DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. DENVER — Stepping into the unknown takes a profound sense of courage. During the novel coronavirus pandemic, there are a lot of unknowns, particularly when it comes to a vaccine.Across the country and around the world, there are dozens of vaccine trials underway as researchers race to find an end to the pandemic.In the U.S., two of those vaccine trials are showing early promising results. The Pfizer and Moderna vaccine trials are showing an above 90% efficacy rate.In Colorado, roughly 270 volunteers signed up for the Moderna vaccine trial through UC Health, including Michael Rouse.“There was a call out for minorities, especially African-Americans, and I felt it was time that we stepped up so I volunteered,” Rouse said. “It wasn’t a tough decision at all. I have faith in science. I have faith in medicine.”Rouse is a 66-year-old retiree who says he understands the hesitancy people of color have, but he believes it’s important for them to be involved in this vaccine trial to prove it’s safe.“Without people stepping up, we’re never going to find a solution,” Rouse said. “Our participation is what’s going to help save millions of lives.”Rouse said he received his first COVID-19 vaccine on Aug. 17 and his second shot a month later. He didn’t feel any initial pain or soreness from the injection.However, several hours afterward he did feel aches, nausea, a headache and a sour stomach that lasted for roughly 12 hours the first time and 24 hours the second time. Because of these side effects, Rouse is convinced he received the real vaccine and not a placebo.Now, he checks in about once a week using a mobile app on his phone to answer questions about his experience.“We have to do something to stop this because it’s getting out of control and like any vaccine, there is going to be some symptoms or some side effects, but we need this vaccine because this pandemic is just getting worse. The virus itself is not going to just disappear,” Rouse said. “I definitely think it’s going to be a defining moment in the world and those of us who can help find a solution should be proud of the fact that we helped find a solution to this defining moment.”Despite this, Rouse said he is still being cautious, wearing a mask in public, social distancing and staying home whenever possible.“I’m living as if I didn’t get the shot but I’m not afraid to go out and do things,” Rouse said.In an effort to educate the public about his experience and reassure them that the vaccine is safe, Rouse recently wrote a guest commentary talking about his experience with the vaccine.He hopes that once a vaccine does come out, his experience and that of the hundreds of other volunteers will encourage people to get it."I think it’s so important that we get positive news out about the vaccine. Defense Secretary James Mattis is expected to sign deployment orders as soon as Thursday that could send 800 or more troops to the border with Mexico to help border patrol authorities stop a caravan of migrants from Central America moving through Mexico to enter the US, according to three administration officials.The officials tell CNN final details are being worked out including where the troops will come from and their specific tasks.The troops will not engage in lethal operations to stop the migrants. Instead they are expected to provide fencing, wall materials and other technical support at several key points along the border where it is believed the migrants may try to cross.The troops will also provide tents and medical care for border authorities in those areas. The troops retain the right of self-defense, but border patrol officers will still be the ones physically stopping illegal migration, the officials said. 941

DELAFIELD, Wis. — A suspect accused of shooting two police officers in Delafield early Friday has been taken into custody, police say.Police said they had not conclusively concluded the identity of the suspect, but he appeared to match the description of Nathanael Benton, 23.Earlier Friday, police said a suspect, identified as Benton, was still at large and considered armed and dangerous. Police say he is also wanted for an incident in North Dakota.Two officers were shot just after 1:30 a.m. Friday in Delafield, police said.Residents in Delafield were being asked to avoid the area of Highway 83 and Golf Road.Delafield police said two officers, one from Delafield police and the other from Hartland police, were responding to a call for service regarding a hit-and-run crash at the Holiday Inn Express and shots were exchanged between the suspect and the officers. The officers were injured.The injured officers were taken to an area hospital with non-life-threatening injuries.Fargo Police Department have been searching for Benton since Nov. 1 in relation to another incident. DETROIT (AP) — Korean automakers Hyundai and Kia are recalling over 591,000 vehicles in the U.S. to fix a brake fluid leak that could cause engine fires. The recalls cover more than 440,000 Kia Optima midsize sedans from 2013 through 2015 and Kia Sorento SUVs from 2014 and 2015. Also covered are 151,000 Hyundai Santa Fe SUVs from 2013 to 2015. The affiliated automakers say brake fluid can leak inside a hydraulic control unit for the anti-lock brakes, possibly causing an electrical short that can lead to fires. Kia’s recall will start Oct. 15, while Hyundai’s will start Oct. 23. Dealers for both companies will inspect the control units for leaks and replace them if needed at no cost to owners. 709
