YICHANG, Hubei, Oct. 3 (Xinhua) -- The water level at the Three Gorges Dam, the world's largest water control project, reached 164.59 meters on Sunday, only 10 meters short of its full capacity of 175-meters, said a project official.The dam in central China started to hold back water this September by discharging less to the lower reaches of the Yangtze River, the country's longest river.Reaching the 175-meter water level would enable the Three Gorges Dam to fulfill its functions of flood control and generating electricity to the fullest extent, symbolizing the total success of the massive water project.This is the reservoir's third attempt to reach full capacity since 2008. However, water levels stopped at 172.8 meters in 2008 and 171.43 meters in 2009 due to droughts on the lower reaches.However, this time officials believe the dam will reach full capacity by the end of October."We have confidence in reaching the goal this year. Although less water flowed into the dam after the flood season, we have reduced water discharges accordingly," said Yuan Jie, an official in charge of water level control.

BEIJING, Oct. 20 (Xinhua) -- Participants at a human rights forum in Beijing have paid tribute to China's treatment of human rights issues."We have a different culture. We would appreciate the situation where human rights are dealt with within their own cultural contexts," Elisabeth Perioli Bjornstol, a Norwegian participant on a panel discussion at the forum, said Wednesday.The panel discussion was a part of the two-day Beijing Forum on Human Rights that started Tuesday. The forum attracted about 80 officials, scholars and experts from more than 25 countries, regions and international organizations.China's human rights situation was one of the focal points at the forum."It is highly important to reflect and discuss the key issues of human rights worldwide. People now can come and see how China develops. Ignorance and lack of information were the root causes for many conflicts," Elisabeth Perioli Bjornstol added.Jiang Guoqing, a professor from China Foreign Affairs University, said on the same panel discussion that since reform and opening up was initiated in 1978, China has made great progress in both human rights and modernization.He Ying, vice president of Heilongjiang University, said, "The West often criticizes China for not progressing fast. It also criticizes China for its recognition of individuals' rights. But I think the West needs to recognize China as a developing country that is moving in the right direction in many fields."

SHANGHAI, Sept. 4 (Xinhua) -- China's intellectual property rights (IPR) authorities Saturday vowed to play a larger role in the global cause of IPR protection while being more responsible to innovators and the public.The State Intellectual Property Office (SIPO) Director Tian Lipu made the pledge at a press conference held to recognize the 25th anniversary of Sino-EU cooperation on IPR protection.Tian said that China and the EU, as two major economies with close trade relations, should further co-operate to create a better environment to encourage and protect innovation in the business world.At the event, European Patent Office (EPO) President Benoit Battistelli told Xinhua he was optimistic about the future of IPR protection in China, given the rapid progress being made in the country.Battistelli said relations between the EPO and the SIPO would "continue to be decisive for the successful future development of the patent system on a global level."Commemorations of the anniversary, held at the ongoing Shanghai World Expo, also included a demonstration of a real-world IPR enforcement case in a moot court setting.The EPO started cooperating with China in 1985. The two sides are currently implementing the EU-China IPR2 project utilizing a 16 million Euros budget that runs over four years to 2011.Both the EPO and the SIPO are among the world's five largest patent offices, together with the Japan Patent Office, the Korean IP Office, and the United States Patent and Trademark Office.China has also grown into one of the most important non-EU countries filing patent applications to the EPO, with the number of patents submitted increasing from 163 in 2000 to 1,621 in 2009.
