SAN DIEGO (KGTV) -- SANDAG and Caltrans are warning people about an overnight closure on Interstate 5 beginning Thursday night for work on the Mid-Coast Trolley Bridge. Starting February 28 at 9:30 p.m., all southbound lanes on Interstate 5 will be closed from the interchange of I-5 and I-805 to La Jolla Village Drive. All lanes are scheduled to reopen on March 1 at 5 a.m. The lanes will be closed so crews can pour concrete to construct the structure for the Trolley overpass spanning I-5 at Voigt Drive. SANDAG says traffic signs have been posted in the area detailing the detour motorists can take. The Mid-Coast Trolley Project will extend the Blue Line Trolley service from Old Town north to University City. Nine new stations will also be constructed. 769

SAN DIEGO (KGTV) -- San Diego State University will begin testing all students who live on campus for COVID-19, the school said Tuesday.According to the university, the testing will start on September 16. After the initial phase of testing, the school will begin testing students at random. “Following the initial phase of benchmark testing for all students in residence this week, we will then launch random testing for the on-campus housing population. During each round of testing, a set of individuals from each residential community group will be randomly sampled to be re-tested,” the school said.The news comes as 648 students tested positive or presumptive positive for the virus.According to SDSU, 644 students have so far tested positive for the virus. Four students are presumptive positive.So far, no faculty or staff have tested positive for coronavirus. 875

SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

SAN DIEGO (KGTV) - San Diego Police say a Chula Vista woman killed her mother in a Mission Valley office building, then shot herself days later with the same gun.Homicide detectives investigated the 911 call from an office building on Camino Del Rio South in Mission Valley on July 22.Officers found Maria Kelly, 66, dead inside her office.RELATED: SDPD: Mother murdered, daughter deadKelly's 34-year-old daughter, Crystal Vasquez, drove to the location hours later.Vasquez went into the restroom of a nearby business and was discovered dead of a gunshot wound.San Diego Police said Vasquez shot and killed her mother the afternoon of July 20. The next day, Vasquez cashed a ,000 check written from her mother's bank account.Police told 10News the Vasquez likely shot her mother after being confronted about stealing money from the family business. Vasquez embezzled money from her mother's Mission Valley accounting business for about a year, according to police. Police believe Vasquez shot herself after learning about the possibility of cameras at the building's entry and exit.A forensic examination confirmed the handgun Vasquez used to commit suicide was the same gun used to kill Kelly.  Video surveillance also showed Vasquez was in the office with Kelly at the time of the murder. 1330

SAN DIEGO (KGTV) — Several business sectors will be cleared to reopen indoor activities with modifications next week in San Diego County under the state's new guidance, according to local health officials.Under California's new blueprint for reopening amid the coronavirus pandemic, starting Monday, Aug. 31, San Diego County can reopen indoor operations at the following businesses with modifications:Restaurants for dine-in, places of worship, museums, and movie theaters at a maximum of 25% capacity or 100 people, whichever is less;Gyms, yoga studios, and fitness centers at a maximum of 10% capacity;Hair salons, barbershops, nail salons, and body waxing studios;Libraries and bookstores at a maximum of 50% capacity;Shopping malls at a maximum of 50% capacity, with closed common areas, and reduced food court capacity;Aquariums and zoos at a maximum of 25% capacityBusinesses that have been reopened under their safe reopening plans may have to be modified to meet the state's new percentages on capacity, according to Gary Johnston, the county's Chief Resiliency Officer on Reopening."The safe reopening plans, you need to modify those and express on those plans how you're going to adhere to the requirements that came out with the state," Johnston said.California's new rules for reopening are based on a four-tier, color-coded system that counties will move through based on their number of cases (case rate) and the percentage of positive tests. The system replaces the state's monitoring list.Based on the state’s new tool, San Diego County is in the red "Substantial" tier. The red tier covers counties with a case rate of four to seven daily new cases per 100,000 people and 5% to 8% positive tests. So by decreasing the capacity this will help with increased risk and increased exposure," Wooten said. "We are following what's on the website ... as it relates to what's being recommended for tier two."Bars, breweries, and distilleries that do not serve food are still not cleared to reopen for indoor operations, according to the state. Theme parks are also not permitted to reopen.Wooten cautioned that the success of reopening any indoor operations this time around depends on compliance with the guidance and locals being safe."This time what we hope will happen, but it relies on people's behavior, is that as we are opening up 25% or 50% of capacity, not full 100%," Wooten said. "As we see issues people should also be clear that we will shut down entities if they are not following the guidelines and if there are particularly outbreaks occurring as a result of not following those non-pharmaceutical strategies."In order for San Diego County to move up a tier, it must stay in tier two for at least three weeks. Then to move up, it must meet the next tier's criteria for two consecutive weeks.
