PACIFIC BEACH, Calif. (KGTV) - El Prez Beach Bar and Cocina in Pacific Beach was shut down by the Health Department in May just one day after San Diego restaurants were allowed to reopen, and a few weeks later, the business is now back open with new rules.RELATED: Pacific Beach's El Prez shut down for violating health ordersMultiple officials highlighted a video posted to social media that showed a crowded bar with a lack of social distancing and masks, causing the closure. Bar management has worked with the Health Department and the business is now back open with strict guidelines. Patron Matt Holman visited El Prez Saturday, June 13 and said he was pleasantly surprised to see all of the precautions being taken.“We noticed at the door there was a ‘covid coordinator,’ she looked like she was having an awesome time, kind of regulating everybody, making sure everybody was six feet apart,” he said, noting he witnessed a group get turned away when one person’s temperature was too high.He also said the rules were strict once inside.“When you sit down at the table, you can take your mask off, but you’re only allowed to get up from the table if you’re going to the bathroom or if you’re leaving the restaurant, so they were very specific about that,” he said.A previous statement from El Prez highlighted planned steps for reopening, including:We will have two separate lines to enter the restaurant. One will be for our rooftop and the other will be for our main level. The lines will be organized outside the restaurant and we will have 6’ markers to delineate where customers can stand. There will be no more lines on the main level. And we will have a security guard to remind guests to stand at least six feet of distance between parties and that masks must be worn at all times. All patrons must be served at tables. The tables will be socially distant from each other. There is no standing room inside the restaurant. We will bring on additional staff to ensure masks are worn at all times. If customers do not wear their masks, we will, unfortunately, have to ask them to leave. We will increase signage throughout the restaurant notifying customers of the county’s and state rules. All rules must be complied with or customers will be asked to leave.Holman said he witnessed strict enforcement of some of these rules.“We noticed a couple guys who were up mingling with another table and they got booted out by security so looks like fellas, if you’re going to be going down to El Prez, you want to talk to girls, you’re going to have to be yelling at them from your table over some loud music,” said Holman. 2632

PHOENIX, AZ — An Arizona family is searching for a U.S. Marine who left for Camp Pendleton on Monday but never arrived at the base.Lance Cpl. Job Wallace, 20, was last seen leaving a friend's house in Surprise, Arizona, between 8:30 and 9 p.m. Monday, his mother, Stacy Wallace, said. He loves the Marines, was recently promoted and was excited to get back to Pendleton after a three-day leave that took him home to the suburbs west of Phoenix and a camping trip. "He got into several colleges and missed scholarship opportunities just so that he could be a Marine, because he felt it was his duty to serve his country," Wallace said. Wallace said law enforcement officials told her that her son's phone was last pinged Monday night in Arizona. But a Border Patrol camera spotted his truck the next morning traveling eastbound on Interstate 10 near Fort Hancock, Texas, southeast of El Paso. A Surprise police spokesman says officers took a report and have turned the matter over to the Naval Criminal Investigative Service. "NCIS and our partners are working diligently to locate Lance Cpl. Wallace and bring him home safely," Kurt Thomas, special agent in charge of the NCIS Marine Corps West Field Office, said in a statement. He urged anyone with information on his whereabouts to contact the NCIS or local law enforcement. Wallace is 6'3" tall, about 205 pounds with brown hair and green eyes. He was driving a 2004 silver Ford Explorer Sport Trac pickup with Arizona license plate CRF9682. "Please be on the lookout," Stacy Wallace pleaded. "Every eye matters, every share, every vehicle check, ever person matters in looking for him." 1649

PHOENIX, Arizona — A license plate could be the very thing driving technology forward and it is being tested in Arizona. The Arizona Department of Transportation said it is working with the technology company "Reviver" to test digital license plates on about a dozen of its vehicles. Spokesperson Doug Nick described it basically as an iPad that goes in place of the plate on the back of the vehicle. Arizona is just one of two states that currently have these plates on the road — the other is California, Reviver reps said.Nick said ADOT is always open to innovation and picking our state to test is a no-brainer, especially with our weather.  "Arizona has always been a really good state for innovation," he said. "Car companies have tested here for years to see how their vehicles perform, so it's not a stretch to say, 'Well, let's take a look at how some of the accessories, like a license plate. How does that perform on a vehicle?'" As testing continues, the goal is to go far beyond just displaying the plate. "You can update this [the license plate] and it has the capabilities of potentially having other functions on there... maybe messages that are of help to the public, like Amber Alerts," Nick said. "That might be something that could be done on this."It could also alert police if a vehicle is stolen, if a registration tag is expired, or more consumer-focused items like displaying specialty plates. But, all of that is still in the early stages of testing. Could digital plates save ADOT money?Representative Michelle Ugenti-Rita?introduced a?bill into the state legislator this year that would eliminate vehicle registration stickers, possibly saving .8 million in labor and postage.ADOT did not comment on the bill and is not yet clear on the kind of money-saving aspects the technology may provide.Nick said the state has been testing it for less than a year and there is no set timeline on when the testing will stop or if it will expand. 2077
