OTTAWA, Nov. 21 (Xinhua) -- The leader of World Health Organization (WHO) Margaret Chan said in Canada on Monday that countries must make the health of women and children their highest priority.Speaking at a luncheon in Gatineau, Quebec, Chan said that maternal and infant health is the most pressing public health issue in the world.She made the remarks just hours after WHO announced Chan was the only candidate for the position on WHO director-general when Chan's appointment expires next year.An executive board meeting in Geneva between Jan. 16 and 23 will decide whether to put the name forward to the WHO Assembly in May, which would make the final decision regarding the appointment.Chan, a former health chief in China's Hong Kong, was elected director-general of the WHO in Nov. 2006.Before her tenure with WHO, Chan was head of public health in Hong Kong, where she managed the city's response to the world's first outbreak of the deadly H5N1 bird flu virus and an outbreak of Severe Acute Respiratory Syndrome (SARS).Speaking in Gatineau, Chan, who earned her medical degree in Canada, said that she never expected to rise to such a lofty position."I just wanted to be a doctor. I just wanted to take care of women and children. When I was studying in Canada, I thought I would get married and have children. I never guessed I'd do anything like head the World Health Organization," she said.She said that she will continue to focus the WHO's attention on mothers and young children.Chan said that it's difficult to know how many mothers and young children die of preventable diseases, since more than 80 countries don't keep accurate death records, but she said that millions of children under five years of age are dying.Millions more are growing up physically and mentally stunted because of poor nutrition and medical care, she added."Without proper nutrition, the stunting we are seeing is horrific," she said. Unless babies have good food, including being breast-fed as infants, they grow up physically and mentally under-developed, Chan said."The first few years of a child's life are make or break," she said.Chan and the WHO held a meeting of the Expert Panel on Maternal and Child Health in Canada from Nov. 18 to Nov. 21. The panel was established by the United Nations Commission on Information and Accountability for Women's and Children's Health Report. At the invitation of the WHO, the Commission was co-chaired by Canada's Prime Minister Stephen Harper and the President of Tanzania, Dr. Jakaya Kikwete.Chan says she's hopeful funding from developed nations will continue to expand, despite the debt crisis facing many of them. The situation resembles the 1970s, with spikes in energy and food prices along with cuts to national budgets to restrain debt.Chan said she is relieved the International Monetary Fund will not press for public health cuts in countries that are struggling with debt.Beverley J. Oda, Minister of International Cooperation who is responsible for Canada's official aid affairs, delivered remarks at the luncheon on improving the health of children and mothers locally and globally."I am particularly proud of the strong partnership between the WHO and Canada in advancing global health, and working towards improvements that will help us achieve our shared goals," she said.Last Friday, Oda announced 25 new initiatives to further Canada 's support to 23 projects in Africa concerning Children and Youth, Food Security and Sustainable Economic Growth.Seven of these are multi-country projects supporting efforts to prevent the mother-to-child transmission of HIV/AIDS, further improving child health, or increasing the capacity of African Regional Technical Centres. The others are targeted to support work in a range of individual African countries by working with Canadian, international and African-based organizations.

When new infections among young, black, gay men increase by nearly 50 percent in three years, we need to do more to show them that their lives matter.''Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, also told Xinhua recently that in the United States, the AIDS epidemic has plateaued, but it is still at "unacceptably high" level.About 1.2 million Americans are living with HIV and only 28 percent of them have the infection under control, the U.S. Centers for Disease Control and Prevention reported this week."The fight is not over," Obama declared, but "the federal government can't do this alone." He called on state governments, pharmaceutical companies, and private foundations, to do their part to help Americans get access to all the life-saving treatments.Obama also appealed to global partners to step up their efforts to end AIDS, some 30 years after the epidemic first surfaced. "So on this World AIDS Day, here's my message to everyone out there. To the global community -- join us," he said.

