While many are dreading the drive, others have chosen to take the rails.Gary Green was visiting his friend in San Diego for the last few days. But he is making the trip back to Los Angeles on the Amtrak Pacific Surfliner. "The car is a painful experience. The 405 is obnoxious. The 101 is obnoxious. People are miserable, and it's the wrong time of year for that," Green said. While motorists are thankful that gas is about San Diego will seek to invalidate its landmark pension law, a citizens' initiative 65 percent of voters approved in 2012.The City Council voted 6-3 Monday to go to court to invalidate 2012's Proposition B, which switched most new hires from a pension to a 401(k) style plan. The decision came after multiple courts ruled the city skipped a key step in the campaign. The courts said then-Mayor Jerry Sanders' involvement meant the city needed to meet and confer with unions, but didn't. The courts required the city to make employees whole plus a seven percent penalty, but didn't invalidate the law. The city will now to go to court along side its employee associations to get it off the books. "It's illogical for the city to believe that having broken the law in order to get Prop B into the charter that you should be allowed to keep it in there," said attorney Ann Smith, representing the Municipal Employees Association. Firefighter John Hernandez II said he's seen a number of his colleagues leave for other departments, which offer better benefits - namely a pension."In my line of work, we can't work as long as most people, and that's why we need pensions," he said. But Councilman Scott Sherman, who voted to protect Prop B, said ultimately going back to pensions could cripple the city. "Every single year we make a 0 million minimum payment on our pension debt from the old system that too us to that point, and now they're asking us to go right back to that system," he said.Sherman said it's low unemployment, not a lack of benefits, leading to the city's worker retention issues. The City of San Diego is making good on its commitment to bring business opportunities to under-served communities. This morning the City of San Diego opened the doors to its new business accelerator. "Connect All @ the Jacobs Center" provides entrepreneurs the tools they need to jump-start their business. Out of 60+ applicants, 13 were chosen for the inaugural cohort. Rosa Adam, the founder of Shukor Bella, started her natural hair and skin care line, inspired by her Ethiopian culture. But she needed help turning her dream into a reality. "There's so much more than just getting a product and putting it in a package and delivering it," says Adam. Kelvin Crosby came up with the "Smart Guider" to help the visually impaired, after losing his sight at 19 years old. "The dog is great, the cane is great, but I needed more," says Crosby. Connect All offers 4,300 square feet of co-working space, expert mentoring, and business management assistance — all free of charge. The program is a .5 million investment located in the heart of District 4. "We have been under-served," says City Council member Monica Montgomery. "If we don't have an economic component, then we don't have real success." The start-ups are committed to hiring low-to-moderate income San Diego residents. "It's nice to see that there is a program in place right now that's bringing back more of those mom and pop type of businesses," says Adam. SAN FRANCISCO (AP) — Archaeologists have confirmed a long-time suspicion of historians and say that famed Alcatraz prison was built over a Civil War-era military fortification.SFGate reports researchers have found a series of buildings and tunnels under the prison yard of Alcatraz Federal Penitentiary, which once held Al Capone.A study published in "Near Surface Geophysics" says archaeologists used ground-penetrating radar and terrestrial laser scans and historical maps and photographs.They found fully buried structures, ammunition magazines and tunnels.Historians believe workers built over existing structures when the prison was built in the 20th century.Alcatraz first came to the attention of the U.S. government after it wrestled control of California from Mexico in the 1840s.Its location in San Francisco Bay made it attractive for military fortification purposes. 886
