SAN DIEGO (KGTV) — Bystanders captured video of a truck involved in a crash near San Diego International Airport on Saturday speeding away from the scene.The video begins moments after a three-car crash on N. Harbor Drive at Lee Court around 9:30 a.m. A white truck reportedly slammed into the back of a Ford F-350 and sideswiped a sedan, according to the driver of the sedan, Kathleen Gleason. The driver of the white truck is then seen speeding away, creating a cloud of white smoke, with the driver-side front tire bent sideways. The driver first heads eastbound before turning around at McCain Road and heading westbound. A police vehicle is seen seconds later turning around and pursuing the truck.Gleason, a Lyft driver who was struck by the truck, told ABC 10News the suspect was determined to get out of the area quickly. She said she was in the middle of dropping off a passenger to the airport when she was struck. Thankfully, Good Samaritans gave the passenger a lift the rest of the way, she said.Gleason said police caught up with the driver and arrested the person. SAN DIEGO (KGTV) — Arthur Soriano didn't have that privilege until the age of 40, and now advocates about the power of voting.Seven years ago, Soriano was released from prison after serving a 19-year sentence for attempted murder."I needed that sense of belonging and I found it in gangs," Soriano said.He grew up in City Heights, with a single mother, and two younger twin sisters. He'd been in and out of trouble since he was a teenager. And of course, lost his opportunity to vote. But he turned his life around in prison."I went to college while I was in there so I self-educated while I was in prison. There was always aspirations of me wanting something better," says Soriano.That something better was a grassroots community organization he created in City Heights called Youth Empowerment. Soriano now helps to provide services for formerly incarcerated men and women.And four years ago at the age of 40, after serving his probation, Soriano voted for the first time."It was exciting, it was new, a new experience. But I felt the power of using my voice, of having that platform of my voice counts," Soriano said of voting in 2016.Now, with the opportunity to have a direct influence on others in his community, Soriano also shares his message about the privilege of voting, and the power it can have."I have a place at the table, I have a voice, I have something I can bring. That's the message that I have for the community. If we come together with your voice, no matter what opinion that may be, you can make a difference," says Soriano. 1556

SAN DIEGO (KGTV) — Birch Aquarium welcomed two new residents to its waters this month, a first-ever for the aquarium.Birch Aquarium at Scripps Institution of Oceanography bred and hatched two rare Weedy Seadragons for the first time, making the aquarium one of the few in the world to now house the fish.The fragile newborns, native to southern Australia, are under an inch long, but have already started eating tiny shrimp. We have spent over 25 years working with these animals and love that we have made the next steps to conserve this delicate species.”Weedy Seadragons perform an elaborate mating display, spinning snout-to-snout and moving up and down in a water column to transfer eggs from the female onto the male's tail, where they are fertilized and hatched 6 weeks later. SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. It's a mandate that if an officer sees an officer using force that is unreasonable for the obstacle that they're trying to overcome, that the officer must intervene,” said Chief Nisleit.Samantha Jenkins with the Community Advisory Board on Police Practices and NAACP San Diego told reporters, “This new level of built-in accountability will hopefully usher in a new culture of policing in San Diego.”“We thank God for everyone that's been a part of this. SAN DIEGO (KGTV) -- Border Patrol agents arrested a man after finding more than million worth of narcotics inside his car.According to the agency, the incident began around 4 a.m. on October 4 when the 21-year-old man, a US citizen, entered the I-8 checkpoint.As agents questioned the man, a K-9 alerted authorities to the vehicle.After searching the car, agents found 36 wrapped packages under the driver’s side front tire.The brick-shaped packages were later found to contain 84 pounds of cocaine and four pounds of fentanyl pills.“Criminal organizations go to great lengths to conceal and smuggle dangerous narcotics in order to make millions of dollars. This is done without regard to the health and safety of our communities. I am proud of our Border Patrol agents’ vigilant efforts to keep this poison off our streets,” Acting Chief Patrol Agent Patricia McGurk-Daniel said.Since October 1, San Diego Border Patrol Agents have seized 491 pounds of cocaine, 7,169 pounds of methamphetamine, 178 pounds of heroin, and 383 pounds of fentanyl. 1056
