SAN DIEGO (KGTV) - An oft-deported immigrant who was charged in a DUI, hit-and-run crash that injured a young boy in the South Bay will not be tried for the third time.A judge ruled Friday to dismiss the case against 39-year-old Constantino Banda Acosta. Banda was charged with driving under the influence and fleeing the scene of a hit-and-run on Camino de la Plaza in San Ysidro on May 6, 2017.Investigators said Banda ran a stop sign and crashed his pickup truck into the Lake family’s Honda Accord, as they were heading home from Disneyland. SAN DIEGO (KGTV) — A San Diego professor is one of 55 people to make up California’s Electoral College for the 2020 election. Peter Bolland is the Chair of the Philosophy and Humanities Department at Southwestern College. He’s been at the school for 30 years and during that time taught Ammar Campa-Najjar, who is the person who selected him to become an elector.California gets 55 electors because of the 53 congressional districts and two senators. Electors are chosen by the party’s nominee who won the popular vote. Campa-Najjar got the most votes for Congress’ 50th District primary election in 2020, making him the person to choose the elector. Sure let's do it,'" said Bolland.Bolland said he’ll be flying to Sacramento on Dec. 14 to cast his vote. So Biden won California, I’ll be casting my vote for Biden regardless of what my political views are," said Bolland.He added that he’s honored to be chosen in such a historic role, but acknowledges the flaws in the Electoral College system."Politically, I’ve had my concerns and questions about the Electoral College. It’s fundamentally anti-democratic," he said.The Electoral College was created by our founding fathers in 1787. They wanted to find a balance between giving too much power to the people with a simple popular vote, without giving all of the power to Congress. The Electoral College was their solution.Bolland points out that it makes some votes useless.“Last night, Joe Biden won by like 60 something percent and Trump lost by 30 something percent. But that’s a lot of people in California who voted for Trump and with the Electoral College they get erased,” he said, adding that there are Biden votes that get erased in right-leaning states as well. 2095

SAN DIEGO (KGTV) - Amid Coronavirus c oncerns a Holland America cruise ship took off Saturday from the Port of San Diego on a 7-day trip to Mexico.Passengers boarding the cruise said for the most part they weren't concerned.Some added Holland America had been emailing them updates on precautions the cruise line is taking and what passengers should do to stay healthy.Holland America sent this list of precautions to 10News:Guests who have traveled from or through mainland China, Hong Kong, or Macau, or had contact with a suspected or confirmed case of novel coronavirus (2019-nCoV) or a person who is under monitoring for coronavirus in the last 14 days prior to sailing will not be permitted to board the ship. Pre-Boarding medical evaluations, including temperature checks, for persons whom, for any reason, appear or identify as symptomatic (respiratory or fever symptoms); and For all guests, our standard pre-boarding health reporting advising of their reporting obligations for any illness or symptoms of an illness.Medical screening for Coronavirus on all guests who visit our onboard Medical Center with symptoms of any respiratory illness.Reporting to local and national health authorities of all cases of fever and respiratory illness, and any patients with suspected Coronavirus infection. Crew members from mainland China will be delayed from joining any ship until further notice. SAN DIEGO (KGTV) -- A winter storm warning has been issued for the mountains in San Diego County ahead of a strong winter storm expected to move in Monday night.The winter storm warning goes into effect from 7 p.m. Monday to 10 p.m. Tuesday.Snow accumulations are expected to be anywhere between six to 12 inches with difficult travel conditions expected, warned the National Weather Service.More than a foot of snow is expected above 6000 feet with accumulation between 4000 and 6000 feet expected to be four to eight inches and accumulations between 3000 to 4000 feet expected to be between two and four inches.The National Weather Service also said snow is expected to fall to 2000 to 2500 feet Tuesday.  RELATED: Ski Reports | Today's Forecast | Traffic conditions | Strong winds, light snow hit Laguna Mountains In addition to heavy snow, winds could top out at 50 miles per hour.The San Diego County Sheriff’s Department says mountain residents should be prepared for crowds as families from low-lying areas travel to snow-packed mountains.Area businesses also say they typically see an influx in visitors during snowy periods.An employee with the Julian Lodge Bed and Breakfast says visitors usually come from San Diego, North County, Los Angeles and that the lodge has even hosted visitors from as far away as China and Japan.In San Diego, 280 beds are being made available downtown as cold winter temperatures are set to swiftly fall over the county after sunset.Father Joe’s Village will house 250 people at its building on 1501 Imperial Avenue. Check-ins will also be made available throughout the night with meals also being provided.As many as 30 others will be sheltered at the PATH San Diego/Connections Housing Shelter at 1250 Sixth Avenue.
