WASHINGTON — The federal government has restored access to Trusted Traveler Programs for New York state residents, the Department of Homeland Security announced Thursday.New Yorkers were banned from enrolling or re-enrolling in Global Entry and several other Trusted Traveler Programs in February in response to New York's "Green Light Law." The law allowed undocumented citizens the ability to get drivers' licenses and restricted federal immigration agencies from accessing Department of Motor Vehicle data.Trusted Traveler Programs affected included Global Entry, SENTRI, NEXUS and FAST, which facilitate the entry of pre-approved travelers into the U.S. using expedited lanes at airports and international borders. The ban did not affect the domestic TSA Pre-check.The statement from DHS released Thursday said the department will lift its ban on TTPs for New York residents because Gov. Andrew Cuomo and state legislators amended the law, allowing for the sharing of DMV records “as necessary for an individual seeking acceptance into a trusted traveler program, or to facilitate vehicle imports and/or exports,” according to DHS.The statement said New York continues to restrict sharing DMV records and information with U.S. Customs and Border Patrol and ICE "for other enforcement efforts."DHS said it is working with the Department of Justice to take further legal action against New York over those restrictions, as well as new criminal penalties for sharing info with CBP and ICE.“We appreciate the information sharing to CBP for the trusted travel program, which enables DHS to move forward and begin once again processing New York residents under the Trusted Travel Program," Acting DHS Secretary Chad Wolf said in a statement. "Nonetheless, local New York law continues to maintain provisions that undermine the security of the American people and purport to criminalize information sharing between law enforcement entities."Cuomo said Thursday the change to the law's verbiage was made back in April."After the Department of Homeland Security announced the ban on the Trusted Traveler Program for New York residents in February, I immediately met with President Trump at the White House to discuss what — to the extent that there were bonafide concerns — needed to be done to address the issue while still protecting the privacy of all New Yorkers. VISTA (CNS) - A fire badly damaged a home in a Vista neighborhood early Saturday morning, a fire official said.The fire broke out around 6 a.m. at a house on Lado de Loma Drive near Phillips Street, according to Vista Deputy Fire Chief Ned Vander Pol. The neighborhood is near the Civic Center Drive exit off state Route 78.Firefighters from the Vista, San Marcos and Oceanside fire departments arrived and found smoke and flames coming out several openings in the home, including a skylight and windows on two sides of the house, Vander Pol said. The four residents -- two adults and two children -- had already evacuated by the time firefighters got to the home.It took crews about 30 minutes to knock the flames down, according to Vander Pol. The cause of the fire was under investigation and value of the damage wasn't immediately able to be determined, but the deputy fire chief said there was significant smoke and fire damage throughout the home.Vander Pol said the home didn't have working smoke detectors, but the residents told firefighters they had often practiced an escape plan -- which turned out to be useful when the fire broke out.The American Red Cross assisted the four displaced residents with temporary shelter, Vander Pol said 1256

VISTA, CA (KGTV) — The man accused of intentionally driving a U-Haul van into a crowd of people outside of an Encinitas bar, pleaded not guilty to serious charges in a Vista courtroom Wednesday.Christian Davis, 28, stood next to an attorney with his head down as he was formally charged with two counts of attempted premeditated murder, three counts of assault with a deadly weapon, and one count of felony driving under the influence of alcohol.Deputy District Attorney, Kim Coulter, said the incident early Sunday morning started at the Saloon and Shelter bar when Davis was kicked out.RELATED: Video shows driver slamming into crowd outside Encinitas bar"He was asked to leave because he was highly intoxicated and it was time for him to go," said Coulter.Once he was kicked out, Coulter said he got into a verbal argument with two bouncers, then threatened them."It escalated and culminated with Davis telling the security guards 'you're going to regret doing this, I’m going to come back and I’m going to kill you,'" she said.Moments later, witnesses saw the U-Haul heading for a crowd of people standing outside of the bars.RELATED: Man arrested after driving into crowd outside Encinitas barThe incident was captured on a passerby's dash cam video."He reversed out of a 7-Eleven and he came barreling down a sidewalk in front of Shelter bar, right into a crowd of people," said Coulter. Sadly, two men who were outside of the bar at the wrong time were seriously hurt."A 25-year-old victim has had a severe injury to his leg, he’s had his third surgery today," said Coulter.The other victim, a 24-year-old, was also left hospitalized with severe injuries."He has two collapsed lungs, fractured ribs, a broken arm and he did spend time in the ICU," she said.Bail was set at million. Walmart is suing the U.S. government in a pre-emptive strike in the battle over its responsibility in the opioid abuse crisis.The government is expected to take civil action against the world’s largest retailer, seeking big financial penalties, for the role its pharmacies may have played in the crisis by filling opioid prescriptions.But on Thursday, Walmart filed a lawsuit saying that the Justice Department and the Drug Enforcement Administration are blaming the company for the government’s own lack of regulatory and enforcement policies to stem the crisis.Walmart says it is seeking a declaration from a federal judge that the government has no lawful basis for seeking civil damages from the company. It is also seeking to clarify its legal rights and duties under the Controlled Substance Act.Walmart operates more than 5,000 pharmacies in its stores around the country.“Walmart and its pharmacists find themselves in an untenable position,” the company based in Bentonville, Arkansas, says in the lawsuit filed in the U.S. District Court in the Eastern District of Texas. “Under defendants’ sweeping view, Walmart and its pharmacists may be held liable — perhaps even criminally — for failing to second-guess DEA-registered doctors and refuse their prescriptions. But if pharmacists do so, they may face the wrath of state medical boards, the medical community at large, individual doctors, and patients.”Walmart says in the suit that the Justice Department identified hundreds of doctors who have written problematic prescriptions that Walmart’s pharmacists allegedly should not have filled.
