SAN DIEGO (KGTV) — A couple of thieves hosted an unintentional comedy act after surveillance cameras captured them making a huge mess inside a Normal Heights salon. Salon Bordeaux is reaching a big milestone."We are getting ready to celebrate our 14th anniversary here on Adams Avenue," salon co-owner, Laura Price said. But Price in not quite ready to celebrate. "Somebody threw a rock through a window and climbed through," Price said. Just before 2:30 a.m. Friday, their surveillance cameras caught two people attempting a smash-and-grab at the salon. One of the men threw a rock through the side window and climbed through. The two headed straight to the counter. They pried open the cash drawer with a crowbar and took off. But not before one of them tripped over and broke the side table. He then realized he forgot his crowbar, so he climbed back in to get it, and hurried off.But Price said the joke's on them. "Fortunately, we do not keep any cash in the salon overnight, so they didn't get much, except for hopefully some injury from the glass," Price joked. This isn't their first break-in. Almost four years ago to the day, Salon Bordeaux was one of 15 small businesses in Normal Heights to be a victim of burglary. Back then, criminals got away with ,000, their client appointment book, and computer."We learned a lot from the first incident, and this time we were ready," Price said. Since then, they installed multiple security cameras. They never leave cash overnight and instilled new safety practices. So this time, the clumsy thieves made off with nothing. "We just want to spread the word and make sure that other businesses are as prepared as we were this time. It could've been a lot worse. None of the staff was hurt, and really, all we have to do is deal with the glass and replacing it," Price said. San Diego Police has not made any arrests at this time. SAN DIEGO (KGTV) - A flying eye hospital is bringing medical care to countries in need. One of the doctors who boarded the Orbis International plane in November is from San Diego.“Orbis International is a unique nonprofit focused on training eye surgeons around the world in advanced techniques of surgery," said Dr. Srini Iyengar, an Encinitas-based Oculoplastic Surgeon who volunteers for Orbis. The ultimate goal is to reduce blindness in countries with inadequate access to care.“In the world, preventable blindness is something that is a big concern, not only for the individual but also populations. Every blind person takes two people out of the workforce, not just them, but also someone who is caring for them," said Dr. Iyengar.The nonprofit just returned from Ghana, where 4 out of 5 people are blind from preventable causes. The plane has an operating room in front and a classroom in the back. “Local doctors, they come to the airplane, and they sit in the front seats and watch on the screen what’s going on in the back, and so they’re watching live surgery being performed," said Dr. Iyengar. The local doctors can then train more eye professionals in their country, helping people long after the plane takes off. Dr. Iyengar says both kids and adults receive care. SAN DIEGO (KGTV) — A decision regarding the release of a sexually violent predator into Jacumba Hot Springs has been delayed.A judge said he still needed to look at alternatives after researching the proposed home at 45612 Old Highway 80 in Jacumba Hot Springs where 60-year-old Michael Poulsom would live if released. After listening to testimony, the judge says he’s not ready to make a decision about whether to grant his petition to be released from a mental hospital.Poulsom was convicted on three separate occasions, including twice in San Diego, for sex crimes involving children. He was sentenced to 15 years in prison in 1995, but committed to a state hospital as a SVP, a designation for sthose convicted of a sexually violent offense and diagnosed with a mental disorder. In Poulsom's case, he was diagnosed with pedophilia disorder.He has since petitioned for his release into a conditional release program for sex offenders. Doctors have medically cleared the release.RELATED: Bill introduced to keep sexually violent predator hearings open to publicAmong those that testified today was County Supervisor Dianne Jacob, who represents the area where Poulsom would be released. She says there has to be other areas he can go."Where are the other 700 places they checked out. I question that and I question if they checked out over 700," Jacob said.This hearing comes just after the court of appeals threw out a judge’s decision that would have freed the man known as the “Bolder than Most Rapist,” Alvin Quarles. Quarles was charged in more than 50 rapes, robberies, and burglaries in the 80s. SAN DIEGO (KGTV) — A connecting trolley line to San Diego's airport has taken another step closer to reality.Mayor Kevin Faulconer and Acting Navy Secretary Thomas Modly signed an exclusive agreement at the Pentagon Thursday to redevelop the former SPAWAR facility, now "NAVWAR," into a transit hub. SANDAG and Navy plan to collaborate on a hub similar to "Grand Central Station" adjacent to the airport, as well as a modernized complex for Navy use."This new agreement is built on San Diego's strong naval heritage," Faulconer said. "The fact that it was signed by the Acting Secretary of the Navy inside the Pentagon sends the undeniable message that there is momentum and energy in both Washington, D.C. and San Diego to do something truly special with this property. It marks a huge next step in revitalizing this area into a civic asset that serves the U.S. Navy, the community and our regional transportation network."According to SANDAG, one option being explored last year would support housing, retail, and office space. SAN DIEGO (CNS) - The state Supreme Court Thursday ruled that a San Diego citizens' initiative that cut back city employee pensions was illegally placed on the ballot, and ordered an appeal court to consider a remedy.Proposition B, initially approved by voters in 2012, eliminated guaranteed pensions for new city employees, except police officers, and replaced those benefits with 401(k)-style retirement plans.In 2015, one of the city's largest public sector unions challenged the benefit system, alleging former Mayor Jerry Sanders and other officials illegally placed the measure on the ballot without conferring with labor groups. The Public Employees Relations Board ruled with the union, but the Fourth District Court of Appeal reversed the decision in April 2017.Now, the appeal court's decision is overturned."We reverse the Court of Appeal's judgment and remand for further proceedings to resolve issues beyond the scope of this opinion," wrote Associate Justice Carol A. Corrigan in Thursday's decision, in agreement with the other five justices.A city spokesperson couldn't be reached for comment.The court ruled that although it was a citizens' initiative, Sanders' support of Prob B as policy warranted engagement with the unions under the Meyers-Milias-Brown Act, which gave city and county employees the right to collective bargaining in 1968.Governing bodies "or other representatives as may be properly designated" need to engage with unions "prior to arriving at a determination of policy or course of action," according to the act.Sanders had said he supported the measure as a private citizen, not a public employee. The city's assertion that his support was merely that of a private citizen does not withstand objective scrutiny," Corrigan wrote.In overturning the Public Employees Relations Board ruling in 2017, the appeal court took an "unduly constricted view of the duty to meet and confer," according to the Supreme Court ruling.The Supreme Court ruled that the appeal court address an "appropriate judicial remedy" for the illegal placement of the initiative on the ballot.The Public Employees Relations Board had previously ruled the city must pay employees "for all lost compensation" related to lost pension benefits, which would cost millions of dollars.The 401(k)-style system was originally intended to save taxpayers money by reducing future pension liabilities.
