The Federal Reserve says economic activity has picked up in most regions of the country but still remains well below pre-pandemic levels with the country facing high levels of uncertainty.The Fed reported Wednesday that its latest survey of economic conditions around the country found improvements in consumer spending and other areas but said the gains were from very low levels seen when widespread lockdowns push the country into a deep recession.And the report said that business contacts in the Fed’s 12 regions remained wary about the future.“Outlooks remained highly uncertain as contacts grappled with how long the COVID-19 pandemic would continue and the magnitude of its economic implications,” the Fed said in its latest Beige Book.Economists said the Fed survey underscored how uncertain the outlook was at present.“Last month’s optimism as businesses were reopening has since given way to concerns over reinforced shutdowns, announced delays in school openings and growing consumer fears,” said Curt Long, chief economist of the National Association of Federally-Insured Credit Unions. “A smooth path back to normal was never likely, but it will still leave consumers and businesses more cautious until a vaccine is ready and widely available.”The information in the report will provide guidance for Fed officials at their next meeting on July 28-29. Economists expect the central bank to keep its benchmark interest rate at a record low as it tries to cushion the economy from the pandemic downturn.The Beige Book found only modest signs of improvement in most areas, noting that consumer spending had picked up as many nonessential businesses were allowed to reopen, helping to boost retail sales in all 12 Fed districts but construction remained subdued.Manufacturing activity moved up, the report said, ’but from a very low level.”The economy entered a recession in February, ending a nearly 11-year long economic expansion, the longest in U.S. history. Millions of people were thrown out of work and while 7.3 million jobs were created in May and June that represented only about one-third of the jobs lost in March and April.And now, in recent weeks with virus cases surging in many states, there are concerns that the fledgling recovery could be in danger of stalling out.The Beige Book reported that employment had increased in almost all districts in the latest survey, which was based on responses received by July 6, but layoffs had continued as well.“Contacts in nearly every district noted difficulty in bringing back workers because of health and safety concerns, child care needs and generous unemployment insurance benefits,” the Fed said.The report said that many businesses who had been able to retain workers because of the government’s Paycheck Protection Program said they might still be forced to lay off staff if their businesses do not see a pickup in demand.The Fed in March cut its benchmark interest rate to a record low of 0 to 0.25% and purchased billions of dollars of Treasury and mortgage-backed bonds to stabilize financial markets.But Fed officials have recently expressed concerns that a resurgence of the virus in many states may require more support from the central bank and from Congress.Fed board member Lael Brainard said in a speech Tuesday that the economy was likely to “ face headwinds for some time ” and that continued support from the government will remain “vital.”The Trump administration has said it plans to negotiate another support package once Congress returns from recess next week. Republicans and Democrats remain far apart on what should be in the new package with Democrats pushing for a package of around trillion while GOP lawmakers have called for smaller support of around trillion.Congress will only have two weeks to reach a compromise before two of the most popular programs providing paycheck protection for workers and expanded unemployment benefits expire. The city is opening a code enforcement investigation into an apartment complex that is made up almost entirely of short-term vacation rentals.The complex, called The Louisiana, is on University Avenue in North Park. A company called Sonder has leased each of its 13 market-rate apartments to rent to visitors (the complex has two affordable units as well). A one-bedroom apartment is listed at 0 per night for a weekend in October. The city made the call after a group called Save San Diego Neighborhoods held a press conference outside the complex Thursday.Board member Brian Curry said this type of business is contributing to the city's supply crunch that pushes up rents. He also questioned whether the complex, permitted as mixed-use apartments, is allowed to be operated more like a hotel. "It is simply wrong to steal housing from our residents to meet the visitor room night demand," said Curry. In a statement before the city announced its investigation, Sonder defended its arrangement with the developer. "Sonder San Diego strictly complies with all local laws and pays all local taxes, period. Contrary to recent false claims, our location on University Avenue is fully licensed, legal and not zoned ‘residential' but for commercial and mixed-use with visitor accommodation allowed by right," the statement said. "We look forward to continuing to grow and give back in San Diego while working with the City on real solutions for affordable