Gavin Newsom has signed legislation banning two dozen toxic chemicals from being used in cosmetics — making the state the first in the nation to prohibit the use of the hazardous ingredients for that purpose. RUTHERFORD COUNTY, North Carolina — A teen who shot and killed her mother's boyfriend will not be charged, authorities said.The Rutherford County Sheriff’s Office and the District Attorney’s Office said on Aug. 8, Chandra Nierman's 15-year-old daughter shot the 46-year-old male as he was attacking Nierman.Her other children, a 12-year-old son, and a 16-year-old daughter were there when the violence occurred. Sheriff's deputies said the man was threatening to "cut Nierman’s throat and kill everyone in the house."A release from authorities said:"Nierman’s twelve-year-old son retrieved a firearm and Nierman’s fifteen-year-old daughter took the gun from her brother and fired it twice, striking the deceased male in the chest. One of the fired rounds fragmented, grazing Nierman’s sixteen-year-old daughter in the leg."The 16-year-old was taken to a hospital and was released."Nierman suffered significant bruises and contusions from the assault," the release said.The investigation also revealed the deceased man had threatened Nierman several times previously, and four days before, he had assaulted Nierman and fired multiple rounds from a firearm inside the residence to threaten and terrorize her."The investigation further revealed that the deceased male, who had multiple firearms in the house and frequently carried one on his person, was a convicted felon and had two active domestic violence protection orders against him from two different women in Indiana and Ohio, although no domestic violence or assaults had been reported to law enforcement locally prior to the fatal shooting," the release said. "The deceased male has been positively identified as Steven Kelley, originally from Indiana."Based on the facts and the evidence, "it is the conclusion of the District Attorney’s Office that the shooting was justified and no charges will be filed," the release states. 1903

SACRAMENTO, Calif. (AP) — Lassen Volcanic National Park in northern California has temporarily banned overnight camping in some parts of its park after several interactions between campers and foraging bears. The decision was made to close down back-country camping in the Twin, Rainbow, Swan and Snag Lake areas after multiple visitors reported that bears had come to their campsites and searched their backpacks for food. The Sacramento Bee reported that the areas will remain open for hiking, but the park warns visitors to be careful. The National Park Service website said the policy will not only protect campers but “protect the bears by promoting the offending bear(s) to return to normal foraging behavior.” 724

(AP) — California's effort to write the nation's first ethnic studies curriculum for public schools has united liberals and conservatives: They think it's terrible.Jewish lawmakers complained that the proposed lessons are anti-Semitic, while a conservative critic says capitalism is presented as a "form of power and oppression." The clash comes as a law requires the state to adopt ethnic studies, which view history through the lens of diverse cultures.State Superintendent Tony Thurmond said Wednesday that he will recommend changes to better reflect the contributions of Jewish Americans and remove sections that the California Legislative Jewish Caucus finds objectionable."We really need some significant changes, if not to go back to square one," said Democratic state Sen. Ben Allen of Santa Monica, the caucus chairman. "Our concern is that the draft curriculum, as currently written, would literally institutionalize the teaching of anti-Semitic stereotypes in our public schools."For instance, the proposed curriculum has lessons on identifying Islamophobia and other forms of discrimination but does not include ways to identify anti-Semitism. Song lyrics included in the draft also seem to support the stereotype that Jews control the news media, the caucus said."It would be a cruel irony if a curriculum meant to help alleviate prejudice and bigotry were to instead marginalize Jewish students and fuel hatred and discrimination against the Jewish community," the 14 caucus members said in a recent letter.Jewish lawmakers said that's a particular danger following a rise in hate crimes against California Jews last year and recent attacks on synagogues, including one in April. A 19-year-old gunman told investigators he was motivated by Jewish hatred when he killed a woman and wounded two other people, including a rabbi, at the Chabad of Poway synagogue near San Diego."Children are not born as bigots, and so it's critically important that we get this curriculum right," said Democratic Sen. (AP) — The Trump administration will not immediately give billion it revoked from California's high-speed rail project to another project, according to a legal agreement reached Wednesday between the two.The Federal Railroad Administration announced last week it was revoking the money, prompting California to sue on Tuesday. Beyond the lawsuit, the state planned to seek a temporary restraining order halting the federal government from giving the money to a different rail project.The new agreement means the state won't file the restraining order, but it does not change the status of the lawsuit.California is trying to build a high-speed rail line between Los Angeles and San Francisco, a venture expected to cost upward of billion. The 9 million is for a segment of track already under construction in the Central Valley that must be completed by 2022.The Federal Railroad Administration has argued California hasn't made progress and can't meet that deadline.
