CORTEZ HILL (KGTV) - A woman's body was found in the courtyard of an apartment building in Cortez Hill, near Little Italy.Police were called around 3:30 p.m. to the Atmosphere apartment complex on 1453 Fourth Avenue.San Diego Police and San Diego Fire-Rescue personnel arrived a few minutes later. The 42-year-old woman had traumatic injuries to her body, and was pronounced deceased at the scene, police said.Police say the woman may have jumped from the 8th floor, but the homicide unit was called to the scene out of caution.Neighbors say they've seen police at the complex often, "most people say that this is just domestic violence dispute or something like that I’ve never actually seen anybody arrested, I have seen an ambulance here and people hauled away in the ambulance," neighbor Tom Hochrein said.He's lived in San Diego for 19 years and just moved to this neighborhood last year, "this area seems a little shaky here."Neighbors were concerned this time something severe happened, "someone must’ve said something about homicide or somebody you know jumped out the window or was pushed out I don’t know," Hochrein said.A woman who lives in the building said she feared for the safety of her family, especially her 18 month old son. She said the police knocked on her door and questioned her and her husband about whether they heard anything an hour prior.When she went downstairs, she found police tape across an elevator and parts of the floor where police were still investigating, "I'm scared, I have a family. I feel okay that the police are here but I really hope they find the suspect soon," she said.The sidewalk was closed for about 3 hours, while the investigation took place. CLAREMORE, Okla. -- Sequoyah High School students were not afraid to speak out after they said school officials told them they had to remove American flags mounted on their vehicles.On Thursday, a student showed up to the school, located about 40 minutes northwest of Tulsa, with a flag mounted on his car. “As soon as we got out of our cars in the parking lot they were already on us trying to get them down," student Kennith Hoover said. “The American flag symbolizes no racism and it's just strictly for America's freedom," student Jake Storts said. It's a symbol of patriotism, freedom and history. “I think it’s a fight that they picked that they will never win," local business owner Larry Banzet said. “The flag was in great shape, it was mounted properly," Hoover said. "It looked perfect. There was no kind of disrespect about it and they told him to take it down.” Friday, a group of students decided to stand with their friend. “You can’t tell a kid to take the flag down," Hoover said. "We disagree with that so that’s how it started.” “We’re not allowed to fly them because he can’t allow the Islamic or the KKK flag then he can’t allow the American flag," Storts said. Hoover says the school's reasoning change more than once. “Yesterday they said it was a distraction to drivers and students," he said. "Today they were telling me 'you have it mounted wrong' and then they told me it was illegal to fly it the way I was behind my car.” The school district released the following statement to Scripps station KJRH in Tulsa:"Sequoyah Public School is a patriotic school and surrounding community. Our campus has two sets of American and Oklahoma Flags, with one set including our Eagle mascot flag. Flags are displayed in our classrooms and our students recite the Pledge of Allegiance in their daily routine. We want our students to understand the importance of being patriotic, within the guidelines, and to be very understanding of the Flag Code and flag etiquette. College campuses across the country have largely sat empty for months, but as schools consider whether to bring students back, they're also considering their legal obligations.“They are a business that needs revenue to function,” explained Chris Feudo, an attorney with Foley Hoag in Boston, Massachusetts.As an attorney, Feudo has been advising folks about COVID-19 waivers, which gained national notoriety leading up to President Donald Trump’s rally in Tulsa last month. Businesses have also been turning to these forms in hopes of freeing themselves from legal responsibility if someone catches the virus.The next round of waivers could be coming from colleges and universities, and many have already mandated student-athletes to start signing the forms in order to start practicing. CLEVELAND — A Cleveland school security guard who was charged with rape, accused of soliciting and sexually assaulting multiple students, was reported for inappropriate behavior to Cleveland Metropolitan School District months before he was arrested. Derrick Dugger, 29, a security guard at East Technical High School in Cleveland is due back in court Tuesday morning for the charges. According to court records, investigators said he forced a 15-year-old girl to perform oral sex and sent inappropriate messages to students. A detective wrote in the report that Dugger was “predatory” and “a danger to these young ladies.”Dugger was formally charged with rape last week after an investigation began earlier in November, but one Cleveland family told Scripps affiliate WEWS-TV that they reported him months before.According to Joyce Swann, her 15-year-old daughter who has special needs made a complaint about Dugger soon after the school year began at East Technical High School.A CMSD report of that complaint obtained by WEWS is dated September 7 — more than 2 months before Dugger was charged.In the report, Swann’s daughter told the dean that at first, the guard asked her if she had a boyfriend and asked to check her phone. The next day, he greeted her by saying, “Good morning baby.”After that, the student reported, the guard told her he “liked the way she twerked that a**” on Instagram.The student said she felt uncomfortable and reported it to the dean, who called her mother and told her they would take a report and investigate.But Swann said she never heard an update until the day Dugger was charged.“Who would say that to a little kid? You’re supposed to be making sure these kids are safe and you’re preying on them,” Swann said.She said she is terrified of what could have happened had her daughter not reported it — and angry that the school didn’t do more initially.“My daughter is a special needs child. CLAY COUNTY, Tennessee — Three people were shot Monday morning at a residence in Clay County, Tennessee, where a school bus driver pulled up to the scene and provided aid.The incident was reported at a home on Crabtree Creek Road and North Fork Road in Whitleyville. A school bus driver called 9-1-1 after he or she pulled up to a stop and realized there had been an incident in the home. Initial reports indicated that the shooting happened on a school bus. However, Clay County School officials confirmed the incident did not happen on the bus. The bus driver gave aid to at least one person in the home.  At least two of the victims were airlifted to Nashville for treatment. A third person was transported by ambulance. 756
