in hay prices.The shelter currently cares for 31 horses and donkeys, including seven mini horses that have sicknesses or injuries and are being rehabilitated. After a tough winter, Stoops said more horses are in need of rescue."We're starting to deal with a lot of neglect cases coming out of winter. It was a hard winter for us," said Stoops. With the bitter cold, Stoops said extra hay and straw was needed to feed the horses and keep the minis warm in their stalls. With the demand in hay, the feed costs increased."Now we're cutting into spring, and nobody's cut their hay so we're using last year's hay, which is not unusual but there's a lot of high prices on the hay and not everyone can afford it," added Stoops.Stoops says in Nebraska and Iowa, hay typically costs to a bale, but with the demand, prices have gone up to - per bale."There are neglect cases, and then there's people who are trying really hard and can't get hay. If we're having trouble finding hay, then I know others having trouble getting hay," said Stoops.There's now a waiting list of horses owners want to surrender to the shelter, but for now, Stoops is trying to get them more hay in the meantime.The horses also need spring shots which will cost the shelter at least ,100. You can learn more about the organization on their website. 1551

A Dundalk couple says they’re trying to figure out who’s responsible after a carnival accident on Friday.A day at a carnival for David Nagel, his wife Stacy, and their 2-year-old grandson was going great until David and Levi were on board the carnival’s merry-go-round.“I grabbed my grandson,” David said. “Ran away from the [the carousel] and got my grandson over the fence to my wife, and then I went back to make sure that everybody else was ok because there was a young lady with two younger kids behind me.”Part of the merry-go-round collapsed with close to 40 people on or nearby.Stacy watched in horror, capturing the entire incident on her smartphone.“It was his first time ever on a merry-go-round. He’s two. He never wanted to get on before and we didn’t push him. He just wanted to get on the merry-go-round so we had to film it. Thank gosh we did,” she said.Firefighters along with ride inspectors worked on the ride for almost an hour.Then the ride went back into service – not against protocol according to state inspectors.The ride services’ owner, Shaw & Sons Amusements, says the state handles inspections.“A major breakdown is a stoppage of operation from any cause that results in damage, failure, or breakage of a structural or stress bearing part of an amusement attraction,” Matt Helminiak, the Commissioner of Labor and Industry – over the amusement ride and safety inspection division, said.By phone, he said if no one was injured or if there weren’t a major breakdown, the state wouldn’t even be alerted.The incident on Friday wasn’t enough to shut the ride down.Still, Helminiak says the state will look at what went wrong with the merry-go-round.“In the case of a mobile ride, every time that ride is set up, a state inspector inspects it before anybody is allowed to ride it, but the operators themselves have a daily inspection requirement and so they inspect it and keep a log of inspections and then have that available for us,” he said.An unsettling feeling for David, who says he wants to see a change in the inspection process, no matter if someone is injured.“I went, number one, to bring back memories and number two – to share joy. It was supposed to be a joyous time. A father and son are accused of slaughtering a female black bear and her two cubs as they rested in their den in April.Andrew Renner, 41, and Owen Renner, 18, of Palmer, Alaska face several felony and misdemeanor charges related to illegal hunting. It is against the law to shoot a black bear with cubs in Alaska.Alaska Wildlife Troopers, which announced the charges on Monday, said the act was caught on a motion-activated camera set up inside the den to monitor the bears as part of a study being conducted by the US Forest Service and the Alaska Department of Fish and Game. The camera produced both video and audio of the encounter."In this case numerous crimes, including felonies, are believed to have been committed," trooper Col. Steve Smith said. Smith said the truck and boat used to transport the Renners to and from the bears' den have been seized.The father and son were out skiing together on April 14 when they approached the inhabited den, troopers said in a statement.The video captures Owen Renner firing two rounds at the adult bear inside her den, the troopers said. Andrew Renner then killed the "shrieking" newborn cubs and discarded their bodies outside the den, the statement said.Court documents obtained by CNN affiliate KTVA say that Andrew Renner is captured on video saying: "It doesn't matter. Bear down."The men also removed the adult bear's tracking collar."They'll never be able to link it to us," Owen Renner said, according to the court documents.Two days later, the men were captured on video returning to the den to pick up shells casings and dispose of the bear cubs, troopers said.Two weeks later, on April 30, Andrew Renner brought the adult bear's skin and tracking collar to officials at the Alaska Department of Fish and Game, saying that he realized after shooting it that it was a nursing bear and had not seen any cubs.The men have been charged with unlawfully taking a female bear with cubs, unlawfully taking a bear cub and possessing and transporting illegally taken game.
