WASHINGTON — The Justice Department is suing Walmart, alleging the company unlawfully dispensed controlled substances through its pharmacies, helping to fuel the opioid crisis in America. That's according to a person familiar with the matter who spoke to The Associated Press on Tuesday. The person says the civil complaint points to the role Walmart’s pharmacies may have played in the crisis by filling opioid prescriptions and by unlawfully distributing controlled substances to the pharmacies during the height of the opioid crisis. The lawsuit claims Walmart wanted to boost profits and pressured employees to fill prescriptions quickly, according to the Wall Street Journal. “Walmart knew that its distribution centers were using an inadequate system for detecting and reporting suspicious orders,” said Jason Dunn, the U.S. attorney in Colorado. “As a result of this inadequate system, for years Walmart reported virtually no suspicious orders at all. In other words, Walmart’s pharmacies ordered opioids in a way that went essentially unmonitored and unregulated.”Walmart operates more than 5,000 pharmacies in its stores around the country. The Justice Department’s action comes nearly two months after Walmart filed its own preemptive suit against the federal government. Walmart's lawsuit at the time claimed the Justice Department and Drug Enforcement Administration were trying to scapegoat the store for what Walmart says are the federal government's own regulation shortcomings, according to the Wall Street Journal. VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. Later, a crowd enveloped U.S. Sen. Rand Paul of Kentucky as he left the convention and demanded that he acknowledge police shooting victim Breonna Taylor. The crowd surrounded Paul as he returned to his hotel in Washington after attending Trump's address at the White House. WASHINGTON — Speaker of the House Nancy Pelosi announced on Twitter Thursday the House and Senate have sent the bipartisan COVID relief bill to President Donald Trump to sign. The announcement comes after efforts to quickly increase direct payments from 0 to ,000 in the stimulus bill initially seemed to have failed to move forward Thursday. In a tweet, Pelosi stated, "The bipartisan COVID relief & omnibus bill has been enrolled. The House & Senate are now sending this important legislation #ForThePeople to the White House for the President’s signature. We urge him to sign this bill into law to give immediate relief to hard-working families!"Earlier Thursday, Pelosi issued a statement that the House will be back in session on Monday, "where we will hold a recorded vote on our stand-alone bill to increase economic impact payments to ,000."After months of negotiations, Congress agreed on and passed nearly a trillion dollars in relief aid Monday. The package includes up to 0 payments to individuals, in addition to supplemental jobless benefits, help for small businesses and a moratorium on evictions.The relief package was also attached to the overall .4 trillion government funding bill, which included federal spending and priorities for the next fiscal year across all departments and agencies.President Donald Trump, who had not personally been involved in the negotiations but rather had surrogates from the administration participate, tweeted a video Tuesday in which he indicated he may not sign the bill and called for larger checks to Americans, around ,000. The bill has not been signed yet. Democrats supported the president’s call, and moved quickly to increase the direct payments to ,000 in order to secure the president’s signature and pass the relief package into law.The House tried to pass the larger payments addendum during a pro forma session, which is a brief meeting of the chamber where typically only a few members attend. Democrats had hoped to approve the measure by unanimous consent. That did not happen, according to The Hill and CNBC.House Majority Leader Steny Hoyer sought to pass the measure, while Representative Rob Wittman wanted to bring up a competing measure, according to The Hill. The representative presiding over the session Thursday morning shot down both requests, saying that according to guidelines, legislation cannot be considered by unanimous consent unless there is the approval of bipartisan leadership. The Republican House leader Kevin McCarthy said the effort was to "re-examine how we spend taxpayer dollars on foreign aid - as President @realDonaldTrump called for." He then thanked Rep. Wittman for "representing Republicans" in the "fight for the American people." 2769