housing.”Additionally, the buildings developer said the extra funds from the lease with Sonder is helping to fund other housing construction faster. The Dan Ryan Expressway roars with cars that feature the power of hundreds of horses. But on Monday, a man and a lone horse disrupted traffic at rush hour.News helicopters followed a man going down the busy freeway late Monday afternoon riding the horse. Police followed the man off the freeway on the city’s south side.Footage then showed the man jumping off the horse and being detained. The Illinois State Police confirmed that Adam Hollingsworth was arrested on three criminal counts. The counts were for reckless conduct, disobeying a police officer and criminal trespass of state-supported property.He was accompanied by several others on motorcycles.Another man, Darron Luster, was arrested for obstruction and resisting arrest. Police accused Luster of trying to gain control of the horse, and disobeyed officers who asked him released the horse.The Illinois State Police confirmed the horse sustained several injuries, including bleeding from the left hoof, the right hoof was injured, and the right side of the horse’s body had sores from the saddle. The horse was taken to Animal Care and Control.The Illinois State Police said that it had met with Hollingsworth on Sept. 9 as he planned on staging a protest on the interstate. The police told Hollingsworth that “he would not be allowed on the Dan Ryan Expressway because it is dangerous and illegal for pedestrians to access the expressway in that manner.”According to CNN, Hollingsworth — also known as the "Dreadhead Cowboy" — was attempting to raise awareness for the U.S. Census so his community could receive more funding for children's services. 1622

The CDC is recommending restaurants, cafes and places where people eat and drink, and likely are not wearing a mask while they do so, should consider all efforts to limit possible COVID-19 exposure and community spread, following the publication of a study looking at where coronavirus patients visited.Adults in the study with positive COVID-19 test results were "twice as likely to have reported dining at a restaurant than those with negative test results", according to the Centers for Disease Control and Prevention.The study looked at people who had coronavirus symptoms and sought testing and care from 11 health care facilities around the country. It found two situations were connected to a higher rate of positive COVID-19 test results compared to negative results; going to locations offering on-site eating and drinking options, and having close contact with persons known to have COVID-19.“Exposures and activities where mask use and social distancing are difficult to maintain, including going to places that offer on-site eating or drinking, might be important risk factors for acquiring COVID-19. As communities reopen, efforts to reduce possible exposures at locations that offer on-site eating and drinking options should be considered to protect customers, employees, and communities,” the study states.CDC personnel conducted interviews with more than 300 study participants, asking them about their mask-wearing habits, attending community gatherings, and activities in the last two weeks; including going to an office, salon, gym, bar/coffee shop, church, eating at a restaurant, or using public transportation. Participants answered using a five-point scale to indicate how often they did these activities.“Reports of exposures in restaurants have been linked to air circulation. Direction, ventilation, and intensity of airflow might affect virus transmission, even if social distancing measures and mask use are implemented according to current guidance. Masks cannot be effectively worn while eating and drinking, whereas shopping and numerous other indoor activities do not preclude mask use,” the report says.The responses indicated around 42 percent of those who had positive COVID-19 test results had close contact with one or more people with known positive cases. The majority of those “close contacts” were family members. Only 14 percent of those who had symptoms but had negative COVID-19 test results reported having close contact with a person known to have the virus.The CDC recommends that if a family member or member of a household becomes sick and it is possibly COVID-19, additional prevention measures should be taken. This includes isolating the sick person as much as possible in the home, reducing shared meals and common spaces, wearing gloves and masks inside the home, and cleaning and disinfecting the home often.The study was completed during July and the results were released September 10. 2952

The Democratic-controlled House has approved a wide-ranging defense policy bill, even as President Donald Trump renewed his threat to veto the bill unless lawmakers clamp down on social media companies he claims were biased against him during the election. Trump tweeted Tuesday he will veto “the very weak National Defense Authorization Act,″ or NDAA, unless it repeals so-called Section 230, a part of the communications code that shields Twitter, Facebook and other tech giants from content liability. Trump also wants Congress to strip out a provision of the defense bill that allows renaming of military bases that now honor Confederate leaders. The defense bill now goes to the Senate. 699
