SAN DIEGO (KGTV) -- Police are asking that additional victims come forward in a San Diego sexual assault case. According to police, Seth Roberts, 18, was arrested on December 5 for multiple sexual assaults around San Diego County that happened between early October and late November. Based on the circumstances of the cases, the San Diego Police Department Sex Crimes Unit is looking for additional victims or anyone with information. According to police, Roberts reportedly identified himself to young women and befriended them by telling them he’s from out-of-state before sexually assaulting them. According to public records, Roberts was previously arrested in Oklahoma for harboring a runaway child felon. Records also show that in April of 2018, a permanent protective order was issued against Roberts in Oklahoma. The order was filed on behalf of a 16-year-old who says Roberts inappropriately touched her even after she asked him to stop. The protective order goes on to say the victim's mother wanted criminal charges filed, but none are listed. He is currently being held on ,250,000 bail. SAN DIEGO (KGTV) - Parents at a charter school in Chollas View are sounding the alarm after learning the fate of their founder and current director is now uncertain.This past spring, Patricio Ramirez graduated from Gompers Preparatory Academy with a full scholarship to San Diego State University."My son is first generation. This is a dream come true," said his mother, Theressah Rodirugez.But Theressah and her husband Victor, who have another son in 9th grade, are suddenly worried for his future."I am heartbroken," said Victor Ramirez.He's heartbroken after learning San Diego Unified plans to end a unique agreement to loan out staff to the school, which began when the school was founded in 2004."It was one of the lowest performing schools in the district. Very violent campus and gang infected," said school alum and education advocate Ellen Nash.Nash says when the school made the switch to a charter school, the district agreed to loan out a handful of staff, including then principal Vincent Riveroll, along with college counselors and support staff."He changed the culture to a college-going campus," said Nash.Nash says Riveroll set high educational standards, recruited and trained teachers, and implemented tutoring, after-school and summer school programs.This past spring, nearly 100% of the school's senior class was college bound."In an underserved community, they have a star in that community," said Nash.She worries it will turn into a fallen star without the school district's longstanding support, and the presence of Riveroll.In a memo released by the school district, officials point out there is more legal liability in loaning out staff, as the district has ended these agreements district-wide, thus turning the schools into traditional charter schools.School district officials points out the school already reimburses the them for the staff members' salaries. They're trying to confirm how much of the benefits - including retirement benefits - are also reimbursed by the school.The school district is set to end the on-loan program in July 2021. 2086

SAN DIEGO (KGTV) -- Police Tuesday released video of a deadly officer-involved shooting in El Cerrito. The body camera footage is being released within 45 days of the incident as part of Assembly Bill 748. The video shows the moment 52-year-old Dennis Carolino was shot by an officer. According to police, Carolino’s aunt called police the night of August 24 to report that he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues. RELATED: Man dies following officer-involved shooting in El CerritoPolice requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard.“As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement.San Diego Police say three seconds passed from the time Carolino left the outbuilding to the time he was shot. Officers provided aid to Carolino until paramedics arrived, but he died shortly after. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. 1717

SAN DIEGO (KGTV) - Only in their second year of operation, Wheels of Change is preparing for a major expansion this year.San Diego teenager, Kevin Barber, and his mom, Carolyn Barber, MD, initially launched the program in 2018 in partnership with Alpha Project.Homeless individuals are paid /hr to clean up trash, traveling together in a van to different job sites. Thanks to new sources of funding, the nonprofit will be able to expand crews from 10 to 20 individuals, serving the community five days a week. "We were able to show the world, hey this works! Let's keep funding it more and let's expand the program," said Kevin. The city committed 0,000 to help fund the program, and they've also raised additional funding privately and from foundations. The Lucky Duck Foundation, Davis Charitable Fund, SDGE, the Danna Foundation, and multiple others, have been financial and/or strategic supporters of Wheels of Change at Alpha Project.Wheels of Change plans to employ over 5,200 homeless individuals in 2019, up from 375 their first year. 1057

SAN DIEGO (KGTV) — Naval Base Point Loma was locked down Thursday over reports of a suspicious person.In a Facebook post, the base said "all personnel onboard the installation are directed to seek shelter in the nearest building and activate lock down procedure" and remain inside until told otherwise. The lockdown was lifted just before 2 p.m. and Harbor Drive was reopened to traffic. The base told 10News that it appeared the caller believed to have seen a suspicious person, but the person in question was not believed to be a threat.The base added the Gateway Youth Center and Patrick Wade CDC had been taken off lockdown and parents allowed to pick up their children.10News is monitoring this breaking news. 722
