Same-day appointments will only be made for people with critical transactions such as knowledge and vision tests and disabled parking placards.To honor social distancing guidelines, all behind the wheel tests have been canceled. No new drive test appointments will be available.But one 10News viewer told us that right after the announcement of the reopenings this week, parents rushed to the DMV website. Some were able to book a behind-the-wheel test as early as June 1 for their teens. But minutes later, when she tried to log on for her daughter, who's appointment this month was canceled, it was too late. The site had crashed."I think being able to drive is a life skill and one that these kids that have already lost so much deserve to be able to acquire! San Diego Democratic delegate Jess Durfee has attended the last four of his party's conventions to select the presidential nominee.Some days, he spends more than 15 hours attending meetings, luncheons and waiting for major speeches on the floor."There is nothing like attending a convention," he says.There is also nothing like the Democratic National Convention for 2020, which begins Monday. It's going all virtual in the midst of the Coronavirus outbreak. It starts with a keynote speech from Sen. Bernie Sanders, and will conclude Thursday when Joe Biden officially accepts the presidential nomination. Durfee used to attend with his San Diego counterparts. This year he was supposed to go to the convention in Milwaukee. Instead, he'll be joining from his home office in University Heights. "We would normally be seeing one another, even having breakfast together... We'd grab a couple of tables, and say 'these are San Diego tables, get away,'" he said, jokingly.The same virtual format will apply for the Republican National Convention, happening next week. Thad Kousser, a political scientist at UC San Diego, says these conventions are essentially one long political ad. But Kousser said there is intense political interest that could push up viewership. SAN DIEGO (KGTV): With recreational marijuana now legal in California, doctors are warning parents to be extra vigilant when checking their kids' candy on Halloween. They worry that the kids may confuse edibles for candy."There's going to be candy all over the house," says Dr. James Elia from Sharp Grossmont Hospital. "If there are edibles that are in the household and are forgotten to put away, kids may be able to get into them as well."State law allows edibles but has strict guidelines for how much THC can be in them. A package can't contain more than 100 milligrams, and each piece can't have more than 10.Marijuana vendors say new rules also make it harder for the edibles to be confused for candy."You cannot use the word candy and animals cannot be in the shape of certain animals and images that might be attractive to children," says Kyle Dukes from Torrey Holistics. He also noted that state law doesn't allow the edibles to be in any shape the State Bureau of Cannabis Control deems "attractive to children." Specifically, they can't be shaped like fruit, animals or lollipops.Packaging for marijuana-infused food must also be child resistant and clearly labeled.Dr. Elia recommends keeping edibles locked away, similar to the way people treat medicine they don't want kids to get. He says the side effects of THC on children could be devastating."They could experience alteration of mental status, sometimes hallucinations, severe anxiety, severe paranoia," he says. "With children, it's also noted shortness of breath."Elia also says parents should be extra vigilant when checking their kids' trick-or-treat candy, to make sure an edible didn't wind up in their collection."We all have to be concerned about this," he says. SAN DIEGO — Football icon Drew Brees gave a Temecula, California teenager the gift of a lifetime this week.The New Orleans Saints QB surprised Alex Ruiz at a Del Mar flag football event with a prosthetic leg."Surprise," Brees yelled into a microphone.Ruiz suffered a severe leg injury while playing football in October 2017. The quarterback at Linfield Christian School in Temecula was rolling out of the pocket when he was tackled and injured. The injury forced an amputation of Ruiz's foot.Brees presented the teen with a walking prosthetic Friday."If there's anything above cloud nine that's where I'm at right now," Ruiz said, all smiles after Brees asked him what he planned to do first with his new prosthetic.Brees added that once Ruiz gets the hang of it, he'll receive an athletic prosthetic as well with which to begin athletic training. SAN DIEGO (KGTV) Thousands of homes braced for rotating outages Monday, but the outages were ultimately averted.The California Independent System Operator, which manages high voltage power transmission, had warned San Diego Gas and Electric and other utilities that it was very likely they would be ordered to implement rotating outages Monday.However, the outages were never ordered partly because local residents and businesses heeded the call to cut back on energy usage.SDG&E, which takes its cues from CAISO for rotating outages, says the rolling blackouts are still possible throughout the state if CAISO isn’t able to maintain a balance between energy demand and supply during the heatwave.A Flex Alert is currently in place through Wednesday.
