SAN DIEGO (KGTV) - The San Diego City Council voted in favor Tuesday of an affordable housing plan which critics say could raise rents and home prices across San Diego.The vote, which came after hours of public comment, was five to four in support of the proposal.Council President Georgette Gomez moved to require developers to reserve 10 to 15 percent of new housing units in complexes for low to moderate income households. The plan includes other options, but if all else fails the proposal would raise the affordable housing in-lieu fee developers pay by 72 percent. For a typical 1,800 square foot unit, that would be an additional ,000 in construction costs that could be passed on to tenants. “We’re in a royal housing mess, and I almost would like to say, today, believe it or not, are the good old days for housing, because we’re staring straight into a bigger problem,” said Borre Winckel, who heads the San Diego Building Industry Association. But supporters of the proposal say the city needs the housing. Many workers are now being forced to commute from far away because there is no housing available. A report last year found the region still needed more than 140,000. "We’re certainly not trying to drive the cost of housing. Our number one goal here is to try to incentivize and regulate in a more fair manner the building of affordable housing,” said Keith Maddox, of the San Diego Imperial Counties Labor Council. Councilman Scott Sherman, who opposes the proposal, said the larger fee would add to a market rate rental and ,000 to the price of a home. The money from the fee would go into a pot used to pay for affordable housing developments. Marissa Tucker, a robotics marketing manager who lives in North Park, said her life success is only because she was able to grow up in an affordable home. “My dad, he works at a grocery store,” she said. “My mom was never able to hold a stable job because she has a mental disability, and so without having affordable housing and be able to provide that stability, we’re not always afforded the same opportunities.” Under the proposal, developers would also avoid the fee by rehabilitating existing units - or donate land that could be used for affordable housing. SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department is increasing staffing ahead of Santa Ana winds expected to swirl around the county to start the work week. On Sunday, 10News got a hands-on tour of Station 14 in North Park. It is one of five San Diego Fire stations with an engine, ladder truck, and now a fully staffed brush truck for the next two days. "Our brush rigs are always able to be covered," San Diego Fire-Rescue Deputy Chief Kelly Zombro said. "We just have to un-staff a rig to move over to it. In this case, those rigs are actually covered right now, and they can all go."Because of the upcoming Santa Ana winds, the Department is staffing 25 additional crew members, specifically for wildfires. While engines and ladder trucks are most commonly used in day-to-day operations, the 0,000 brush truck is on a league of its own."It's imperative that we are able to make access quickly into areas where the engine cannot get into," Fire Engineer, Tim Swanson said. "And that's why we have these brush rigs."Unlike the concrete jungle in New York City, the City of San Diego has many different kinds of terrain. Because of that, in the academy, all firefighters are trained in all three truck types: engine, ladder, and brush.The brush truck has off-road tires, a 600-gallon tank, and specialized tools like backfire canisters, burn-over protection, and this triple hose backpack. The truck may even become a mobile home for the crew. That is why it has comfortable seats and carries household items. "If we're out on a strike team, we are gone for sometimes two weeks at a time with little to no ground support," Swanson said. "So, we need to be self-sufficient for two weeks."Even if fires do not erupt in our area, they are always ready to go."Sometimes, when [Northern California] is asking for help, we have to do it," Deputy Chief Zombro said. "And we just have to up our game down here to make sure we stay covered, and we've always done that."After two days, the department will re-assess to see if they need to continue the increased staffing. SAN DIEGO (KGTV) -- This Saturday's inauguration of a new president in Mexico was the topic of a forum Thursday at the University of San Diego. Experts and policy makers from both sides of the border shared their thoughts on what the new presidency will mean to the future of the relationship between the United States and Mexico."So much of what happens in Mexico doesn't stay in Mexico and so much of what happens in the United States happens along the U.S-Mexico border," said USD Professor David Shirk, who helped organize Thursday's forum.Andres Manuel Lopez Obrador will become the first person to lead Mexico from the political left in several decades after a landslide victory in July elections. He ran on a platform of populist reforms."He's traditionally been a strong supporter of the rights of migrants and respecting their human rights and caring for them," said Tony Wayne, who served as U.S. Ambassador to Mexico from 2011-2015 and attended Thursday's event. He's currently a Public Policy Fellow at the Woodrow Wilson Institute."They're going to have to try to pick things up as quickly as they can. Nobody wants a repeat of the kind of incident that you had a few days ago at the border," Wayne said, referring to the clashes between Central American migrants and Border Patrol agents near the San Ysidro border crossing Sunday.Wayne and Shirk share some optimism that Mexico's new administration will be able to find common ground with President Trump, despite their differences on policy. Wayne points out that Secretary of State Mike Pompeo will be traveling to Mexico the day after Lopez Obrador's inauguration. Shirk says the two presidents have already formed a bond based on similar styles. SAN DIEGO (KGTV) - The Rock Church is making holiday giving even easier, teaming up with Express Feedback for Good to raise money for their Toys for Joy campaign.Under the new program, people can sign up to take on-line surveys. For each one they take, the Church will get towards their holiday fundraiser."This is a life or death situation for some kids and some families," says Pastor Miles McPherson.The Toys for Joy program is now in its 23rd year. Each year the Church helps around 20,000 families with food, clothing, toys, and more for the holidays. McPherson says he hopes the new survey tool will inspire people to do more."The express feedback tool gives people the opportunity to do something to help somebody, but we want them to take the next step, touch a person, smile at a person, hear someone's story," he says.The surveys only take about one minute each, and there's a limit of 100 per person. The Church says they hope to raise 0,000 from the surveys, to help supplement the other donations they get each year.The company, Express Feedback for Good, takes the information from the survey and sells it to businesses to help them serve their customers better."It's a win/win for both parties," says Product Manager Dena Coykendall. "The non-profit can create resources, and business can collect information from a crowd that's more representative."This year, the Rock Church will have four locations for their Toys for Joy campaign on December 14th.
