LUSAKA, July 26 (Xinhua) -- Zambian President Rupiah Banda on Monday met with visiting Chinese State Councilor Dai Bingguo, discussing ways to strengthen Zambia-China cooperative relations and further develop friendship between the two countries.President Banda said that Zambia has achieved obvious economic and social progress in recent years and the country has developed into a new page. BEIJING, Aug. 20 (Xinhua) -- China's Ministry of Education on Friday said that Taiwan's new amended laws would be beneficial to the cross-Strait educational exchanges.On Thursday, the Taiwan regional legislature adopted amendments to three laws, which would allow local colleges to accept students from the Chinese mainland and recognize degrees from mainland schools, except for medical schools.The ministry said in a statement that Taiwan should not put in place discriminatory policies that might harm mainland students."We hope related authorities in Taiwan could make good plans, offering attractive colleges and majors for, and take effective measures to protect the legitimate rights and interests of mainland students," said the statement.Under the amended laws, mainland students can not apply for schools and colleges related to the island's security nor attend the exams of civil servants and professionals such as doctors and lawyers.Taiwan's education department said in a statement that it would issue two detailed regulations in line with the amendments in September. The first group of postgraduate students are expected to arrive next March and the first college students can enroll next September.

QINGDAO, Aug.19 (Xinhua) - China's largest marine patrol departed Thursday from Qingdao to Vladivostok, a coastal city in east Russia, participating in a multilateral joint drill.The joint drill is to be held from Aug.22 to 27, with the theme of "enforcing emergency responses to illegal actions threatening joint marine security".The North Pacific Coast Guard Agencies Forum (NPCGF) promoted the multilateral joint drill in 2009.Current members of NPCGF, Canada, China, Japan, South Korea, Russia and the United States, participate in the drill."The joint drill mainly focuses on arms trafficking and illegal migration, including searching, boarding and examining suspicious ships," said Wu Shaojun, captain of Marine Patrol 11.Chinese Marine Patrol 11, Marine Surveillance 83 and helicopters and ships from other countries will participate in the joint drill, said Wu.Chinese Marine Surveillance 83 left for Russia on Aug.13 from Guangzhou, capital city of south China's Guangdong Province.NPCGF, initiated by the Japan Coast Guard in 2000, is an organization devoted to fostering multilateral cooperation on illegal drug trafficking, maritime security, fisheries enforcement, illegal migration and heightened maritime awareness.Member states take turns hosting the annual forum. ZHAOYUAN, Shandong, Aug. 7 (Xinhua) -- Fourteen miners were confirmed dead, 23 others still trapped underground while 292 were lift to the ground safely following a fire that engulfed a gold mine in east China's Shandong Province Friday, local authorities said early Saturday morning.A total of 329 miners were working underground when the fire broke out at about 5 p.m. at the Luoshan Gold Mine run by Lingnan Mining Co. Ltd. in Zhaoyuan city, a spokesman with the rescue headquarters told Xinhua.Three hundred and six were lifted to the ground as of 5 a.m., but 14 of them were found dead, he said.Twenty-three people were still trapped underground, with 21 miners' locations identified, he added.Dozens of injured miners had been sent to two local hospitals, he said.An initial investigation showed that the fire was likely caused by an underground cable. Police were further investigating the incident.The mine owner had been taken into police custody, he said.Over 100 rescuers are working at the scene. Provincial Party chief Jiang Yikang and governor Jiang Daming have rushed to the scene to oversee the rescue work.

BEIJING, Aug. 6 (Xinhua) -- Flood-triggered disasters have killed more than 1,450 Chinese this year, with another 669 missing, according to the Ministry of Civil Affairs.Lingering rainstorms have been slashing provinces including Shaanxi, Sichuan and Jilin this year, triggering floods and landslides, which have affected a population of 200 million and forced more than 12 million to evacuate, according to the ministry.Nearly 13.5 million hectares of crops were affected by heavy rains and floods, with 2.09 million hectares destroyed, while floods have also leveled more than 1.36 million houses.The total economic loss was put at more than 275 billion yuan(40.6 billion U.S dollars), according to the ministry.The central finance authority has recently allocated 195 million yuan to subsidize local governments in those regions worst-hit by natural disasters such as rainstorms and typhoons.The fund, which has been channeled to Jilin, Guangdong, Sichuan and Shaanxi, as well as the Guangxi Zhuang Autonomous Region, will be used in relocating residents, helping people rebuild homes and offering relief for residents who lost family members.
