(KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera.He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs. Much of their final efforts is focused on getting supporters in the South Bay."We're putting people out in their own neighborhoods, talking to neighbors they already know, making sure they're filling out their absentee ballots," said Joe Biden campaign staffer Jack Hurley.Biden opened an office in the Eastlake neighborhood of Chula Vista shortly after the Iowa Caucus. While Biden does not have as big a staff or infrastructure as other campaigns, they have seen a boost in volunteers since Biden won the South Carolina primary. "I want to see change and I wanted Joe Biden to be that change, and that means I needed to get to work," said Russell, who walked in to the Biden office Monday to volunteer.Bernie Sanders has a large organization in San Diego, based out of its headquarters in Barrio Logan. Monday, teams worked in shifts to train volunteers to canvass the South Bay, focused particularly on San Ysidro. "Our goal is turning out voters that a lot of them haven't actually voted before. "But I realize as I share my personal Bernie story with all the doors that I knock on that I have a lot of commonalities with people."The Sanders campaign is particularly working to utilize a relatively new law in California that allows ballot delivery, meaning that campaign volunteers can pick up voters' ballots and deliver them to be counted. Because Sanders emphasizes turnout out non-traditional voters, especially young voters and people of color, ballot delivery could provide a boon, making it easier people who perhaps may not have gone to the polls to cast a ballot.The Mike Bloomberg campaign is also working to reach LatinX voters in the South Bay. "One of the main things we understand about the South Bay is that there is the most potential to turn out voters," said staffer Jesus Cardenas. SAN FRANCISCO (AP) — California voters approved a measure Tuesday requiring all eggs sold in the state come from cage-free hens by 2022.Proposition 12 led with 59 percent of the vote with nearly 4 million ballots counted.Supporters say the measure is a step toward more humane farming practices, while opponents say it doesn't go far enough.The measure sets new minimum requirements on the sizes of pens that farmers use to house breeding pigs and calves raised for veal, and it bans sales in California of products from hens, calves and pigs raised in other states that do not meet California's standards.Dubbed the Prevention of Cruelty to Farm Animals Act, Proposition 12 builds on an earlier ballot measure, Proposition 2, that passed in 2008 and banned keeping hens, calves and pigs in tiny cages so cramped they couldn't stand up, lie down or turn around.That measure took effect in 2015 but lacked specific size requirements and did not apply to out-of-state farmers whose products were sold in California.Proposition 12 specifies how much floor space farmers need to give each animal.The measure was sponsored and financed by the Humane Society of the United States, which also backed Proposition 2 and says the upgrade will strengthen the earlier measure and restore California as a leader in the ethical treatment of farm animals.A decade ago, Proposition 2 was the furthest-reaching law for farm animals in the country. SAN DIEGO, Calif. -- Tech giants say they will not sell facial recognition software to police departments, for now.It's a tool police departments have been using for years, helping solve everything from property crimes to cold cases and missing people. But there's little oversight over the technology, and critics say it puts our privacy and civil rights in jeopardy.While police often use the software to scan the mug shots of criminals, there's a good chance your photo is also in the system. A 2016 Georgetown Law report found one in two American adults are in a law enforcement face recognition network. In addition to mug shots, social media photos and surveillance videos, many states also allow searches of driver's licenses databases.Critics of the technology also point to inaccuracies in the software.In 2018, researchers at MIT and Stanford University examined three commercially released facial-analysis programs from major technology companies.The analysis showed an error rate of 0.8% for light-skinned men compared to 34.7% for dark-skinned women.Steve Beaty is a professor of computer science at MSU Denver. "It appears these programs have, what we call, biases in them. That they're biased towards certain skin tones, for example, and will make more mistakes with certain types of people than other types of people," said Beaty. He says the bias can occur when the machines are trained. "The computers I don't think have any inherent bias in themselves, but they can only learn from the data sets they're provided with," said Beaty.If a machine sees more photos of white males while being trained, it will be able to identify them more accurately. And while the technology has proven to be a useful-crime fighting tool, a case of mistaken identity can mean an innocent person ends up with police looking into their private lives unnecessarily."I think it's a good idea to take a step back and say what is it we as a society want from our facial recognition technology? That's exactly what Amazon has come out and said," said Beaty. This week, Amazon announced a one-year moratorium on police use of their facial recognition technology, Rekognition. The company is calling on lawmakers to put in place stronger regulations to govern the technology's ethical use.Microsoft also said it will not sell its software to police departments for now, while IBM is abandoning its facial recognition program altogether. "Let's talk about what it means, and have the conversation, and make sure that we as a society, as a country, are comfortable with what the technology is being used for," said Beaty.