BEIJING, Jan. 05 (Xinhuanet) -- China's satellite television channels have aired fewer entertainment programs this year as broadcasting watchdog's curbs on "excessive entertainment" took effect.The State Administration of Radio, Film and Television has cut two-thirds of "racy" entertainment programs on China's 34 satellite channels since the campaign began, the spokesperson for the administration said on Tuesday.Since the regulation took effect on Jan 1, the total number of entertainment programs scheduled for prime-time -7:30 pm to 10 pm - broadcast a week dropped to 38 from 126 at the end of last year, according to a statement from the administration.Under the regulation, announced in October, each satellite channel can broadcast no more than two entertainment programs a week and the maximum length of the program may not exceed 90 minutes.The targeted programs, including dating shows, reality talent shows and emotional stories on the administration's list, were deemed "excessive entertainment" and showing "less taste"."Satellite channels should design programs with innovative content, promoting traditional virtues and socialist core values in their new entertainment programs," the authority said.The administration considers the move crucial to improving cultural content for the public by offering high-level programs.Meanwhile, the number of news programs on the satellite channels has grown to 193 a day, 33 percent more than in 2011.Currently, news programming on each satellite channel has surpassed two hours, and each channel has at least two 30-minute news programs during prime time.But popular dating shows such as If You Are the One, produced by Jiangsu Satellite TV, and reality shows such as China's Got Talent, aired by Shanghai-based Dragon TV, will remain on during prime time in the weekend.Li Hao, spokesman for Hunan Satellite TV, a broadcaster famous for its entertainment programs, told China Daily the regulation will improve the quality of entertainment programs."We have been exploring how to make entertainment shows more meaningful and valuable," he said, adding that the channel has shortened the length of its two entertainment programs from 110 to 90 minutes."We will supervise programs more strictly, and pay close attention to things such as the clothing and comments of hosts and guests," he added.Cheng Manli, a media professor at Peking University, welcomed the new regulation to limit "less tasteful" programs involving violence and money worship."After all, unhealthy programs may hurt young people who are not able to distinguish right from wrong, which also worries their parents," she said.However, Yu Guoming, a professor at the School of Journalism at Renmin University of China, did not think the regulation was the way to improve cultural development."Whether the entertainment program is good or not should be decided by viewers' reaction, instead of an administration's evaluation," he said. "Residents are under pressure and need to watch shows to relax in our society."Yu also said that a good entertainment program should respect residents' taste and give them more viewing choices, or else it could lead to rigid restrictions.Ma Yuqiang, who runs an online clothing retail company, said the new rule will not affect his daily life, because he can watch the entertainment programs that were taken off prime time on the Internet."I think the regulation will drive most young people to the Internet," Ma, 26, said.

  

SAN FRANCISCO, Dec. 9 (Xinhua) -- Hewlett-Packard (HP) on Friday announced that it is keeping the webOS software alive by contributing it to the open source community.The company said it will make the underlying code of webOS available under an open source license and will engage the open source community to help define the charter of the open source project."WebOS is the only platform designed from the ground up to be mobile, cloud-connected and scalable," Meg Whitman, HP's chief executive officer, said in a statement."By contributing this innovation, HP unleashes the creativity of the open source community to advance a new generation of applications and devices," she added.HP said it will remain active in the development and support of webOS, while the source code will be available for use and improvement by anyone choosing to download it, which means other hardware manufacturers can also use the software.With the help of the open source community, HP can save development and other costs and the new announcement is expected to result in more layoffs from its webOS team, some analysts noted.The webOS is a mobile operating system initially developed by Palm which was acquired by HP last April for 1.2 billion U.S. dollars.In February this year, HP released TouchPad, its first tablet computer which runs the webOS operating system. The device didn't sell well, and HP in August decided to completely shut down webOS hardware business, including TouchPad and webOS phones.HP then said that it will continue to explore options to optimize the value of webOS software going forward.By keeping the software open source, users of webOS devices will continue to receive software improvements and updates in the future, HP noted."As webOS gains traction as an open source alternative in the marketplace, you could see webOS on several different types of devices by any number of vendors. We will explore the viability of putting webOS on devices, just as we do for other leading operating systems," the company said in a corporate blog post.
