LA JOLLA, Calif. (KGTV) -- Many beach parking lots remain closed because of the coronavirus pandemic. Members of the Surfrider Foundation of San Diego say someone is making it even harder to find public street parking by illegally painting curbs red.Surfers who frequent La Jolla Shores noticed something was a little off."Me and my friend came here the other day… and we're like, 'What? What the heck?'" surfer, Maddie Sadlier laughed.They say the public parking on Camino Del Collado, a small street that runs parallel to La Jolla Shores Drive suddenly vanished."It's been like this for a really long time, up until recently, it just turned red," surfer Zach Rudy said.It turns out, the red curb on Camino Del Collado is fake and illegal."It's really a problem that somebody took it upon themselves to take away public parking right next to the beach," Kristin Brinner, a volunteer with the Surfrider Foundation San Diego, said.Some parts of the curb are only painted red on top, and there are several splotches of red on the road - clear signs that it was not a professionally painted curb. Brinner says this is the second summer in a row that this small street curb has been illegally painted."I do hope that people realize that this is more than just a simple bucket of paint," Brinner said. "It's vandalism, and it's preventing people from accessing the beach that belong to all of us. For someone to do this and say that 'No you can't access the beach near me,' is a really pretty hateful act, in my opinion."According to San Diego Police, painting a curb red is a misdemeanor crime of vandalism. If caught, a person can be cited or arrested.The Surfrider Foundation does not know who keeps doing this. But they say every summer, as the beach crowds increase, so does the problem."It does seem like it was somebody in this neighborhood that just was maybe sick of outsiders coming in, wanted to claim it as their own street," Rudy said.San Diego Parking Enforcement is aware of the vandalism on Camino Del Collado and is already in the process of getting it repainted. But Brinner says the best way to fix the problem quickly is to be aware."They should document their parking spots they often use, and then they will have proof so they can say 'Hey, this used to be here, and now it's not!' So documentation is part of the solution," Brinner said.If you suspect that a curb has been illegally painted, report it to the police. 2442

LAKE CLARKE SHORES, Fla. — A Florida family is securing their home after two of their cats were shot in the back with a pellet gun, forcing them to be euthanized. Police are looking for whoever is responsible. First, it was Peanut, a black kitten, and then Fritz, a 4-year-old white and orange cat back in March and April, respectively.They came home to their owner, Debbie Hiatt, with a wound in their back and their hind legs dragging back in the spring. “The biggest thing for me was just wanting to find someplace else to live. Because I don’t trust anyone,” Hiatt said in an interview. In X-rays, you can see a single pellet lodged in each one of their spines A veterinarian would have no choice but to put them down. Peanut was the hardest. “His front was so full of life but nothing in the back. Even Fritz was hard, but the baby? It was a lot harder with the baby,” Hiatt said. Since then, taking no chances, she and her husband John had cameras installed around their home and secured their back porch for their remaining cats and dogs. She says six other cats have inexplicably gone missing over the last year. “It’s not fair to the animals. They don’t know. And what they could have done is come to me and said 'hey, keep your animals out of my yard.' And then at that point in time, we would have done this probably a lot sooner. And then I would have still have Peanut. And Fritz,” she said. Lake Clark Shores police say they have identified a person of interest but haven’t made an arrest yet.“Catch the person. I’m going to catch the person either doing it to another animal. Hopefully not any of mine. But eventually, they’ll get caught,” Hiatt said.  1735

Legislation requiring shoppers to wear masks in New Jersey stores is one step closer to becoming law.A bill proposed by state Democratic lawmakers got the stamp of approval from a New Jersey Assembly committee Thursday.If passed, customers could be fined between and 0 for being in a business without a mask that covers the nose and mouth. It ultimately did not pass.In New York City, MTA riders can now be fined for refusing to wear a mask on buses, subways and trains.As of midnight in Connecticut, anyone can now be fined 0 for violating mask and social distancing orders. Gov. LA MESA, Calif. (KGTV) — La Mesa is now accepting applications from residents to be a part of the city's Community Police Oversight Board.The city is looking for applicants for the newly-created 11-member panel that will provide recommendations to the Chief of Police, Mayor, City Council, and City Manager on La Mesa Police procedures and policies, as well as matters of public safety in the city.Applicants must be a resident of the city. According to the city, the board will be made up of:A citizen from each of the four LMPD beats;Citizens from the faith-based, business, young adult (18 to 30 years of age), and older adult (62+ years of age) communities;Representatives from Helix Charter High School and La Mesa-Spring Valley School District; andAn advocate for people experiencing homelessness, substance abuse, mental health, or other social issuesApplications must send in their application before Tuesday, Dec. 1, 2020, at 5:30 p.m. Applications can be submitted by mail to the City Clerk's Office at 8130 Allison Avenue, La Mesa, CA, 91942, or by email to cityclrk@cityoflamesa.us.More information about the board is available online. 1155

  

LA JOLLA, Calif. (KGTV) - People from all over the world come to La Jolla Cove for its beauty, its water and to get an up-close look at the seals and sea lions living on the rocks. The two eyesores they don't come to see, however, are impossible to miss. "I suddenly turned around and saw these two structures and said, 'whoa! How'd that happen?" said Rich Heleniak, who was visiting the Cove on a recent Friday. Heleniak was referring to cottages called Red Roost and Red Rest. Built in 1894, they are the oldest structures still on their original location in La Jolla. At first glance, it's easy to see they have been crumbling for decades."They've been vandalized over the years, bricks have been thrown, there was an arson fire," said Corey Levitan, a journalist for the La Jolla Light newspaper who has tracked the cottages for years. The cottages were designated historic in 1976, meaning former owner Jack Heimburge could not redevelop them into apartments. Instead, he neglected them until his death in 1998. Heimburge also owned the La Jolla Cove Hotel and Suites next door, so his motivation to ignore them was up for debate. "There was never enough money to take care of the cottages properly," Levitan said. "Then again, this guy owned the hotel, I think there was enough money to take care of the cottages properly."In his will, Heimburge split the ownership of the cottage among his heirs.A multi-year legal battle over what to do with them settled in 2018, clearing a key road block to revamping the cottages. "Take the original structure and rebuild the outside, and they've got carte blanche on the inside to do whatever they want, right?" said Catherine Oborne, a tourist who stopped to see the cottages. The parent company of Cove Properties Inc., which also owns the Cove Hotel and Suites next door, did not return messages seeking comment.The group has retained La Jolla architect Alcorn Benton to design the project. The firm declined to comment, saying the owner is currently reviewing the alternatives and that the schedule is not yet finalized. The cottages were originally called the Neptune Bungalows. A Los Angeles attorney named George Leovy designed them and used one as a vacation home in the 1890s. A banker named Joseph Fishburn owned the other. 2287
