LA JOLLA, Calif. (KGTV) — La Jolla's Children's Pool has closed for the season to make way for seal pupping season on the beach's shore.The annual closure went into effect Sunday and will extend until May 15, 2020. During the closure, visitors will not be permitted to use the sheltered beach and, much like the rest of the year, be discouraged from getting too close to the seals.The closure is meant to give harbor seals a safe area to birth and wean their young for the season. Park rangers and lifeguards will monitor the beach to make sure both the public and seals are kept safe.RELATED:Coastal Commission approves permit to protect seals during pupping seasonChildren's Pool sea wall could be deteriorating faster, historical architect saysCity officials began closing the beach for pupping season in 2014, after environmental activists voiced concerns over the safety of young seals born and cared for at the Children's Pool. For years afterward, the city was tied up in litigation over the beach and ability to close it to the public. Critics argued the closures violated the state Coastal Act and the federal Marine Mammal Protection Act.In June 2018, a state appeals court ruled in favor of the city and the ability to close the beach for the season. A year later, the California Coastal Commission renewed a 10-year permit to close the Children's Pool to human access during pupping season.Critics have threatened to take the matter to the state Supreme Court, but the matter hasn't moved that far as of yet.The Children's Pool was opened in 1932 as a space for inexperienced swimmers to enjoy the water safely behind a seawall. Seals started convening on the beach in the 1990s and have since used it for pupping season.The California Coastal Commission has said they believe the water is unsafe due to bacteria levels from the seals and their excrement and encourage visitors to find somewhere else to swim.Officials have also been forced to post signs warning visitors to keep their distance from seals year-round, as the animals could feel threatened if humans come to close to them or their young. 2122

Like colleges and universities across the country, Tufts University in Medford, Massachusetts was forced to experiment with a complex new plan this year that allowed more than 5,000 students to come back to campus. At the same time, the university had to institute rigorous new guidelines to keep COVID-19 from spreading.The key to success has been testing. Every student is required to get tested at least twice a week."The testing frequency matters,” said Tuft's University President Anthony Monaco.“If you wait a week or 10 days to test someone, they could be fully symptomatic and spread it to an apartment or dorm cluster."University officials say testing has prevented any major outbreaks. So far, the university has conducted 76,000 tests, and 36 students have tested positive since Aug. 3. Most notable though is the university's positivity rate is at .05 percent."It was not just about protecting their own individual health, it was also about protecting the vulnerable residents who live in and around the university," Monaco said.To keep any student who may test positive from spreading the virus, the university has constructed an extra 200-modular units of dorm space. The idea of the modular facilities is to give campus health officials a contained area to monitor students who test positive for the virus, while at the same time, keeping them out of the general population.But not every college is testing as frequently as Tufts. A recent survey conducted by the College Crisis Initiative at Davidson College looked at 1,400 schools nationwide. A majority of which had no testing plan in place, which health experts say has led to many of the outbreaks major colleges and universities have seen throughout the fall.There's also another lesson Tufts and other universities have learned about managing their student populations."Don’t ignore your off-campus students,” Monaco added. “Many just focused on on-campus and didn’t get them involved in testing or protocols." 1991

LAFAYETTE, Ind. — A police officer recruit in Indiana has been fired after his department received "credible" information the officer participated in a neo-Nazi internet chat forum in 2016.According to a report from Lafayette police, the department was tagged late Friday on its official Twitter page with information specifically identifying the officer.In a statement, Chief Patrick Flannelly said the department's internal affairs division began an immediate investigation and determined that the officer did participate in the online forum and that the information provided to the police department was accurate and credible.We have chosen not to identify the officer at this time, since he has not been charged with a crime.The chief said the officer's comments "were not in harmony with the spirit of cooperation and inclusion in the community that the Lafayette Police Department values."The officer was hired by the department in June 2020 and has been working solely in a training environment and has had no exposure to the public, the chief said."The Lafayette Police Department conducts very thorough and complete background investigations on all potential employees, which includes a complete review of personal social media accounts," Flannelly said. "While this information may not have been accessible through our investigative processes, we are appreciative that it was brought to our attention. We take great pride in our investigations and are extremely disappointed that we were not able to uncover this information in that process. LAKE PARK, Fla. -- The owners of a bait and tackle store in Florida have been accused of holding two people they suspected of shoplifting at gunpointDaniel Friedman, Eric Friedman and Daniel Friedman, the owners of Just Fishing Tackle and Consignment in Lake Park are charged with robbery with a firearm, false imprisonment, and tampering with evidence.On Aug.16, deputies with the Palm Beach County Sheriff's Office says it responded to the Just Fishing in reference to a shoplifting complaint.When deputies arrived, one person was laying on the ground surrendering to law enforcement, and one of the business owners was holding a shotgun over another person in the rear of the store.PBSO says the person being held at gunpoint had lacerations and swelling to his face and lacerations to his arms and back.During their investigation, deputies learned that the Friedmans knew the people they accused of shoplifting.The employees told the detective that on Aug. 8, the person being held at gunpoint along with an unidentified man came to Just Fishing and stole a fishing reel worth approximately 0. At no time did the Friedmans or other employees notify law enforcement to report the crime.The detective said that on Aug. 16, Daniel Friedman and his son Eric, called the man about the stolen fishing reel. Both he and another man showed up to the store that afternoon. Upon entering the store, PBSO says Eric Friedman confronted the man about the theft. According to the detective, the man and Daniel Friedman began to fight and Daniel Friedman pulled out a shotgun.PBSO says the two men were held against their will at gunpoint. They later told the detective that they were beaten and forced at gunpoint to hand over their cell phones, ,180 in cash and their wallets.According to PBSO, after learning this information, Daniel Friedman and family then became confrontational with deputies regarding the alleged robbery of the men and the family then denied deputies access to the business.PBSO says the store's surveillance video system was disabled between 2:40 p.m. and 4:36 p.m.Deputies say they believe the DVR was unplugged during this time.According to PBSO, at 2:40 p.m. store employee Marc Kellener is observed walking towards the area where the DVR system is located and then the video ceases recording.The video resumes at 4:35 p.m. with one of the men seen lying on the ground with his hands out to his side in the surrender position and the other man seated in a chair in the rear office portion of the store.Eric Friedman is seen yelling at the seated man and Daniel Friedman is seen standing next to him holding a chrome-colored shotgun. Naomi Friedman is seen on video placing a large sum of cash into a white envelope, then place the envelope into a larger mailing envelope and places it into a desk drawer.PBSO says surveillance footage shows Daniel Friedman grabbing one man by the neck and pushing him back down into the chair.At 4:36 p.m., surveillance video shows Marc Kellener walk into the office and punch one of the men twice in the face.At 4:40 p.m., Daniel Friedman is seen on video striking one of the men in the head with the butt of the shotgun. Minutes later Eric Friedman is seen spitting in one man's face multiple times.Daniel Friedman is charged with two counts of robbery with a firearm, two counts of aggravated battery with a deadly weapon and two counts of kidnapping/false imprisonment.Naomi Friedman and Marc Kellener are both charged with two counts of robbery with a firearm, two counts of kidnapping/false imprisonment, and one count of destroying evidence.    3681
