BEIJING, Feb. 11 (Xinhua) -- President Hu Jintao held a telephone conversation with his Brazilian counterpart Luiz Inacio Lula da Silva on bilateral ties Thursday, with both sides expressing willingness to promote cooperation.The Chinese president said China-Brazil relations have been deepening in a comprehensive way, marked by frequent exchange of visits between their leaders and political mutual trust.The Brazilian president's state visit to China last year brought the two countries' strategic partnership to a new level as the two sides reached consensus over a broad range of major issues, Hu said.The two countries have agreed to map out a joint action plan, he said, adding that exchanges and cooperation in various fields have seen new momentum and the two sides have maintained close coordination and cooperation in international and regional affairs.China-Brazil cooperation enjoys solid political foundation and broad prospect for development, Hu said.He said further development of their strategic partnership is in the fundamental interests of both countries and is their common aspiration. It is also conducive to world peace and common development, he said.He also said China highly values its relations with Brazil and is ready to work with the Brazilians to further promote strategic partnership between the two countries.On cooperation between the BRIC nations -- Brazil, Russia, India and China, Hu said the four countries share the same or similar opinions on many global issues and have great potential in bilateral and multilateral cooperation.China attaches great importance to the cooperation platform of BRIC countries and is willing to strengthen communication and cooperation with Brazil, Russia and India, he said.Hu emphasized China and Brazil are both members of the BASIC countries and share extensive consensus on the issue of climate change. Through qualitative coordination and cooperation, both countries have played an important role in the climate summit held in Copenhagen not long ago.He said China would like to further enhance communication and coordination with Brazil as well as G77 countries to preserve and promote the interests of developing nations so that to facilitate a positive outcome of the climate summit to be held in Mexico this year and to keep on contributing constructively to the international cooperation on climate change.Lula extended his greetings to President Hu and the Chinese people on the coming Chinese Spring Festival, adding that Brazil has prioritized the development of the relations with China and he is glad to see a smooth pragmatic progress in various fields between the two sides.He said that Brazil is willing to strengthen cooperation with China in fields like energy, aviation and infrastructure. BEIJING, March 10 (Xinhua) -- The Chinese government will adopt stricter measures to boost energy conservation this year to meet the goal set by an important five-year plan, Xie Zhenhua, vice minister of the National Development and Reform Commission, said Wednesday."It's the last and decisive year for us to realize the goals set by our country's 11th Five-Year Plan," Xie said at a press conference on the sidelines of the annual session of the National People's Congress, China's top legislature."The current energy conservation situation lags far behind the goal set in our plan and our task is still formidable," said Xie, one of China's leading negotiators for climate change talks.Under the 11th Five-Year Plan ending this year, China pledged to cut energy consumption per unit of gross domestic product (GDP) by 20 percent, or four percent each year, but consumption fell by a margin much smaller than the set target during the past four years.The per unit GDP energy consumption fell only 14.38 percent from the 2005 level.Xie said the Chinese government will enact a series of measures this year to boost energy conservation, including the introduction of an accountability mechanism for provincial governments and tight control of projects of high energy consumption and high pollution.China announced in November it aimed to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with 2005 levels.

UNITED NATIONS, Jan. 27 (Xinhua) -- China's UN Ambassador Zhang Yesui on Wednesday called on concerned parties to create " favorable conditions" for an early resumption of Palestinian- Israeli peace talks.Addressing the Security Council in an open debate, Zhang, the council president for January, said that China remains "deeply concerned over the stalemate in the Middle East peace process and the bleak prospects for resumption of the peace talks.""We hope the parties concerned will strengthen their belief in the peace talks,overcome the difficulties and interruptions, create favorable conditions for an early resumption of the peace talks, and avoid acts that may erode the mutual trust or prejudge the outcome of the negotiations," he said.Zhang urged Israel to freeze all settlements activity and cease the building of separation walls."We urge Israel to open all the border crossings to Gaza, and ensure that the region achieves reconstruction as soon as possible and its people return to normal life," he said.Zhang also emphasized the importance of Palestine's internal reconciliation, voicing hope that all factions "bear in mind the long-term interests of the nation and work together to strive for the Middle East peace process."He also urged the international community to "redouble its efforts to push for all parties to build the momentum for negotiations and inject new impetus into the peace process."

BEIJING, March 19 (Xinhua) -- Severe drought has affected 51 million Chinese and left more than 16 million people and 11 million livestock with drinking water shortages, China's State Commission of Disaster Relief said Friday.About 4.348 million hectares of farmland were affected and 940,200hectares would yield no harvest, the commission said in a statement.Since autumn last year, southwest China, including Yunnan, Sichuan and Guizhou provinces, Guangxi Zhuang Autonomous Region and Chongqing Municipality, has received only half its annual average rainfall and water stores are depleted. Photo taken on March 17, 2010 shows the thirsty fields of a terrace in Donglan County, southwest China's Guangxi Zhuang Autonomous Region. The local government and people were mobilized to fight against the drought here.The commission said the ministries of finance, agriculture, civil affairs and water resources had appropriated more than 370 million yuan (54.4 million U.S. dollars) to the provinces, autonomous region and municipality to combat the drought.The funds are generally to be used to purchase drinking water, equipments and supplies for urgent water construction projects.More than 4,000 troops of Chinese People's Armed Police Force (PAPF) in Sichuan, Guizhou, Yunnan, Guangxi and Chongqing have been mobilized to help rural residents with water supplies.The PAPF detachment in Yuxi, Yunnan Province, has supplied more than 17 tonnes of its water reserve to 176 households in the province. In Sichuan, PAPF troops used their machinery to help pump underground water.In Guangxi, the PAPF troops transported water in trucks to 13 remote villages which were home to more than 7,000 farmers and 6,000 livestock.Weather forecasts show no obvious indications of rain in the drought region in the next 10 days.
