SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. SAN DIEGO (CNS) - A San Diego firefighter who allegedly raped a 17- year-old girl was ordered Friday to stand trial on four felony sexual assault counts.Justin Curtis Price, 35, a fire engineer-paramedic who has been with the city public-safety agency for 10 years, was arrested in late April for the alleged Nov. 1, 2018, sexual encounter.Prosecutors allege Price had known the teen since she was about 9 or 10 years old. SAN DIEGO (CNS) - A man who went on a South Bay crime spree that included shooting at a moving vehicle and ramming an occupied San Diego police vehicle during a pursuit was sentenced Thursday to 19 years in state prison.Alfonso Ayala Flores, 26, pleaded guilty earlier this year to charges of assault with a semi-automatic firearm and resisting arrest for a series of crimes last November that culminated in him driving toward officers who cornered him in a cul-de-sac and ramming a patrol car.One officer opened fire on the pickup truck Flores was driving, striking the truck, but not Flores.He was also given a separate 16-month sentence for an unrelated burglary case, but that term will be served concurrently with his 19-year prison term.The spree began with Flores carjacking a motorist's Ford F-150 pickup at the Frontier Motel in San Ysidro on Nov. 6. Deputy District Attorney Mary Naoom said that on the following day, Flores shot at an occupied vehicle.Two days later, he sped off when San Diego police spotted him driving the stolen truck in the 1900 block of Dairy Mart Road in San Ysidro. The suspect, who had a female companion in the truck with him, fled west, where he wound up at the end of a cul-de-sac in the Nestor neighborhood.As officers got out of their cars and shouted at him to halt, Flores made a U-turn and accelerated toward them, prompting one of the officers to open fire, police and prosecutors said.Naoom said Flores rammed the patrol car with the pickup as he sped away, with police again in pursuit. The subsequent chase ended in the 1200 block of Holly Avenue in Imperial Beach, where he pulled over and ran off along with the woman, according to Sainz.His companion was quickly apprehended and questioned by police before being released. SAN DIEGO (CNS) - Authorities Wednesday publicly identified a 27-year-old man who was fatally shot last weekend in an apparently unprovoked attack near the handball courts at the Linda Vista Recreation Center.Officers responding to reports of shots fire around 11 a.m. Sunday at the recreation center, 7064 Levant St., found San Diego-resident Israel Castro suffering from at least one gunshot to his upper body, San Diego police Lt. Andra Brown said.Paramedics took Castro to a hospital, where he was pronounced dead, Brown said.While officers were at the hospital, a 30-year-old man suffering from a gunshot wound was brought in by a private vehicle, the lieutenant said. The man told officers he was also at the Linda Vista Recreation Center when he was shot.Witnesses told police that a man wearing a mask and shorts was seen running from the scene and getting into a white four-door vehicle that sped off southbound on Linda Vista Road, Brown said. SAN DIEGO (CNS) - Flames tore through a Mira Mesa home Wednesday afternoon, causing extensive damage, injuring a firefighter and displacing five residents.The blaze erupted for unknown reasons shortly before 2 p.m. in the 10100 block of Embassy Way, just west of Camino Ruiz, the San Diego Fire-Rescue Department reported.All the occupants of the house were able to safely get outside prior to the arrival of emergency crews, according to SDFRD public affairs.Watch firefighters battle the fire below:Firefighters arrived to find the residence engulfed in flames.
