NANJING: Jiangsu province will constantly focus on environmental protection while maintaining strong momentum in economic development in the next five years, acting governor Luo Zhijun said in his work report to the first session of the 11th provincial people's congress on Friday.The province witnessed fast economic growth in the past five years with gross domestic product (GDP) increasing at an annual average rate of 14.5 percent, one of the highest rates in the country, official figures showed.However, such economic development has had a negative impact on the environment, Luo said.Workers try to clean a major moat of algae in Suzhou, Jiangsu province, last July. They grow easily in polluted waters and can starve the water of oxygen, killing aquatic life.The water quality of the lake has improved, but the incident was seen to have sent a signal to local government that the economy should not grow at the expense of the environment."We've learned a lesson from the incident, that environmental protection should take precedence over GDP growth," said Mao Xiaoping, mayor of Wuxi and deputy to the provincial congress.The provincial government will allocate more than 2 billion yuan (7 million) to clean up Taihu lake this year, Luo said in his report.Over the past five years, the provincial government has made strenuous efforts to protect the environment while speeding up economic development, Luo saidAll over the province, 2,713 small chemical factories, one of the main sources of pollution, have been ordered to close, while many other heavy polluting enterprises have been urged to upgrade their environmental protection facilities to be up to standards, Luo said.Similarly, 75 sewage treatment plants have been built in the cities with a daily disposal capacity of 3.78 million tons of wastewater, he said."We will continue to encourage technology renovation and push forward industrial restructuring in the next five years," said Luo.The authorities will also support research of technologies to improve water and air quality, Luo said.At the same time, the province will promote the use of energy-saving devices and recycling, he said.Measures are being taken to ensure that no new projects will be approved before they meet all requirements for environmental protection, Luo added.To that effect, the metallurgy, chemical, building materials, electrical power and textile industries will all be under close supervision, he said.

"I believe that we will avoid a crisis in the Taiwan Straits."Kissinger has met with every generation of the leadership since the establishment of the People's Republic of China, and hence is familiar with them. And he believes the present leadership can tackle complicated issues."Each generation has its own characteristics. Deng Xiaoping is an enormous figure for his vision and courage in guiding China on the road to market reforms. But every generation of leaders has made some significant contributions," he said."This generation is educated in universities and has more technical knowledge than the first generation. It has handled very complicated situations with considerable wisdom and skill."Kissinger visited China last week at the invitation of the Chinese People's Institute of Foreign Affairs. He has visited the country more than 50 times, and is impressed by the tremendous progress it has made, enabling it to navigate the changes in the world."I see tremendous vitality in the Chinese people and the people I talked with are also ambitious to study and to do something. I identify China with tremendous capacity to grow, and great opportunities with these people."His last visit to China was in a totally different scenario compared to his first few trips when there was no diplomatic or trade link between Beijing and Washington. So this could be an important chance for high-level talks," said Yuan Peng, a senior American studies researcher with the China Institute of Contemporary International Relations.Yuan said the Taiwan question is likely to be a key topic during Rice's talks with Chinese leaders because neither side wants to see a conflict across the Straits. The Democratic People's Republic of Korea is another issue important to the two sides. 

The website of the National Bureau of Corruption Prevention (NBCP) crashed on Tuesday, just hours after its launch, as droves of people logged on to complain about corruption among officials.The website (yfj.mos.gov.cn) was closed for most of the afternoon, Beijing Youth Daily reported.An NBCP official, who did not want to be named, confirmed the breakdown had occurred."Repairs were carried out soon after the website broke down and normal service has now been resumed, he told the Xinhua News Agency."The number of visitors was very large and beyond our expectations," he said.As of 4 pm yesterday, visitors had left 22 pages of messages in the website's guest book.While many of them referred to report specific cases of official corruption, these were redirected by the webmaster to other sites, such as that of the Ministry of Supervision.Other visitors made calls for the strengthening of the government's anti-corruption efforts, and comments about the need for special attention to be given to cases involving institutes of higher education and grassroots governments."The corruption problem in China is a fatal illness. BEIJING  -- The dumpling poisoning incident in Japan has been proved to be an individual contrived case, not caused by pesticide residue, said China's quality watchdog on Thursday.The General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) said at a press conference that it made the conclusion after finding no harmful chemicals in relative products and samples and no abnormal operations by the Chinese producer.Japanese media reported on January 10 that people fell ill in December and January after consuming frozen meat dumplings produced by Tianyang Food Plant based in north china's Hebei Province.

BEIJING -- China's education officials are joining with employment authorities to mount investigations into reports of agencies and individuals who lure minors to work, said the Ministry of Education on Thursday."We have received reports that some agencies and individuals lured minors to work on the pretense of introducing them to part-time jobs or internships," said the ministry in a circular.Education authorities across the country will join with officials who have law enforcement powers in labor departments and commerce and industry administrations to intensify supervision and management to stop illegal employment of minors by agencies and individuals, it said.The ministry asked its local branches and all schools to be aware and report illegal employment to the authorities.Chinese law bans minors under the age of 16 from working and those between 16 and 18 must be given easier and safer work than adult workers.Employers who violate the law can be fined and, if the crime is serious, their business licenses will be withdrawn.In June, private brick kilns in north China's Shanxi Province were found abusing workers, many of whom were underage, in a forced labor scandal.A total of 95 officials in the province have been punished in the wake of the forced labor scandal.The ministry also warned vocational schools not to violate regulations on internships, which ban students from interning during their first year.Most vocational schools in China take in students who finish three years in secondary school, but do not go to high school.In 2004, a private vocational school in southeast China's Jiangxi Province was caught luring first-year students to work full-time in an electronic hardware factory during their summer vacation by promising free tuition.
