ENSENADA, Mexico (KGTV) — A San Diego dirt bike racer is recovering tonight in Mexico after a bizarre mid-race crash with a mystery SUV.On Saturday morning, about 60 miles southeast of Ensenada, 29-year-old Josear Carrasco was racing a course he knew well. On this day, he would not finish."Just devastated. It's really hard. He's my everything, so it's hard to see him like this," said his wife, Kylie.Kylie was in a truck along the course when she got the news. Josear was in second place, nearly done with his 100-mile stretch and about to turn his bike over to a teammate. That's when he says he collided with an SUV that had driven onto the course, headed toward him. "He tried to veer off to the right ... the car veered off in same direction. Then, a head-on collision. He doesn't remember anything after that," said Kylie.Josear was discovered by spectators and a teammate, with car parts scattered nearby."Something exploded. When they found him, his gear was just melted off," said Kylie.Josear suffered second-degree burns up and down the left side of his body and broken bones in his arms, legs, shoulder and shin. He also suffered a ruptured intestine, but he was alive."Once I saw him breathing, my heart dropped ... because that's all that matters," said Kylie.Josear has already undergone several surgeries at a hospital in Ensenada. His family trying to raise money for a medical transport back to San Diego, while Mexican authorities hunt for the hit-and-run driver. ESCONDIDO, Calif. (KGTV) – A man is dead after police say he barricaded himself inside an Escondido Motel Tuesday afternoon. Police were called to the Hacienda Motel on the 700 block of North Broadway around 2 p.m. after a man didn’t check out of his room. Once they arrived and approached the room, officers say the man inside told them he had a gun and to back away. As they retreated, officers heard two shots fired. SWAT was then called to assist and, after the suspect was barricaded inside the room for several hours, authorities entered and found the man dead. According to police, the man is approximately 30-years-old, but his identity hasn’t yet been released. The motel was evacuated during the incident and nearby streets blocked off. 755

ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. ESCONDIDO (KGTV) - In one of the closest races this election cycle in San Diego County, Escondido Mayor Sam Abed added nine votes to his narrow lead Tuesday. He now holds a 29-vote advantage over challenger Paul McNamara.Abed is seeking a third term as mayor, first winning in 2010. He was previously a councilman from 2004-2010.Political analyst John Dadian told 10News he did not anticipate the race being so close. "I did not see it coming, so I am suprised. Going into the last week of the campaign, all the people I talked to that really know that area well, they did not see this coming."Dadian feels several factors are playing a role in tightening the race. He cites changing demographics in Escondido, pulling away from the city's long-time conservative majority. Another conservative incumbent, Ed Gallo, appears to be losing his seat, as well.In addition, Democrats in the region had a large turnout, based largely on the unsuccessful effort to oust Congressman Duncan Hunter. That large turnout may have had a down-ballot effect on the mayoral race.Dadian also sites Abed's controversial stance on immigration, leading Escondido's bid to support efforts against California's sanctuary laws and visiting the White House for a highly-publicized meeting with President Trump. Dadian believes that may have helped enthuse opposition against Abed.As of Tuesday night, Registrar of Voters Michael Vu says there are still 299,000 ballots to count county-wide.
