SAN DIEGO (KGTV) -- San Diego County’s latest arson arrest is shedding light on an issue that can turn both dangerous and deadly in Southern California’s dry climate.Monday, 21-year-old Daniel Reyes Ortega was charged with setting fire to forest land. Ortega reportedly set fire to a dry plot of land located on the 11000 block of SR-67.That fire burned only half an acre, but isn’t the only recent example of just how dangerous arson can be. In early August, Forrest Gordon Clark, 51, was arrested for reportedly starting the Holy Fire in Orange County.RELATED: Man arrested, accused of starting fire off SR-67 in Lakeside  In video captured by 10News, Clark can be seen walking up to firefighters and asking if they stole his money.Following his second arraignment filled with outbursts, Clark was ordered to undergo psychiatric evaluations.During the second arraignment, Clark disrupted proceedings, saying he was innocent and questioning Orange County Superior Court Judge Kimberly Menninger.RELATED: Judge orders psychiatric evaluations for Holy Fire suspect  According to WebMD, psychologists and the FBI have over the years profiled arsonists to try and figure out what causes them to start fires. Though the most common reason for arson is insurance, psychologist Joel Dvoskin says anger also plays a role in a number of other cases.WebMD reports that, according to FBI reports, the majority of profiled arsonists have a below-normal IQ, typically between 70 and 90. Dvoskin told the site, "Honestly, I can't think of a single arsonist I've dealt with for whom anger wasn't the primary motivator."The FBI report further states that half of all arsons are committed by those younger than 18, the other half are typically in their late 20s. Fires started by older people are usually motivated by money. Roughly 90 percent of all arsonists are men who are typically white, the FBI says.  1920

SAN DIEGO (KGTV) — Residents may be seeing Uber delivery drones in San Diego's skies as soon as this year.Uber Elevate, Uber's drone and air transportation leg, announced this week during the Forbes’ 30 under 30 Summit that the company will begin testing Uber Eats delivery drones in summer 2020. The company added, though, that delivery service using partner drone operators could come in the coming months.A rendering of the Uber Eats drone shows six-rotors will allow the drone to take off and land vertically, with the ability to rotate to provide more lift and speed. The drone is designed to carry a meal for two people.Uber Elevate says the drone is designed to travel a total of 18 miles or 12 miles round-trip. The company says the drone is equipped to cruise below 400 feet and comply with existing regulations to operate the aircraft.The company estimates the drone can perform a delivery in eight minutes, including time to load and unload.The company says the design has passed the design review phase and is expected to fly before the end of the year. 1073

SAN DIEGO (KGTV) - San Diego Mayor Kevin Faulconer and community leaders broke ground Tuesday on a Mission Bay park makeover in honor of a woman who died serving her community. Maruta Gardner was struck and killed by a DUI driver in 2016 while she was removing graffiti. The park in Bonita Cove is being named in her honor and receive a “much-needed makeover” for the playground, city officials say. Security lighting will also be enhanced. The cost of the park improvements will be .4 million and the project should be completed by fall 2020.Maggie Frazier, a friend of Gardner's, told 10News, "She'd be dancing in her red cowboy boots and jumping for joy. SAN DIEGO (KGTV) — San Diego Mayor Todd Gloria was officially sworn in Thursday, marking a historic moment for America's eighth largest city. "Today, I stand in front of you as the first person of person of color and LGTBQ person to ascend to our city's highest office," Gloria said in a virtual ceremony. Gloria and five new council members were sworn in during a virtual ceremony Thursday due to the COVID 19 outbreak. Gloria is a Democrat, as are the five new councilmembers also sworn in. The Democrats now have an 8 to 1 advantage on the City Council. But even if there is political harmony, the challenges facing the city are grand.They are taking over with the region in a mandatory stay at home order due to the virus. Small businesses are shuttering, unemployment is near 8 percent, and the city could face a 4 million dollar budget shortfall next fiscal year."There are some things that people say you shouldn't touch, such as police, fire that type of thing, but if this continues on for another year, this COVID, who knows what the city budget is going to look like," said political analyst John Dadian.But in a brief speech, Gloria expressed confidence in getting San Diego back on its feet."We will be rolling out an aggressive strategy to address the worsening public health crisis in COVID-19, the economic crisis that is impacting San Diego's families, small businesses and our city budget, the housing and homelessness crisis that has become even more dire," Gloria said. Gloria says it's not enough to get San Diego just back to normal. SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). Arline is currently being held on a parole violation.
