SAN DIEGO (KGTV) -- San Diego County and other cities are trying to give businesses and places of worship more options that would allow them to expand into nearby parks, and while some are taking the help, others are finding alternative ways to stay open.Last weekend, in Encinitas, a massive church gathering was organized, with photos of the event posted on social media.At the gathering at Cardiff State Beach, crowds of people were seen singing, praying, and cheering. Mayor Steve Vaus said they’ve already gotten businesses that are using the park space for fitness classes. Of course, social distancing will have to be followed and masks will be required. And they’ll set aside a space for you. And with proper insurance coverage you can use that space for your activities.”County Supervisor Dianne Jacob is looking to expand this option at the county level. SAN DIEGO (KGTV) -- Residents in Ocean Beach are expressing concern over massive gatherings consistently happening in their neighborhood.On Wednesday evening, ABC 10News captured video of what looked like a festival, with dozens of people socializing and playing music at a park near the OB Pier. Many among the crowd were observed not following county public health orders of social distancing and face coverings.San Diego police were called to the park after receiving complaints regarding the big crowds and noise.Earlier in the day, during the county's COVID-19 press conference with Supervisor Nathan Fletcher, the Ocean Beach Town Council addressed their concerns over the gatherings. The council asked San Diego leaders when they will do more to address the issues.Fletcher was asked about enforcement funding and how that would help with concerns like those raised by the OB Town Council."In the first bucket of enforcement that was provided, there are 13 staff who will be dedicated on those egregious and very blatant willful violations of what’s happening in addition to the efforts that we do around outbreaks and pre-outbreaks," Fletcher responded.Police said large gatherings in Ocean Beach take place every Wednesday.Mark Winkie, president of the OB Town Council, said, “We feel like we’re being disrespected. We call it ‘mayhem in Ocean Beach.' That’s really what it is right now.”Winkie said the town council has submitted multiple complaints along with a letter that said, in part: “They need to do something about the unacceptable levels of gatherings, gallons on trash left behind and illegal vendors selling merchandise.”Winkie added those are all huge public health concerns."We'd like some education to be done for the people down there. We don't want the police department to arrest people, we want the people to understand this is our community. You're welcome to be here, but you need to adhere to social distancing rules and respect our community,” Winkie said.So far, police have only responded to noise complaints in the area.City Councilmember Jennifer Campbell, whose district includes Ocean Beach, told ABC 10News in a statement that she is "committed to direct additional resources on Wednesday nights and has urged the mayor and county to enforce mask wearing and social distancing."Winkie said that's not enough."The city doing anything at all to prevent people from congregating closely together as they have been is not accurate, that hasn't been done,” said Winkie.Neighbors said many of the crowds start at the farmer's market then work their way towards the park.ABC 10News reached out to OB's Main Street Association, who is in charge of that event. SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

SAN DIEGO (KGTV) -- San Diego police are searching for a woman they have identified as a person of interest in a recent homicide case in the Talmadge area.Police believe 25-year-old Sheila Camarena may be linked to a deadly shooting that occurred on Sept. 18, in the 4400 block of Euclid Avenue.According to police, in the early morning hours of Sept. 18, officers responded to a reported shooting in which a 33-year-old Black man was injured.The victim was taken to the hospital, where he was pronounced dead. He was identified by police as Mychael Farve.A witness said the suspected shooter may have fled the scene in the victim’s vehicle, but police did not verify the witness’ statement.Camarena is Hispanic, 5 feet 5 inches tall, and weighs 170 pounds. She has black hair and brown eyes, but police noted Camarena is known to dye her hair blonde and/or red.According to police, Camarena is considered armed and dangerous.Anyone with information on her whereabouts or the Sept. 18 case is urged to contact Crime Stoppers at 888-580-8477.Crime Stoppers is offering a reward of up to ,000 for information that leads to an arrest in the case. 1153

SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power.
