SAN DIEGO (KGTV) — It's not the most family-friendly event in town, but it is one of San Diego's most time-honored bashes.The 66th Over-The-Line (OTL) World Championship returns to Fiesta Island Park for two weekends July 13 and 14, and July 20 and 21. The annual event, known for its color team names and characters, started locally in the 1950s and has since become a highlight of summertime in San Diego.What more can you ask for during the sweltering heat? Sunshine, brews, and a simple sport that everyone can follow. The batter's goal is to hit the ball into fair territory (over the line) without a fielder catching it. A hit includes any ball that lands in fair territory, if a fielder crosses over the line, or if a fielder drops the ball in fair or foul territory.If a batter connects with the ball but it does not cross the line, it can be saved and ruled a "no pitch" if the batter or pitcher are able to catch the ball before it hits the ground. Kind of like a redo pitch.An out is recorded when the ball fails to cross the line, a batter swings and misses, a fielder catches the ball in fair territory, a batter has two fouls, a player bats out of order, or if a pitcher or batter touch but do not catch a ball that falls short of the line.Nobody actually runs bases — at times, that's probably for the best — and three outs end each half of an inning just like baseball.To score:The third hit of a half-inning scores one run and each hit after that scores another run.A home run, which is when a ball lands past the last fielder without it being touched, scores a run and any hits before it. The hit count is then reset to zero.Anyone is free to spectate, but the Old Mission Beach Athletic Club (OMBAC) has a few guidelines. Participants and fans follow the "No Bs" of OTL, which include no bottles, no bowzers (dogs), no babies, and no battles (fighting.) SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389

SAN DIEGO (KGTV) - Many local restaurants are having a hard time finding outdoor patio heaters.The difficulty comes as restaurant owners in San Diego County prepare to close their indoor dining areas and take operations outside when new COVID-19 related restrictions take effect Saturday. The county is moving from the state's red to the purple tier following an increase in COVID-19 cases. The purple tier has the toughest COVID-19 related rules.The owners of Sisters Pizza in Hillcrest say they own four outdoor heaters and recently purchased two more from Amazon three weeks ago, one of the last left at the time. They are due to arrive any day."We paid about four times the price of our original space heater," owner Emily Green Lake said. "Right now, the heaters are really what it's all about in keeping people wanting to come back to your spot, or that second glass of wine or that dessert, and all of those extras are what's keeping businesses afloat right now."Premier Patio Heating in Oceanside, which rents out patio heaters, is out. Eddie Essey, vice president of operations, said they have a backlog of about 200 orders from restaurants and hotels. Anyone looking to get some from them now has a six-week wait."I'm saying six weeks," Essey said. "Honestly, that's a little optimistic. Realistically, I don't expect my supply chain to be where I want it to be until March or April."He's putting new orders on a waitlist but advising the customer to keep looking and trying other suppliers."Restaurants are struggling enough as it is that I don't want them to be missing out on income on their patios every night just waiting on me to get a shipment in," he said. "Everyone needs more patio heaters. People that already have some need more, people that don't have any, need some."Many restaurants told ABC 10News off-camera that they could not find any patio heaters and are still looking. SAN DIEGO (KGTV) — Jessica Mattly was all smiles Thursday, ironically, thanks to the state Employment Development Department.“For the first time they called me,” she said. “I didn't call them. It was great.”A representative from the EDD, which issues unemployment insurance payments, called Mattly to tell her that they finally processed her application for jobless benefits. They’d begin by sending her four weeks of backpay.Mattly’s had been trying to get through to the EDD since she lost her job at a San Diego resort in late March, when Coronavirus restrictions went into effect. She filed for unemployment immediately, but like thousands of other San Diegans, got a request from the EDD for identity verification.She submitted the necessary documents, but never heard anything back.“I would just keep dialing, and keep dialing, and keep dialing, and I understand the definition of insanity. I do. And it felt like that was my only option,” she said.Mattly kept running into walls, until she turned to State Sen. Ben Hueso’s office, which contacted the EDD on her behalf.That lead to Thursday's phone call.Others, like Audee Kammer - just wouldn't take no for an answer.The EDD denied her identity documentation twice. She called hundreds of times - finally appealing the denials and getting a telephone hearing with a judge, who authorized payments.“I could see how some people, it could just throw them into deep depression and despair,” she said. “I feel for a lot of people out there that are in my same situation that I was and don't have the drive to keep knocking on that door.”Meanwhile, the latest state numbers show more than 230,000 San Diego County residents are unemployed.The EDD says its funding has increased drastically since the pandemic began and is now undertaking a massive hiring effort.It has filled 900 new positions to process an unprecedented amount of claims - with an additional 1,900 openings.Sen.
