VISTA, Calif. (KGTV) -- Authorities are searching for a man they say was acting suspicious outside an Islamic center in Vista in late March. According to the San Diego County Sheriff’s Department, the man was seen taking pictures on the Tri-City Islamic Center on March 30. When someone at the center saw the man taking pictures, they invited him inside. When the man saw there were people inside the center, he took off running, deputies say. Witnesses describe the man as Hispanic in his late 20s, about five feet, seven inches tall with a lean or muscular build, short, dark hair and a blonde beard. He was last seen wearing a red hat, dark gray sports coat and blue jeans. Anyone who sees something suspicious is asked to call the department at 858-565-5200 or Crime Stoppers at 888-580-8477. The incident happened shortly after a fire was set at an Escondido Mosque on March 24. The fire, which caused minimal damage the building, was extinguished by members of the mosque. WARNER SPRINGS, Calif. (KGTV) -- A famous balloonist died Tuesday from injuries sustained in a balloon accident near Warner Springs over the weekend.According to his website, Julian Nott died after "multiple injuries from an extraordinary and unforeseeable accident." According to the site, Nott was flying an experimental balloon he invented that was designed to test high altitude technology.Nott was known as the founder of the modern ballooning movement. He broke 79 world ballooning records and 96 British records, including exceeding 55,000 feet in a hot air balloon.The accident happened Sunday around 12:40 p.m. in a remote area near Warner Springs a mile off Chihuahua Valley Road.According to the San Diego County Sheriff’s Department, the balloon experienced a hard landing.A witness said the capsule detached from the balloon and rolled several hundred feet down the hillside.The two victims in the balloon at the time of the landing reportedly suffered back injuries. WASHINGTON (AP) -- America's registered child sex offenders will now have to use passports identifying them for their past crimes when traveling overseas.The State Department said Wednesday it would begin revoking passports of registered child sex offenders and will require them to apply for a new one that carries a "unique identifier" of their status. Those applying for a passport for the first time will not be issued one without the identifier, which will be a notice printed inside the back cover of the passport book that reads: "The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to (U.S. law)."The department said in a statement posted to its travel.state.gov website that registered child sex offenders will no longer be issued smaller travel documents known as passport cards because they do not have enough room to fit the notice.The changes come in response to last year's "International Megan's Law," which aims to curb child exploitation and child sex tourism, but also has been criticized by civil libertarians for being overly broad and targeting only one category of convicted felon. The law is named for Megan Kanka, a 7-year-old girl murdered by a convicted child sex offender in New Jersey in 1994. The case drew widespread attention and led to the creation of several state sex offender registries. Government agencies notified Congress on Wednesday the passport requirement of the law had taken effect.The State Department, which issues U.S. passports, said it will start notifying those affected as soon as it receives their names from U.S. Immigration and Customs Enforcement at the Department of Homeland Security.
