IMPERIAL BEACH, Calif. (KGTV)— The San Diego Sheriff’s Department is looking for a mother of two accused of stealing thousands of dollars from her children’s school. Last week, the department’s financial crimes division issued a public warrant for 30-year-old Kaitlyn Faith Birchman for felony embezzlement.Birchman was the President of the Imperial Beach Charter School’s PTA, until she was voted off the board in March. Months before, board members said they began noticing a lack of funds.“There were thousands of dollars that hadn’t been paid,” current PTA treasurer Elizabeth McKay said. McKay told 10News, she began connecting the dots last year when vendors from previous years continued to bill the PTA saying they hadn’t gotten paid. That’s when McKay, a former Coronado Police Department Sergeant began investigating. When she contacted the bank, they told her their account no longer existed. "We were very lucky that the bank was willing to work with us to put together a paper trail,” McKay said. “The checks she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial beach or had anything to do with a PTA event."In March, the board confronted Birchman. They had a Sheriff’s Deputy come to the board meeting to explain exactly what “embezzlement” meant."She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay."At the end of the meeting, Birchman was removed from the Board.Now the Sheriff’s department is looking for the woman they said stole directly from kids, forcing the PTA to cancel students field trips and special events. “I want her to think about her own kids. She needs to at this point, make things right by taking responsibility of her actions,” McKay said. “That's the best lesson that she can teach her own children. And to make herself a better person from here."Birchman’s children no longer attend Imperial Beach Charter school. McKay said with the generous support of the community and a large donation from General Mills Box Tops, this school year, the PTA is financially stable again. They also made it a point to make all transactions transparent to all members. 2269

A new program is hoping to bring some relief, but some worry it'll make roads less safe.The program trains teenagers to drive cross country. Elijah Amos is one of the teens involved with the program and working towards getting his commercial driver’s license.“I think we really did it for me is driving,” Amos says. “Because I really like driving and I feel like you get paid a decent amount of money. Just to drive.”But since he's 18, he won't be able to drive from state to state. He'll have to wait until he's 21. However, a new government pilot program will soon allow some drivers as young as 18 to drive cross country.“I feel like it would open up more job opportunities,” Amos says. “And maybe it opened up the eyes to some of the younger people maybe like actually try and do it.”The program would be available to some members of the National Guard and others with military experience. But in March, House Republicans introduced a bill to lower the commercial driving age to 18 for anyone driving state to state. Their goal? To fight a nation-wide truck driving shortage.Quincy Jones, who directs Sage Truck Driving School, says it's been challenging to attract driving students. He says ultimately, consumers pay the price.“Shipping costs get passed down the consumer,” Jones says. “So if there's a shortage, those aren't getting picked up as frequently. And so who pays them? We do. We all pay. Consumers do."The American Trucking Associations says the shortage is expected to hit 63,000 this year. But with motor vehicle drivers aged 16 to 19 being nearly three times more likely than people over 20 to fatally crash, not everyone believes teen drivers are the solution to the problem.“Younger people have less experience driving for all types of vehicles,” says Norita Taylor, with the Owner Operators Independent Drivers Association. “And so the crash rates are higher for younger people, and so we think it would be a dangerous idea.”Sponsors say the bill would require teens complete at least 240 hours driving supervised by a veteran driver.  2240

IMPERIAL BEACH, Calif. (KGTV) - A recent break to a sewage pipe south of the U.S.-Mexico border is allowing sewage to flow freely into the Tijuana River Valley and Pacific Ocean, officials say.The International Boundary and Water Commission (IBWC) said they were alerted to the break in the Tijuana sewage pipe by Mexico authorities recently. The pipe broke Dec. 7, according to Imperial Beach Mayor Serge Dedina, though the city was notified Tuesday.IBWC officials said Wednesday, "CESPT (Tijuana Water Utility) has informed us through the Mexican Section that a rupture was discovered yesterday on the Colector Poniente in Southeast Tijuana. This rupture caused the soil above the pipe to collapse in an auto junkyard. Several sinkholes were discovered yesterday by the workers at the property and notified CESPT who then diverted the flows upstream to a stormwater collector which drains to the Tijuana River. "The IBWC estimated the flow of sewage into the Tijuana River to be at 300 liters per second, or approximately 7 millions gallons per day. RELATED: Judge mulls motion to dismiss suit aimed at cleaning up sewage from MexicoIn a press conference Tuesday, Dedina renewed calls against the IBWC for "failure" to stop sewage from making its way into the river valley and eventually, the Pacific Ocean along Imperial Beach. 1338

  

In a move that reminded some people of road trips with their parents, a Delta flight turned around and went back to the gate because passengers were not complying with crew instructions.In a statement from Delta Airlines, Flight 1227 from Detroit to Atlanta on July 23 “returned to the gate following two customers who were non-compliant” with the airline's mask policy.The plane had pulled away from the gate and was still on the ground when it turned around. Delta says crew members asked the two passengers to wear a mask, and they did not.At the gate, the two passengers who did not wear a face covering were removed from the flight. The plane then took off for Atlanta as originally planned. 704
