ENCINITAS, Calif. (KGTV) -- The San Diego Sheriff's Office is investigating an incident involving Phil Graham, a candidate to represent the 76th district in the California Assembly. Niki Burgan filed the battery case with the Sheriff's Office Sunday, May 20. She accuses Graham of forcibly kissing her at an Encinitas Bar. Burgan told 10News that it happened at 1st Street Bar on S. Coast Hwy 101 on the evening of Sunday, May 13, into the early morning of Monday, May 14 as the bar was closing. She said that Graham had initially been flirting, even mentioning that he was running for office and asked whether she would vote for him. After finding out that he was a Republican candidate she said, no she was a Democrat. At some point, she says his talk turned into aggression and Graham grabbed her hair, pulled her in, and started to kiss her. She said she had to push him off. Burgan also said she remembers that Graham had so much to drink that night that she had to help him sign his tab. The next morning Burgan says she learned that he was related to former Governor Pete Wilson and she was worried about repercussions. That's why she didn't file right charges right away. 1259
FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Cupcakes [and] cookies make everybody feel better,” Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. Elon Musk's latest big idea is daring even by his standards: He wants to turn Tesla into a private company.He stunned investors on Tuesday with a tweet saying he had already lined up the funding, and he told employees that it would relieve the electric car company of the "enormous pressure" of Wall Street's expectations.In a letter to Tesla workers that was posted on the company's blog, Musk called his idea the "best path forward.""As a public company, we are subject to wild swings in our stock price that can be a major distraction for everyone working at Tesla, all of whom are shareholders," he wrote.He also said trading its stock publicly "means that there are large numbers of people who have the incentive to attack the company." Musk has complained repeatedly about short-sellers, who profit when Tesla stock drops.Musk, the CEO and largest shareholder, said on Twitter that the private funding valued Tesla at 0 per share. (KGTV) - Paralympic Triathlete Amy Dixon trains, and lives by a simple motto: No Sight, No Limits.Now, new technology is taken even more of her limits away.Dixon is 98% blind, the result of a rare autoimmune disorder she got in her early 20s.Over the summer, she started using the IrisVision headset, which has helped give her a full field of vision."I can only see my knuckles and part of my fingers. The fingertips and palm are completely missing," Dixon explains when describing her sight. "With the headset, I saw my whole hand for the first time in 22 years!"The IrisVision Headset uses cameras mounted to a virtual reality-style headset. Technology within the headset helps focus the camera's view onto the part of the retina that can still process light. That creates a fuller picture for the wearer."It takes what's in front of you and remaps it on the digital screen inside the headset in a way that you can see," says IrisVision CEO Ammad Khan."I cannot wait to see how this technology will help hundreds of thousands of people around the world," he says.Dixon says it's helping her with the mundane, everyday aspects of training for the Paralympics."Writing sponsors, working on a computer, emails, doing expense reports and progress reports for USA Triathlon; it enables me to do all of that," she says. "That's equally as important as my training."Khan says this will help people with limited sight be able to do things like watch tv, play cards, go to movies, cook, navigate around their house, and all of the other mundane daily activities that people will full sight take for granted.He also says that this could help people stay in jobs longer, even as their eyesight gets worse.The headset is also equipped with Amazon Alexa and several other apps to make life easier.It was developed with the help of Johns Hopkins University and has FDA Approval. Khan says the headset is covered for Veterans under the VA system, and his company is working on getting more insurance carriers to cover it.Dixon is working towards the same goal through her non-profit foundation.Meanwhile, she's also working towards Tokyo in 2020. ENCINITAS (CNS) - The Rancho Coastal Humane Society will take in 23 puppies, adolescent, and adult dogs from the Mexican state of Sonora this morning -- the latest in a series of lifesaving transports from Rescue Fenix in Obregon, working hand-in-paw with the humane society and Greater Good Charities."These dogs were rescued from the streets and taken to the Rescue Fenix shelter," said John Van Zante, RCHS spokesman. "They live in outdoor colony kennels. The puppies and smaller dogs compete for food with every other dog. Many of them would not survive if they were not taken in by Rescue Fenix then transferred out of there."The dogs began their 17-hour ride to Tijuana early Friday morning. They crossed the border early Saturday morning and then got some rest at the home of a Rescue Fenix volunteer in Escondido.The dogs are scheduled to be transferred to RCHS in Encinitas on Saturday morning. Rescue Fenix volunteer Georgina Parsa, who lives in Escondido, will complete the transfer."Our Medical team will perform examinations before the dogs are settled into their new kennels with food, water, and their first soft bedding," said Judi Sanzo, RCHS president. "Some of them will go into foster care with trained RCHS volunteers. In the coming days the dogs will receive more extensive exams, vaccinations, medical treatment including spay or neuter, and each dog will be micro chipped before becoming available for adoption."Sanzo said the relationship between Rancho Coastal Humane Society and Rescue Fenix is new, but it's already proven successful."From the first transfer, we were told that the dogs and puppies who arrived here would not have survived if we had not taken them.
