ISLAMABAD, Dec. 18 (Xinhua) -- Chinese Foreign Minister Yang Jiechi and his Russian counterpart Sergei Lavrov on Saturday night called for restraint from all parties concerned to avoid escalation of tension on the Korean Peninsula.During a phone conversation with Lavrov, Yang, who is accompanying Chinese Premier Wen Jiabao on a visit to Pakistan, said the situation on the peninsula has become tense recently and may further deteriorate.China firmly opposes any actions to cause tension and worsen the situation, and demands both sides on the peninsula show calmness and restraint, carry out dialogue and contact, and completely avoid any actions that would fuel the tension, Yang said.China hopes other concerned parties would do more to help ease the situation on the peninsula, he added.Yang said China insists that all parties concerned conduct dialogue and consultation, and seek a peaceful settlement of the dispute.China is willing to keep close communication and coordination with Russia to prevent the situation from deteriorating and getting out of control, and help maintain peace and stability on the peninsula and in Northeast Asia.Lavrov, for his part, said Russia attaches high importance to the developments on the peninsula, adding his country has expressed great concern to relevant countries and demanded utmost calmness and restraint from all parties concerned.Russia is willing to work with China to make active efforts to reduce the tension on the peninsula, he said.South Korea has declared plans for a live shell artillery drill in the tense waters southwest of Yeonpyeong Island on a selected date from Dec. 18-21 depending on weather conditions.The Democratic People's Republic of Korea (DPRK) on Friday urged Seoul to immediately stop its plans for the shelling exercise, warning it would deliver a second and third "unpredicted self-defense counterattack" that would be bigger and more powerful than the previous one.South Korea and the DPRK exchanged artillery fires near the Yeonpyeong Island on Nov. 23, which killed four South Koreans.

BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. WUHAN, Nov.15 (Xinhua) -- Russia and India Monday reiterated their readiness to coordinate with China as it prepares for the third BRIC Summit and related events in 2011.Russian Foreign Minister Sergei Lavrov and Indian Minister of External Affairs SM Krishna made the statements when they met with Yang Jiechi, Chinese Foreign Minister, on Monday.The ministers expressed their determination to work toward strengthening cooperation within the BRIC group, which was acquiring growing importance.During the meeting, Yang said the three countries could cooperate more in safeguarding security in the Asia-Pacific region.Yang said they should insist on common security, resolve disputes in a peaceful way and work together on non-traditional threats to make further efforts on regional security cooperation.The foreign ministers agreed to push forward trilateral practical cooperation and decided the next trilateral foreign ministers' meeting would be held in Russia in 2011."BRIC" is an acronym for Brazil, Russia, India and China.In recent years, the four nations have strengthened dialogue and cooperation, and held frequent exchanges of views on major issues in the international economic and development fields.During the second BRIC Summit in Brazil this year, Chinese President Hu Jintao announced the next BRIC Summit would be held in China in 2011.

As of 8.p.m., most of the stranded passengers had been relocated to the nearby Xinhuang County.According to Guizhou's transportation department, the highway is unlikely to open until Monday and the transportation conditions in the next few days will not be optimistic as more cold fronts are forecast to hit the province from Wednesday to Saturday.Snow and freezing rain have also hit Hunan Province. But meteorological authorities said the possibility of the province suffering from harsh conditions similar to those in the winter of 2008 is small.
