The cost of living in rural America tends to be less expensive than rent in big cities, but even in a rural town like Stroudsburg, Pennsylvania, many working Americans are struggling to get by.Data from the United Way show 64 percent of households in Stroudsburg are below poverty line or make less than needed to afford basic living expenses.“I am a single mom of three children, ranging from 22-12,” said Shelly McCarthy. “I work from the time I get up at six in the morning until four at night.”For the last four years, McCarthy has worked up to four jobs at the same time.“From waitressing, doing visiting nursing, and also working with developmental adults,” McCarthy explained. “I miss out on a lot of my 12-year old’s activities at school.”Despite all the hours worked, McCarthy has had months where she couldn’t make the mortgage or had funds for much-needed repairs to her home. As for being able to afford healthier food for the family? That’s out of reach.“My daughter has a thyroid disease. So, I miss out on cooking healthy meals for her, because I had to cut down,” said McCarthy. “I couldn’t afford healthy food. I couldn’t afford Mediterranean fish.”“What is happening in America is that the cost of living is outstripping the wages,” said Sarah Jacobi, with Pocono Mountains United Way. “We are seeing over the last 10 years wages increased by 20 percent, but the cost-of-living increased up to 36 percent for a family of four, so people are just falling farther and farther behind.”The United Way has created a data project known as the A.L.I.C.E., which measures the number of people in America who are Asset Limited Income Constrained Employed. It’s essentially the number of people who make above the federal poverty line but less than what they need to afford basic living expenses. “Two out of every five American people today are AIICE,” said Jacobi. “This truly is the American experience that people are living every day.”However, according to the United Way’s data, it doesn’t have to be.“The ALICE report not only does give us that data, to understand where is ALICE and what is their struggle,” said Jacobi. “But it helps us [to] have insight into what are the cost people are truly facing and how we could craft everything from public policy position to help improve lives of people to how we can create programs boots on the ground able to help people.”People like McCarthy are hopeful help will come, either from an economic boost that affects more working-class Americans or public policy that focuses on giving people like her a chance to get ahead. 2595

The California Public Utilities Commission voted Wednesday to open an investigation into pre-emptive power outages that blacked out large parts of the state for much of October as strong winds sparked fears of wildfires. The decision came after hearing from the public on the many hardships the blackouts caused for residents. The state's largest utility, Pacific Gas & Electric Co., initiated multiple rounds of shut-offs and plunged nearly 2-point-5 million people into darkness throughout northern and central California. Some of the outages lasted for several days.PG&E officials insisted on the shut-offs for public safety, but infuriated residents and a parade of public officials.Southern California Edison and San Diego Gas and Electric also shut off power but to far fewer people. The outages raised concerns about whether the utilities properly balanced the need to provide reliable service with public safety and were properly planned and executed.CPUC President Marybel Batjer ordered the investigation last month and the five-member commission gave its approval given the public frustration. The outages were astonishing for a state that is one of the economic powerhouses in the world.People made frantic dashes for cash and gas as businesses watched their goods spoil. Some elderly and disabled people were trapped in their apartments with elevators out of service.PG&E initiated five rounds of blackouts, with the smallest affecting about 30,000 people and the largest affecting nearly 2.5 million.Residents in San Francisco suburbs and in Northern California wine country were without power for days.Bill Johnson, CEO of Pacific Gas & Electric, said the outages were the right call and kept people safe, although a transmission line in Sonoma County that was not powered off malfunctioned minutes before a wildfire erupted last month, forcing about 180 thousand people to evacuate. The company is in bankruptcy and faces 30 billion dollars in liabilities after its equipment was found to have started several deadly wildfires in 2017 and 2018, including the year-old Camp Fire that killed 85 in Paradise. 2142

The maker of the video game Fortnite is being sued by two parents in Canada who claim the game is as addictive as cocaine. The parents are claiming software development company Epic Games used psychologists to design "the most addictive game possible."Fortnite is one of the most popular games among kids. Eight-year-old Rayline Brassert and her friends are hooked“People always brag about Fortnite,” said Rayline. “Like when they always come to school and brag about it.”Rayline’s mother says it can be a challenge to get her daughter to stop playing. “There’s like this switch that goes off and if she’s not allowed to do something and she’s a completely different person and you gotta pull her back to reality,” said Natalie Brassert.Fifteen-year-old Gavin Probst says he plays Fortnite nearly every day and admits he can spend a little too much time in front of the screen. “It’s real easy to lose time. I’ve personally gone overboard many times,” said Gavin. His mother, Christine, also notices a change in her son when he starts playing the game. “You can just sort of tell their attitudes get a little bit more short, they can be a little bit more cranky,” said Christine. Dr. Russell Schilling with the American Psychological Association has worked with game developers but wasn’t involved with Fortnite. “They’re creative people and whether psychologists are involved or not, what they’re trying to do is make the game as engaging as possible,” said Dr. Schilling. “They want you to play it, they wouldn’t make money if they weren’t.”Schilling feels there’s not enough research to show video games are addictive, even though the World Health Organization made video game addiction an official mental health disorder.“Many things can become addictive,” said Schilling. “There are many factors for why that may happen but there may not be anything specifically about video games that’s unique – we just don’t know at this point.”As for the lawsuit, Epic Games won’t comment on pending litigation but Fortnite has nearly 250 million users worldwide. 2067
