SCOTTSDALE, AZ — Emergency crews have recovered a body after an incident at a Scottsdale aquatic park.Crews were at Eldorado Aquatic Park near Hayden and McDowell road early Monday morning.Scottsdale police say around 12:30 a.m.; an officer was making rounds in the area when he heard what sounded like muffled calls for help.He worked to locate where the calls may be coming from and eventually found them to be coming from a pipe that helps support one of the water slides.Officers were communicating with the victim, said to be a transient, but lost communication with him around 2 a.m.Officials say the man reportedly went up over a tall fence surrounding the park and was up on the slide. He then somehow fell into the pipe structure, where he became trapped.Crews had to dismantle the slide in order to get the victim's body out.He has since been identified as 31-year-old Ryan Kelly. SAN FRANCISCO (AP) — The amount of snow blanketing the Sierra Nevada is even larger than the 2017 snowpack that pulled the state out of a five-year drought, California water officials said.As of Thursday, the snowpack measured 202% of average after a barrage of storms throughout winter and spring, according to the Department of Water Resources.The wet weather has slowed but not stopped, with thunderstorms prompting flash flood warnings Sunday in the central and southern parts of the state.At this time last year, the snowpack measured 6% of average — making this year 33 times bigger than 2018, the San Francisco Chronicle reported.In 2017, the snowpack measured 190% of average.The snowpack supplies about 30 percent of state water needs.In the Tahoe Basin, Squaw Valley ski resort has seen so much snow it plans to keep its slopes open until least July 5. In May alone, Squaw recorded 37 inches (94 centimeters).State officials consider the most important snowpack measurement to be the one taken around April 1 because that's typically when storm activity subsides."And then after that the sun's highest position in the sky contributes to rapid melting. (KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753

SANTEE, Calif. (KGTV)— A Santee family is praying for recovery and justice, as their mother remains on life-support. She was the victim of a hit-and-run crash Wednesday night. 10News spoke to Richard Johnson. His mother Julie Johnson and sister in law, Jayme Morton-Johnson were the victims of the hit-and-run.According to Richard Johnson, Wednesday at around 8 pm, they heard a commotion outside their home. Johnson said Julie ran outside and saw a neighbor boy getting beaten by three teenage boys.  Julie's other son, Robert, who is also Jayme's husband, says he was making dinner when his mother called him outside because of the altercation.  Robert stepped in to help break up the fight. They, and a neighbor, were able to put an end to it, but the teens ran into the car. “(Julie) always had a heart out for people are hurt or hears somebody in need, she acts right away, and that’s what she did," Richard Johnson said of his mother. As the suspects made their get-away, they sped onto the curb, hit the women, and flung them onto the street. “Jayme rolled off the side of the car with little injury," Johnson said. "And my mom flew off the car, and the impact was deadly. “Jayme was released from the hospital Thursday."The only thing I recall is seeing that drivers eyes and him hitting us and that’s when we grabbed each other, and by no means do I see it being an accident," she said.Jayme is expected to make a full recovery. Julie Johnson was not so lucky. The impact sent her flying 40 feet. Her brain is now non-responsive. An oxygen machine is the only thing keeping her alive. San Diego County Sheriffs Department said within two hours, they found the get-away car at Sonrise Community Church just two miles south of the crash. The owner of the vehicle then turned in one of the passengers, a 16-year-old boy, who was booked into juvenile hall for Felony hit-and-run. The two other teens have not been arrested. "I just want them to turn themselves in and give justice to my mother in law," Jayme said.“An irresponsible decision can end somebody’s life," Johnson said. While Johnson and his family wait for an arrest, they also pray. They said that is the only thing that may save their matriarch."The only thing they can do is hope from God that she will come back," Johnson said. "I’ve been praying that he’ll give her a chance. Scientists, doctors and the public are eagerly waiting to hear how effective a COVID-19 vaccine will be and how soon it could be available to everyone. But when the vaccine is ready, some will be racing to be first in line, while others will be cautiously waiting to see how it plays out."Only about half of people get a flu vaccination polls are showing. In terms of the coronavirus, that’s saying that a third to maybe as much as half of the population will not want to get a vaccine," said Arthur Evans, the CEO of the American Psychological Association.Evans is concerned about whether people will be willing to get the COVID-19 vaccine when it comes out. How people are educated about the upcoming vaccine will be crucial."Right now, I think there are a lot of people who want to take a vaccine and to get a vaccine, but if people feel that this has been rushed, that they don’t feel all of the normal safety measures have been taken, it's going to be much harder for people to take that step," explained Evans.Dr. Bali Pulendran, a pathology, microbiology and immunology professor at Stanford University, says just because a COVID-19 vaccine is being expedited doesn't mean it's any less safe."It's a very established, lengthy process. It’s expedited now because of certain technologies such as the mRNA technology that really helps you accelerate this process," said Dr. Pulendran.He says the creation of a vaccine is rigorously tested, first with mice, then primates, and finally, humans. Tens of thousands of people are currently choosing to participate in COVID-19 vaccine trials."And so, this is a development and paradigm that has served vaccinology really well. It's really served it well in terms of enabling the licensure of some 20 or more vaccines," said Dr. Pulendran.Dr. Pulendran says every year, the flu vaccine varies in efficacy. For a good year, it could be 90 percent protective, while the next year, the flu shot may only be 10 percent effective. The COVID-19 vaccine is expected to be 60 percent effective."I think for me, personally, if I saw a vaccine coming out in the next year or so that had a 60 to 70 percent efficacy, that to me would be very encouraging," said Dr. Pulendran.The public, though, may still need some convincing."One of the hardest things for the general public to embrace is the idea of probability. We like to know definitively if something works or not,” said Evans. “The reality is that a vaccine is a probabilistic issue. It's highly likely that you won’t contract, whatever the condition is, but it’s not 100 percent."Evans says the key will be in how the vaccine is marketed to the American public.Dr. Pulendran hopes any positive data and outcomes of the COVID-19 vaccine trial will encourage as many people as possible to get the vaccine when it comes out. 2823
