NEW YORK — Governor Andrew Cuomo announced the passage of legislation that prohibits domestic abusers from possessing handguns and long guns as part of his 2018 Women's Agenda.Previously, there was a loophole in which domestic abusers only had to surrender handguns, they must now surrender all firearms."The recent wave of mass shootings is horrifying, and the federal government's failure to act on any form of meaningful gun safety laws is unconscionable," Governor Cuomo said. "New York is once again leading the way to prevent gun violence, and with this common sense reform, break the inextricable link between gun violence and domestic violence.This legislation builds on our gun laws -- already the strongest in the nation-- to make New York safer and stronger." New York law previously prohibited the possession of firearms for those convicted of a felony or a limited number of misdemeanor "serious" offenses. This legislation expands the list of "serious" crimes, which will lead to the loss of a gun license and the surrender of all firearms for those who are convicted.This legislation will also restrict any individual with an arrest warrant from obtaining or renewing a firearm license which was previously not the case.Governor Cuomo cites the fact that in nine of the last 10 mass shootings, the shooter had an existing record of committing or threatening violence against women or harassing them. 1447

New research suggests that antibodies the immune system makes to fight the new coronavirus may only last a few months in people with mild illness, but that doesn’t mean protection also is gone or that it won’t be possible to develop an effective vaccine.“Infection with this coronavirus does not necessarily generate lifetime immunity,” but antibodies are only part of the story, said Dr. Buddy Creech, an infectious disease specialist at Vanderbilt University. He had no role in the work, published Tuesday in the New England Journal of Medicine.The immune system remembers how to make fresh antibodies if needed and other parts of it also can mount an attack, he said.Antibodies are proteins that white blood cells called B cells make to bind to the virus and help eliminate it. The earliest ones are fairly crude but as infection goes on, the immune system becomes trained to focus its attack and to make more precise antibodies.Dr. Otto Yang and others at the University of California, Los Angeles, measured these more precise antibodies in 30 patients diagnosed with COVID-19 and four housemates presumed to have the disease. Their average age was 43 and most had mild symptoms.Researchers found that the antibodies had a half-life of 73 days, which means that half of them would be gone after that much time. It dovetails with a previous report from China also suggesting antibodies quickly fade.The results “call for caution regarding antibody-based ‘immunity passports,’ herd immunity, and perhaps vaccine durability,” the California authors write.That’s true, Creech said, but other parts of the immune system also help confer protection. Besides churning out antibodies, B cells develop a memory so they know how to do that again if needed.“They would get called into action very quickly when there’s a new exposure to the virus. Nevada Highway Patrol has found the driver who hit one of their patrol cars on Monday.It happened around 5:03 p.m. local time Monday. A trooper was conducting a traffic stop on U.S. 95 northbound near Summerlin Parkway. Both vehicles were stopped on the right shoulder when another vehicle disregarded the Move Over Law and hit the trooper's vehicle.The collision resulted in the door being almost torn off. The driver of the other vehicle kept going.After the hit-and-run driver was found Tuesday, the person was ticketed but not arrested. She was issued citations for driving without a valid license, hit-and-run property damage and failure to stop and render aid, all misdemeanors.Fortunately, the trooper was not injured.NHP released body-camera video of the incident.  801
