SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said.The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. SAN DIEGO (KGTV) - In preparation for one of the most advanced fighter jets in the world, Marine Corps Air Station Miramar is planning security upgrades to its airfield perimeter fence.10News discovered it’s one of nine large-scale construction projects that Miramar will be doing over the next decade."These construction projects here are what enables, that is what brings our national defense policy and strategy to reality," said Public Works Officer Lt. Commander Travis Brinkman.Currently being built in the heart of MCAS Miramar is a 160,000 square foot hangar is designed to hold up to 12 F-35s.It's the first of three hangars planned for the location."The need to provide modern facilities as well as the F-35 has specific requirements, specific systems that need different maintenance, different capabilities within the facility itself to provide that maintenance,” said Brinkman. SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. Amid the uncertainty caused by the coronavirus pandemic, used car prices have been decreasing. According to Bloomberg News, the average price of a used car fell 11.4% from March to April. Drury predicts those prices could continue to fall, as desperate rental car companies start to offload unused inventory. Hertz, which filed for bankruptcy on Friday, has a fleet of about 500,000 vehicles. It’s unclear what their plan is for them, but Drury suspects they will only keep enough to maintain a basic level of service. “That influx of used vehicles will have a dramatic impact on price,” he said. Adding to the supply of used cars, Drury predicts that some drivers who have leased cars will hold on to them for a few more months rather than trade them in. But in several months to a year, he expects that could lead to another flood of used vehicles. “You kind of have a perfect storm for used car values to drop even further,” said Drury. 1090
