SAN DIEGO (KGTV) -- A San Diego woman has filed a claim against the San Diego County Sheriff’s Department after she says she was groped by one of their deputies.The complaint by the unidentified "Jane Doe" alleges that Deputy Richard Fischer "rubbed and fondled" her on Aug. 20, the San Diego Union-Tribune reported.It claims Fischer was sent to her home with another deputy about 3 a.m. for a welfare check, but he returned alone an hour later and asked to be let inside."Fischer lied to her and said he needed to use her restroom," the claim states. "Jane Doe let him into her home, but immediately realized the restroom claim was just a ruse to get in the house."It goes on, "Fischer told the woman he thought she was cute, hugged her for 10 seconds without consent and then rubbed his hands down her torso, shoulders, arms, back and buttocks. After the hug, he told her again he thought she was good looking, then hugged her again; the woman resisted more aggressively the second time.The woman has now filed a million claim against the San Diego County Sheriff’s Department.In response, the department has placed Deputy Fischer on administrative assignment.The department responded to the claim in part by saying, “…the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations.”The woman says she has no surveillance video to back up her claim, but thinks the sheriff’s own technology will provide proof of her claim.The woman said when Deputy Fischer came back to her home, he arrived in one of the department’s marked vehicles, vehicles that have GPS monitoring.Among the allegations against the Sheriff's Department are sexual assault and battery, sexual harassment and infliction of emotional distress.Read the department's full statement below: "The Department has received a complaint and claim from a female adult alleging inappropriate hugging by Deputy Fischer.  The employee was immediately moved to an administrative assignment upon notification of the complaint.  The Sheriff's Department does not comment on pending criminal or internal investigations.  However, the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations." 2372

SAN DIEGO (KGTV) - Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris says after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ... SAN DIEGO (KGTV) — An Escondido Union School District school is suspending on-campus operations for the rest of the month after three positive COVID-19 tests.Three people in the Pioneer School community tested positive for the virus in separate, unrelated instances off-campus. Due to this, and the high case rate in the surrounding area, the school district says it is temporarily suspending all on-campus activities at Pioneer School through Nov. 30.The suspension includes pausing the school's hybrid instruction model and extended care, and moving students to virtual learning. The school's distribution of free, to-go meals will continue."EUSD’s decision to suspend on-campus learning at Pioneer School was not directed by a public health department. County health officials have continued to express confidence in EUSD’s health and safety protocols. This decision was made to ensure the stability of the educational program offered to our students, as well as to continue our commitment to ensuring the health and safety of our students and employees," a district statement read.The school says the campus closure will affect 449 students. SAN DIEGO (KGTV) - An off-ramp drivers have used for decades to exit the northbound state Route 163 onto Friars Road is gone for good.On Wednesday, Caltrans permanently closed the off-ramp that leads from northbound SR-163 to eastbound Friars Road. The exit provides direct access onto eastbound Friars Road, with a straight shot to SDCCU stadium and the thousands of homes being built that direction. SAN DIEGO (KGTV) — Airbnb is warning would-be party-goers this Halloween that weekend parties at San Diego listings are banned and guests could face legal action if they violate the policy.The rental booking platform banned parties at all of its listings in August and capped occupancy at 16 people as a precaution due to the pandemic. Airbnb has also banned one-night reservations over the Halloween weekend across the country."The great majority of guests are respectful of our hosts’ homes and neighbors, and we understand that this initiative will disrupt many one-night reservations that might not have led to parties.
