TULSA, Okla. (AP) — The mayor of Tulsa, Oklahoma, has declared a civil emergency and implemented a curfew around the site where President Donald Trump will hold a campaign rally this weekend. The curfew issued by Mayor G.T. Bynum is in effect from 10 p.m.-6 a.m. through Sunday. Bynum cited as a reason for the curfew recent unrest after some protests around the country over the death of George Floyd. On Friday, President Donald Trump sent out a tweet threatening any protesters who showed up to disrupt his "Make America Great Again" rally."Any protesters, anarchists, agitators, looters or lowlifes who are going to Oklahoma please understand, you will not be treated like you have been in New York, Seattle, or Minneapolis. It will be a much different scene!" 772

VENICE, Florida — Six dolphins were found dead on beaches in Sarasota County in the past 24 hours."The fact that it's starting to impact our dolphins makes us even more nervous about what's to come," said Rebeccah Hazelkorn, senior biologist at Mote Marine. Venice Police Marine Patrol found two deceased dolphins on Tuesday, another two on Wednesday around 8 a.m. and then two more around 2:30 p.m. "Dolphins are much faster-moving animals. They have been able to detect it and swim out of it. Turtles are actually pretty good at detecting red tide and avoiding it. It's just where the animals are going and how bad the bloom is and how fast it gets into their system," said Hazelkorn. Mote Marine Aquarium's Stranding Investigations Program says it recovered those dolphins. Those deceased dolphins were discovered in several locations in Sarasota County including one found in the Intracoastal Waterway near Snake Island in Venice and another located on Caspersen Beach. We spoke with neighbors who found two of the dolphins stranded on Casey Key in Nokomis. "Its fin was up. I didn't know whether or not it was a shark or even a small whale. As I got closer, I realized it was a dolphin," said resident Jeanne May.The aquarium says three of the dolphins are males, the other three are females.Mote staff will conduct necropsies on the animals in Sarasota to investigate what happened to them. They were all reportedly found moderately to severely decomposed, which makes it difficult to examine and collect samples for analysis.Mote did not say whether or not red tide played a role in their deaths, but it has been impacting marine life on the Florida Gulf Coast this summer. 1757

Uncle Ben's rice promised Wednesday to make changes to its brand image, hours after Aunt Jemima pancake mix and syrup promised to change its name and logo.Mars, the parent company of Uncle Ben's, did not say how it would make changes to the brand's name or logo but promised to "evolve the Uncle Ben's brand, including its visual brand identity," according to a statement on its website."We don’t yet know what the exact changes or timing will be, but we are evaluating all possibilities," the statement read. "Racism has no place in society. We stand in solidarity with the Black community, our Associates and our partners in the fight for social justice. We know to make the systemic change needed, it’s going to take a collective effort from all of us – individuals, communities and organizations of all sizes around the world."According to Uncle Ben's website, the name "Uncle Ben" refers to a "legendary Texan farmer, Uncle Ben who was known for his exceptionally high-quality rice." Frank Brown, a maitre d' at a Chicago restaurant, posed for "Uncle Ben's" portrait, which has since served as the brand's logo.Critics say the brand harkens back to slavery and Jim Crow-era South, where older black slaves and servants were frequently referred to as "Aunt" or "Uncle."On Wednesday, Aunt Jemima said it would remove it's logo — which has origins in minstrel show tropes — from packaging beginning in the fourth quarter of 2020 and would eventually rename the brand. The changes come as American institutions hold conversations about systemic racism amid weeks-long, largely peaceful protests in dozens of cities across the country. The protests were sparked by the death of George Floyd, who died in police custody in Minneapolis on Memorial Day. 1757

Two Tennessee lawmakers have proposed a bill that would end child marriage in Tennessee.According to a press release Monday, the bill would make marriage age 18 and up – with no exceptions. The bills are sponsored by Sen. Jeff Yarbro and Rep. Darren Jernigan.According to the Pew Research Center, Tennessee is tied for the 6th-highest rate of child marriage. The current law allows 16 and 17-year-olds to marry when parents join in the marriage license application. Judges or county mayors may also approve marriages of people younger than 16, with no minimum age, according to a release.  "Current Tennessee law, would allow either a county elected official or a county judge to approve a marriage for a 15 year old, 14 year old, 9 year old," said Sen. Yarbo. "We think that is relatively insane."The founder of Unchained At Last, Fraidy Reiss, also claimed girls as young as 10 years old were married to men in their 20s in Tennessee. The organization collected marriage license data from 38 states and found that Tennessee has married thousands of children.  1097

Update, Friday 3:15 p.m.: Assemblyman Berman's office said the bill passed the Higher Education Committee and now goes to the Assembly Appropriations Committee.SAN DIEGO (KGTV) -- A recent study of California's community colleges found that 1 in 5 students had been homeless in the past year.To help these students, San Diego's community college district offers showers, priority class registration, food pantries, and help finding homeless services on and off campus. But a new State Assembly bill aims to aid homeless students further by requiring schools to let them sleep in their vehicles overnight in campus parking lots and structures.Assembly Bill 302, introduced earlier this year by Assemblyman Marc Berman (D-Palo Alto), specifies "that if a community college campus has parking facilities on campus, the governing board of the community college district (CCD) shall grant overnight access to those facilities to any homeless student for the purpose of parking the student’s vehicle overnight, provided the student: a) Is enrolled in coursework; b) Has paid enrollment fees, if not waived; and, c) Is in good standing with the CCD without requiring the student to enroll in additional courses."While the long-term solution is to create more affordable housing opportunities for students and families, the bill hopes to help a student’s ability to remain in school and be successful. “With the passage of AB 302, homeless students at community college campuses will be able to park overnight in a safe area. Providing this resource will enable our students to get some rest without having to constantly fear for their safety.”The proposal isn't without some opposition, getting mixed reviews from at least one school district. The Los Rios Community College District is calling the bill a “one size fits all” mandate that may not work for all of the state's campuses. Costs to implement the program are projected to be significant as it will require schools to increase overnight security staffing, custodial and utility costs, and the potential of threat of lawsuits for persons injured on campus parking lots during the evening hours.“Mandate cost claims are never fully reimbursed: Mandates are reimbursed only after costs are incurred and often times do not reflect the actual costs incurred in these activities," said officials with The Los Rios Community College District in Sacramento. Some students at San Diego Community College said the bill may exacerbate limited parking availability on campuses where parking is already difficult to find. "If it was during the day, or something like that, then it would be inconvenient for people trying to find parking or take the courses here," said Daniel Silva, a San Diego Community College student. "But overnight, it seems pretty harmless."San Diego Community College District officials are supportive of the idea, but would like to see some changes to the specifics. They will be monitoring Tuesday's committee hearing on AB 302."We'd prefer a bill that allows colleges to open their parking lots overnight for homeless students, rather than requires it," says SDCCD Spokesman Jack Beresford. 3165
