GUANGZHOU, Dec. 24 (Xinhua) -- A fishing boat with at least 13 crew aboard has been missing for a week in waters off the coast of south China's Guangdong Province, authorities said Friday.The boat, registered in Yangxi County, Yangjiang City, was unable to be located at its anchoring spot in Dongping Port at 3 a.m. on Dec. 16, when other boats in the port that were taking shelter from strong winds received the boat's distress call, Yangxi County marine affairs officials said.Winds of up to 72 kilometers per hour started blowing on Dec. 15, whipping up five- to six-meter-high waves, the official said.The family of the boat's owner, Feng Zixing, reported the boat missing on Dec. 17, after private searches failed to find the boat or its crew.Feng and most of the missing crew are from the county's Lanpao Village.A search for the boat had found nothing by 7 p.m. Friday.The 28-meter-long, 5-meter-wide boat was built with steel in 2001. It was equipped with radar and walkie-talkies.

BEIJING, Dec. 20 (Xinhua) -- Netizens in Beijing voiced their support as well as concern during the past week about draft rules designed to curb the capital city's notorious traffic congestion.The proposal, that car usage by institutions under the Beijing municipal government's jurisdiction be limited, was overwhelmingly supported, while an additional congestion fee to be paid by drivers and an odd-even license plate restriction system in downtown areas drew much opposition among netizens.The Beijing municipal government wrapped up the week-long public comment period on Sunday that sought input before rolling out the final rules.The draft rules proposed that no new cars should be added during the next five years to the already colossal car fleet for governmental and institutional usage."Equality should be strictly observed and no privilege be allowed for those government- or institution-owned cars to be used for personal business," said a netizen, Renwen Zhuyi, or literally "humanity idea"."I hope that the government could make public the information about government- and institution-owned cars for scrutiny and supervision," said a netizen with ID Hub3333.China has been pushing forward the reform on government- and institution-owned cars, but little progress was made, said Lu Ximing, director with the Shanghai Urban Traffic Planning Research Institute."What is more important is that the government will set an example in reducing traffic congestion by limiting usage of government fleet cars," Lu added.The draft rules also proposed that parking fees be hiked in central Beijing and "congestion fees" be charged in areas prone to traffic jams. This has triggered widespread concern among netizens, who think that extra-charges should be the last resort in easing the city's traffic gridlock problem."Congestion fees are not an effective prescription to ease traffic jams,"said netizen Sunny. BEIJING, Dec. 3 (Xinhua) -- China's central government on Friday declared new policies to encourage private funds, including overseas capital, to be channeled to the medical sector to meet the country's increasingly diversified demands on health care.The new policies, dubbed "guideline to encourage and lead social capital to sponsor health-care institutions" were posted on the central government's official website www.gov.cn.It clearly stipulated that social capital should enjoy preferential treatment when China is adjusting or increasing medical resources and social funds will be encouraged to participate in governmental restructuring of hospitals.Overseas investments are now welcomed to sponsor hospitals, while the procedures will be further simplified, according to the guideline.The general office of the State Council, or cabinet, required local governments to amend their documents accordingly and get rid of any policies that impede the development of non-governmental medical institutions.Also, the new policies encourage social funds to take part in governmental hospital reforms and convert some government-backed hospitals into non-governmental institutions to reduce the ratio of public hospitals, said an official with the medical and health care system reform office under the State Council.China will deepen the opening-up of medical institutions and turn the overseas-invested medical sector from the "limited (towards foreign investment)" category into a category that allows foreign investment, the official said.

BEIJING, Nov. 16 ( Xinhua) -- The General Office of China's State Council, or the Cabinet, on Tuesday issued a circular, ordering more strict fire control measures to "resolutely" prevent serious fire accidents.Monday's blaze in an apartment building in Shanghai's downtown area left 53 people dead and more than 70 injured, one of the deadliest recorded fire disasters in the city.The circular ordered extensive campaigns to inspect and remove fire hazards and to educate the public about fire control, as well as strict implementation of the accountability system for fire accidents.Besides those directly responsible for serious fire accidents, local government chiefs would also be held accountable, it said.Police have detained eight people in connection with the deadly blaze.Further, an initial investigation has blamed the disaster on unlicensed welders, some of whom are among the detained.
