SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) -- The man suspected of driving into and setting fire to a Raytheon building in San Diego last month appeared in court Wednesday. Daniel Hector Mackinnon, 36, pleaded not guilty at his Wednesday arraignment. Mackinnon was charged with two counts of malicious destruction of a building by means of fire in late April. According to authorities, on April 24, an explosion occurred at the Raytheon building on the 8600 block of Balboa Avenue. Authorities say the man then opened the back hatch when a fireball shot from the side of the vehicle and the man fled. According to the complaint, two empty magazine cartridges and remnants of a melted gas container were found inside the car. The Prius also had two different stolen California license plates. Starting October 1, 2020, U.S. residents will need a REAL ID to fly domestically or enter secure federal facilities and military bases. The new ID is the result of the 9/11 Commission's recommendation to establish standards for identity verification and security features. In California, a gold bear and star indicates REAL ID compliance. The DMV is also reminding residents about requirements to obtain a REAL ID.
