GUANGZHOU, Nov. 22 (Xinhua) -- What China can do for the world is not to sell out its massive dollar reserve, but slightly increase its hold of the currency to give reasonable support to the U.S. effort to save its economy, said a senior economist here on Saturday.     It is indeed difficult for China to handle its huge forex reserve, as the U.S. currency has already depreciated 20 percent against the Chinese yuan, said Cheng Siwei, well-known economist at a financial forum held in Guangdong.     "China would suffer from losses if it sells off the dollar, so our strategy should be not to sell, but to slightly increase dollar reserve," said Cheng, also former vice-chairman of the Standing Committee of the National People's Congress (NPC).     Cheng made the remarks amid increasing concern that China might use its forex reserve to finance its 4-trillion-yuan stimulus plan. China held 1.9 trillion dollars worth of forex reserve by September this year.     China "can only afford to do what is corresponding to its level of development and national power amid a global crisis," said Cheng.     "We should be prudent as to how to deal with our forex reserve," said Cheng, noting that China, despite its large size of economy, has its gross domestic product (GDP) accounting for only 6 percent of the world's total, and its per capita GDP ranking falling out of the top one hundred list.

ISTANBUL, Turkey, Nov. 28 (Xinhua) -- Chinese and Turkish business people signed 19 contracts here Friday on the purchase of Turkish commodities worth about 230 million U.S. dollars.     Visiting China's top political advisor Jia Qinglin attended the signing ceremony after the Sino-Turkish economic and trade cooperation forum which was attended by government officials and business people from the two countries.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), said in his speech delivered at the forum that China and Turkey should make further plans on the future development of bilateral economic and trade cooperation.     China-Turkey trade volume exceeded 10 billion U.S. dollars last year and the figure for this year is expected to reach 13 billion U.S. dollars.     He called on business people from both countries to make joint efforts to further tap cooperation potentials, increase mutual investment, expand cooperation in infrastructure construction and project engineering, and enhance multi-lateral economic and trade cooperation. UNITED NATIONS, Nov. 14 (Xinhua) -- China called on the international community here on Friday to honor its commitment of aid to Iraq so as to help speed up its process of reconstruction and development.     La Yuefan, minister counselor from the Chinese mission to the United Nations, said at the Security Council meeting on the situation concerning Iraq that for progress in security and political fields to be effectively consolidated, economic and social reconstruction must also move ahead.     In this regard, "we call upon the international community to truly honor its commitment of aid to Iraq by helping Iraq speed up its process of reconstruction and development," La said, adding that China supports the meeting of foreign ministers of neighboring countries and other mechanisms playing a bigger role.     China also hopes that the Iraqi government will continue to lead all factions to agree on the common vision for the future of the country by placing national interests above everything else and strengthening dialogue and unity, La said.     "We encourage UNAMI (the United Nations Assistance Mission for Iraq) to continue its positive role in this regard. We believe it is essential to promote political dialogue and national reconciliation of Iraq in order to consolidate the progress already achieved in various fields," the Chinese diplomat said.     Noting that right now the process of peace and recovery in Iraqis at a critical juncture, La said China welcomes the continuous progress achieved by Iraq in the political, security and recovery fields.     However, he pointed out that the overall security situation in Iraq remained fragile.     "We are especially concerned about the large number of civilian casualties caused by military operations and violent attacks," La said.     "We call once again upon the parties concerned to do everything possible to avoid civilian casualties while carrying out military operations," he said.

Ethiopia is the third leg of his two-week-long visit to Africa.     For his part, Ethiopian President Girma said his country is satisfied with the better relations with China.     The president said he is very happy with China's decision to set up an agricultural technology demonstration center in Ethiopia.     He believed the demonstration center is conducive to furthering the agricultural cooperation between Ethiopia and China, improving Ethiopia's agricultural development level and helping the country's efforts to reduce poverty.     During the talks, Wu appreciated Ethiopia's commitment to the one-China policy. Wu pledged that China will speed up the construction of the demonstration center, which helps deepen the realistic cooperation in areas like farming.

BEIJING, Dec. 17 (Xinhua) -- Senior Party leader Zhou Yongkang Wednesday asked all law enforcement organs to maintain social stability through careful work at the grassroots level.     It will be an important task for all law enforcement organs to create a peaceful social environment next year to welcome the 60thanniversary of the founding of the People's Republic of China, said Zhou, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a conference of law enforcement officials nationwide.     Law enforcement organs should try their best to find out and properly solve the problems at the grassroots level so as to prevent mass incidents from happening, he said.     He also asked them to prevent and crack down upon serious crimes that threatened people's life and property.     Law enforcement organs should also contribute to the country's economic work through effective implementation of laws, he said.     They were asked to effectively handle cases of violation of economic laws and work to maintain the market order.     Next year the country will push forwards the reform on its judicial system, such as to improve supervision on law enforcement organs, Zhou said. He vowed to fight corruption in law enforcement organs.
