Republican Sen. Cindy Hyde-Smith was expected to coast to victory in a Mississippi runoff that would conclude the last Senate race of 2018's midterm elections.Instead, Hyde-Smith has spent the days leading up to Tuesday's election mired in controversy that evoked the state's dark history of racism and slavery.It began when video emerged online of her telling supporters earlier this month that she'd be "on the front row" if one of her supporters there "invited me to a public hanging." She later called the comments an "exaggerated expression of regard," but her use of the phrase "public hanging" brought memories of Mississippi's history of lynchings to the forefront and put the contest under the national microscope.On Tuesday, Mississippi voters will decide between Hyde-Smith and Democrat Mike Espy, who, if elected, would be the state's first black senator since Reconstruction.The result will finalize the balance of power in the US Senate. As it stands, Republicans will hold 52 seats next year, and Democrats will have 47. A win for the GOP in Mississippi would further pad the party's majority in the Senate, even as Democrats have taken a solid majority in the House.The state is polarized along racial lines, with most white voters backing Republicans and nearly all black voters supporting Democrats.Democrats hope Hyde-Smith's comments will lead to a surge in black turnout and propel them to victory. However, even if black voters, who make up nearly 40% of the state's electorate, come out in full force, Espy would still have to outperform his party's history with whites to have a chance of winning.And Democrats have to overcome partisan trends in the deeply red state. Earlier this month, when multiple candidates in both parties were on the ballot, Hyde-Smith and conservative Chris McDaniel combined for 58% of the vote, while Espy and Democrat Tobey Bartee got 42%.On the eve of the election, President Donald Trump held two rallies for Hyde-Smith in an attempt to turn out the Republican base.He told the crowd in Tupelo to "get out" and vote in Tuesday's runoff."I think it'll be a very big day for Cindy, but don't take any chances," he said. "That's happened many times before. That never works out well. Just assume you have to vote."Even though Republicans will control the Senate regardless of the outcome, the President suggested that a Democratic win in Mississippi would "revoke" the party's victories."We cannot allow Nancy Pelosi and Chuck Schumer to revoke that victory by winning the state of Mississippi," he said.At a roundtable in Gulfport, Trump called Hyde-Smith's comments about a public hanging "sad and a little flip.""When I spoke to her -- she called me -- she said, 'I said something that I meant exactly very different,' and I heard an apology loud and clear," Trump said."I know where her heart is, and her heart is good. Those making over ,000 (4,000 for couples) will not receive a check.- Once again, young adults considered dependents of their parents are not eligible for the payments.- The amount given per child under the age of 17 will increase from 0 to 0.- Americans will receive the second round of stimulus checks the same way they received the first one.- While most Americans who received a stimulus check in the spring will receive one, changes to income between 2018 and 2019 could alter payments.What is unknown:- Will Congress authorize an increase of the direct payments from 0 to ,000. Trump called on an increase to direct payments, which got support from the House on Monday, mostly due to strong Democratic support. Now the bill goes to the Senate, but it is unknown if the bill will even get a vote there.- When a check will be distributed. Treasury Secretary Steven Mnuchin says that checks could be distributed within a week, but with Congress considering an increase to the amount per check, that could delay things.Why would I qualify for a check in the spring, but not now?This would mostly be due to a change in income. The IRS went by income from the most recent tax return that had been submitted by the spring. The filing deadline for 2019 taxes was July 15. For many Americans, the IRS used 2018 return information. If someone saw their income increase from 2018 to 2019, that information would now be in the IRS’ hands.Conversely, if your income dropped in 2019 compared to 2018, that might make you eligible for a check this time around.Undocumented immigrants still will not receive a check, but their spouses mayDuring the last round of stimulus checks, many families did not receive a check if an undocumented immigrant is in the family. Now, the spouses and children of undocumented immigrants can now receive a check (assuming they meet qualifications), and also retroactively earn a check from the last round of stimulus.When will we know if I will get 0 or ,000That will be decided in the coming days. The Senate is scheduled to meet on Tuesday. Theoretically, the Senate could approve the House’s bill on Tuesday, and Trump could sign later in the day.Regardless, a new Congress is sworn in on Sunday, and the Senate has until then to consider the legislation passed by the House on Monday. 2953

  

RANDALLSTOWN, Md. -- A 5-month-old boy was sent to an intensive care unit at The John Hopkins Hospital after enduring the kind of attack that many grown adults have not.The attack on Garrison Bailey Borkoski happened just after 1 a.m. Saturday as he and his mother slept in a house on Chapman Road in Randallstown, Maryland.“That adult, at some point and time, got up and went to the bathroom and that’s when the 5-month-old was bitten by a dog in the house, a pit bull,” said Det. Robert Reason of the Baltimore County Police Department. “There were actually several pit bulls in the home at the time this occurred.”There were four pit bulls in the home, which the owner would later tell police have no cages and typically have their roam of the interior of the house.Both mother and child had only moved in a week or two earlier.“There are no charges pending right now,” said Reason. “Based on the investigation, there is no indication that anybody had any intent to cause harm to the child at all, so there are no charges pending right now.”In the aftermath of the attack, paramedics found the baby covered in blood and motionless, but still breathing.It was later determined that Garrison had suffered a large laceration to the top of his head and lacerations to his neck, as well as puncture wounds to the rest of his body, but miraculously, just fours days after the attack, doctors released him from the hospital.“Right now, fortunately, the 5-month-old is home and recovering and doing well, so we’re very, very happy about that,” said Reason.According to the Baltimore County Department of Health, the owners surrendered the four pit bulls, allowing them to be euthanized, but it was later determined only two of the dogs had actually attacked the child.The other two were returned to the owners.This story was originally published by Jeff Hager at WMAR. 1871
